In 2025, EchoStar agreed to sell about 50 MHz of nationwide spectrum to AT&T for approximately $23 billion, struck additional spectrum and satellite-to-phone arrangements with SpaceX, and began decommissioning portions of its standalone 5G network. Boost Mobile and Gen Mobile did not shut down: they continue under a hybrid model built around EchoStar’s cloud-native core and partner network capacity, principally AT&T’s.
What changed
The original Dish strategy was to build a nationwide radio-access network that could replace Sprint as a large independent competitor after the T-Mobile–Sprint merger. That is no longer the company’s direction. EchoStar’s post-2025 model keeps wireless brands and a network core but relies substantially on another operator’s cell sites.
The distinction is important for customers and investors: Dish abandoned the independent network strategy, not wireless service itself.
Why Dish was supposed to become carrier No. 4
When regulators approved the T-Mobile–Sprint merger, the remedy included assets and obligations intended to give Dish a path to a new national competitor. Dish acquired Boost Mobile, held substantial spectrum, and promoted a cloud-native 5G network using Open RAN equipment. It also signed roaming and network-service arrangements with T-Mobile and AT&T while its own system was being built.

Dish and AT&T described the 2021 arrangement as a bridge: customers could use AT&T connectivity while Dish deployed its own network. A facilities-based carrier owns and operates substantial spectrum, radio equipment and supporting infrastructure. An MVNO primarily sells service over another carrier’s network. Dish’s planned end state was the former, not merely a branded reseller.
The buildout met milestones but not the business objective
In September 2024, the FCC conditionally extended certain construction deadlines. Company filings described obligations including nationwide population coverage, at least 24,000 5G sites, a low-cost 5G plan and device, 3GPP Release 17 upgrades, and requirements for new subscribers using EchoStar-certified devices on its network. EchoStar later said it met the relevant milestones, and a 2025 company release said the FCC confirmed satisfaction of applicable buildout requirements after the transactions.
Regulatory compliance and commercial success were separate tests. Meeting a construction obligation did not create the subscriber scale, cash flow or nationwide operating economics needed to challenge AT&T, Verizon and T-Mobile.

What “hybrid MNO” means for Boost
In practical terms, the path is now:
Boost customer → Boost/EchoStar systems and core → AT&T radio network, with other network relationships where applicable.
The brand, billing relationship, plans, devices and customer support can remain Boost-branded. EchoStar still operates a core and some network assets, so calling Boost simply an MVNO is incomplete. But retaining a core does not make Boost equivalent to a national carrier that owns a comparable nationwide radio network. Coverage and performance depend substantially on the host network, location, plan and device.

Why the economics became untenable
No single explanation accounts for the retreat. The project required enormous spectrum and construction investment while competing against three established operators with larger subscriber bases, mature coverage and purchasing power. EchoStar’s filings reference more than $30 billion invested historically in wireless spectrum licenses; that is a cumulative investment measure, not the total cash cost of building the network.
- Capital intensity: Nationwide radios, backhaul, sites and upgrades require continuing spending, not just an initial build.
- Scale disadvantage: EchoStar had a much smaller wireless base than the incumbents and reported 7.527 million subscribers as of March 31, 2026.
- Partner dependence: Roaming and wholesale access were necessary during the buildout, reducing the economic advantage of owning a partially completed network.
- Regulatory pressure: EchoStar disclosed FCC scrutiny of spectrum use and deployment obligations. The company said that scrutiny and license risk contributed to its decision-making; that is EchoStar’s account, not proof that the FCC alone caused the retreat.
- Balance-sheet pressure and asset value: Selling spectrum to AT&T and SpaceX offered a lower-capital path while preserving a wireless retail business.
EchoStar’s 2026 Form 10-K describes the regulatory and financial pressures; it should not be read as establishing that regulators “forced” a sale or caused a bankruptcy.

Did Dish shut down wireless service?
No. EchoStar’s March 31, 2026 filing says Boost Mobile and Gen Mobile remained the principal consumer brands under the hybrid MNO model. The June 2026 DISH DBS restructuring also expressly excluded the entities operating Boost and Gen Mobile and said those cases would not affect their customers, operations, employees or financing.

That does not guarantee identical coverage, roaming, plans or device behavior for every subscriber. Network migration and decommissioning can produce market- or device-specific effects. Hughes Satellite Systems’ separate Chapter 11 filing on August 3, 2026 likewise was announced as having no impact on Boost Mobile.

For Boost subscribers
- Boost remains a potentially relevant lower-cost wireless brand; current plans and prices should be checked at Boost Mobile’s official site.
- Expect the service model to rely increasingly on partner infrastructure rather than a nationwide Dish-owned radio network.
- Do not assume every Boost plan uses AT&T exclusively or that it is identical to an AT&T retail plan; network terms vary by plan and device.
For the market
The United States still has many competing wireless brands, including cable and MVNO offerings. But the policy goal of a durable fourth facilities-based national network did not materialize. Consumers may see four prominent brands in a market, while the underlying nationwide network infrastructure remains dominated by AT&T, Verizon and T-Mobile.
AT&T gains spectrum and a strategic wholesale relationship. SpaceX gains spectrum and a route toward satellite-to-phone connectivity. EchoStar gains spectrum proceeds and a less capital-intensive operating model, but gives up control of the full end-to-end terrestrial footprint it once planned to build.

How to interpret the bankruptcy headlines
“Dish is bankrupt” is too broad. DISH DBS began a prepackaged restructuring on June 30, 2026, while Boost and Gen Mobile operating entities were excluded. Hughes filed separate Chapter 11 cases on August 3, 2026. Neither announcement establishes that Boost Mobile filed bankruptcy or stopped serving customers.
The bottom-line test
Judge the original promise on three measures: network ownership, operating model and strategic intent. EchoStar sold major spectrum, shifted Boost toward AT&T radio access, and decommissioned network portions that no longer fit the plan. On all three measures, the standalone facilities-based fourth-carrier project is over—even though Boost continues as a hybrid wireless operator.
