eBay removed most UK private-seller fees in 2024. Is it fighting Vinted and Depop?

eBay’s UK private-selling fees changed on 1 October 2024—but the offer is not universal. Here is what is free, who qualifies and how the move compares with Depop and Vinted.

eBay did not remove every UK selling fee. From 1 October 2024, UK-based private sellers stopped paying final value fees and regulatory operating fees on eligible sales in most categories. Vehicles are excluded, and charges can still apply for listings beyond the monthly allowance, optional upgrades, international transactions and other services.

The change looks like a response to the low-friction resale model popularised by platforms such as Vinted and Depop. But eBay has not publicly proved that any one rival caused the decision. The more defensible explanation is strategic: make it easier to list, attract more inventory and buyers, and encourage sellers to use eBay as shoppers too.

What eBay changed in the UK

eBay’s UK policy change took effect on 1 October 2024. It applies to eligible UK-based private sellers, not businesses.

Free listings 300 listings per month for UK private sellers.

Which fees disappeared?

The final value fee was the percentage eBay charged when an item sold. The regulatory operating fee was an additional transaction charge applied in relevant circumstances. Both were removed for eligible UK private sellers.

That is different from an insertion or listing fee, which relates to creating a listing. The free-selling policy includes 300 listings each month, but further listings can incur a charge. It is also different from optional upgrades such as Reserve Price, Subtitle and Gallery Plus.

International delivery and other services can create separate costs. “Fee-free selling” therefore describes the removal of two important transaction fees, not a guarantee that every seller receives every service at no cost.

Who qualifies?

The offer is aimed at a UK-based individual selling privately. It does not turn business selling into a fee-free activity.

  • Private sellers: eligible sellers receive the fee treatment described above.
  • Business sellers: listing and transaction fees continue under eBay’s separate business schedule.
  • Vehicle sellers: cars, motorcycles and other vehicle listings are excluded from the private-selling offer.
  • Non-UK sellers: living outside the UK does not automatically qualify someone for the UK private-seller policy merely because they list on eBay.co.uk.

Someone who regularly buys goods to resell, sells in significant volume or otherwise operates commercially may need to treat the activity as a business for platform, tax and consumer-law purposes. Selecting a private account is not a legitimate way to avoid business-seller obligations. For the correct position, check current guidance from GOV.UK and eBay’s business-seller fee page.

Why would eBay give up seller fees?

1. Lowering the cost of listing unwanted goods

A percentage fee makes a seller think about the value of an item before listing it. Removing that fee makes it more attractive to list lower-value goods, experiment with pricing and sell items that might otherwise remain in a cupboard or go to another platform.

More listings can improve the buyer experience. A larger catalogue gives shoppers more choice, creates more search results and may make eBay more relevant for occasional purchases.

2. Defending consumer resale

Vinted and Depop helped normalise fast, mobile-first peer-to-peer selling, particularly for clothing, accessories and lifestyle goods. Their appeal is not only the headline fee. It also includes simple listing flows, visual discovery and an audience that expects to buy second-hand goods from individuals.

Depop’s current UK policy says it charges no selling fee to eligible UK sellers, although payment processing and optional boosting charges remain. That makes it a meaningful comparison for sellers who once viewed eBay as expensive or cumbersome.

3. Encouraging sellers to become buyers

eBay’s investor disclosure says buyers who also sell on the platform purchase, on average, roughly twice as much as buyers who do not sell. That is eBay’s own reported figure, not an independent assessment of the UK policy.

It nevertheless explains the strategic logic. A seller is not just a source of transaction revenue. Sellers add inventory, may attract buyers and may spend their proceeds on the same marketplace. A lower seller fee can therefore be treated as an investment in the wider buyer-seller network.

The available evidence supports this network-effect interpretation. It does not establish that Vinted, Depop or another individual rival directly forced eBay to act.

Is eBay simply charging buyers instead?

Not universally, but buyers can face charges in relevant transactions. eBay’s UK seller-protection information says a Buyer Protection fee may be added to the listing price for UK-based private-seller listings. The buyer’s total and the seller’s displayed earnings can therefore be different.

This matters when comparing platforms. A seller may receive more of the item price while a buyer sees a higher total. The effect on demand will depend partly on how clearly the charge is displayed and how the final price compares with competing listings.

It would be inaccurate to say that eBay universally replaced seller fees with buyer fees. Charges vary by transaction and can also arise from advertising, optional features, international activity and shipping services. Read eBay’s Buyer Protection information for sellers alongside the fee policy.

eBay versus Depop: which is cheaper?

Depop’s seller-fee policy says the 2.9% + £0.30 payment-processing charge is calculated on the applicable transaction amount, including the item sale price, shipping and applicable taxes. Its Marketplace-fee policy describes a separate buyer-facing charge for UK and US buyers.

Illustrative calculations

Eligible eBay private sale

For a £100 domestic sale in an eligible category:

  • Item price: £100.
  • Final value fee: £0 under the private-seller policy.
  • Regulatory operating fee: £0.
  • Potential deductions: an optional promotion or listing upgrade, a shipping-related service, or an international charge if the transaction qualifies.

This is not necessarily the seller’s final net amount because postage, refunds and optional services can change the result.

Depop UK sale

For a £100 item with £10 shipping:

  • Selling fee: £0 under the current UK policy.
  • Payment processing: 2.9% plus £0.30 on the applicable transaction base.
  • Boosting: potentially 12% if the listing and sale qualify.
  • Buyer Marketplace fee: charged to the buyer under Depop’s policy, not treated as the seller’s stated selling fee.

Do not assume a precise net amount without checking whether taxes, refunds, shipping labels, boosting and the payment base apply to that particular sale.

Which platform suits which seller?

One-off declutterers

eBay is compelling when the item is outside fashion or benefits from search-driven demand. Its 300-listing monthly allowance is far more than most occasional sellers need. Depop may be simpler for clothing that fits its audience and visual style.

Fashion and vintage sellers

Depop’s fashion-led audience, social discovery and visual merchandising can outweigh its payment-processing charge. Sellers need good photography, accurate descriptions and a willingness to build a recognisable shop identity. eBay remains useful for branded, collectible or specialist clothing where buyers search by exact item.

Collectors, electronics and general merchandise

eBay’s broad categories and established search intent generally make it the more natural starting point for collectibles, electronics, books, homewares, parts and unusual goods. A zero transaction fee is helpful, but actual demand and the likely selling price matter more than the percentage alone.

Small businesses and side hustles

Compare platforms as a business, not as a private seller trying to reproduce private-seller terms. Include payment costs, listing allowances, promoted listings, returns, shipping, consumer-law responsibilities, inventory tools and tax administration. eBay’s business fee schedule remains separate.

Vehicle sellers

Do not apply the free private-selling rule to cars, motorcycles or other vehicles. Vehicle fees and processes require a separate check of eBay’s current terms.

What “new marketplace startups” gets wrong

Vinted is a major established resale platform, not a newly launched startup. Depop is also an established fashion marketplace, although both belong to the newer generation of mobile-first resale services. Whatnot represents a newer live-commerce and community-selling model, while Facebook Marketplace and specialist vertical platforms add further competition.

The eBay-versus-Depop framing is also becoming more complicated. In 2026, eBay announced an agreement to acquire Depop from Etsy. That announcement describes an agreement, not necessarily a completed acquisition. It should not be reported as completed without confirmation. More importantly, the deal means Depop may be both a rival marketplace in the competitive analysis and a strategic asset eBay sought to own.

Has the fee-free strategy worked?

The policy clearly changed eBay’s pricing approach, but the sources available here do not establish a complete post-October 2024 result. There is no verified set of UK figures in this evidence for active sellers, gross merchandise volume, conversion, listing growth or market share after the change.

That means the policy’s existence cannot prove success. A successful strategy would need to show that lower seller costs produced enough additional listings, buyers, repeat purchases or advertising activity to justify the lost transaction fees. eBay’s reported relationship between selling and buying explains the incentive, but it is not a UK post-change performance result.

How to compare the real cost

  1. Classify yourself correctly. Decide whether you are genuinely selling private possessions or operating a business.
  2. Check category exclusions. Vehicles and some specialised transaction types do not follow the ordinary private-selling rule.
  3. Estimate the likely sale price. A platform with a nominally higher fee may still produce a faster sale or a higher final price.
  4. Add every transaction cost. Include processing, postage, packaging, advertising, boosting, optional upgrades, international charges and likely refunds.
  5. Check the buyer’s total. Buyer-facing protection or marketplace fees can affect conversion even when the seller’s fee is zero.
  6. Value the audience. Use eBay for breadth and search demand; consider Depop for fashion and social discovery.
  7. Review the current policy before listing. Fee pages and eligibility rules can change, especially for optional services and international transactions.

The practical verdict

eBay’s UK move is best understood as a continuing marketplace strategy, not an August 2026 fee announcement. It removed final value and regulatory operating fees for eligible UK private sellers on 1 October 2024, making eBay substantially more attractive for casual sellers and broad-category resale.

It was also a credible response to pressure from mobile-first resale and social-commerce platforms, but the evidence does not prove that Vinted or Depop alone caused it. The offer is not universal: businesses, vehicles, listings beyond the allowance, optional upgrades, international activity and other services remain outside the simple “free selling” headline.
