Did the Bitcoin Dumpster Guy Find His Hard Drive? James Howells’ Landfill Plan, Explained

James Howells’s Bitcoin were not on the landfill hard drive; the drive allegedly held a private-key record. The court dismissed his access claim, and his later tokenization idea was only a proposal.

No. As of the latest relevant report, published August 5, 2025, James Howells had stopped pursuing a landfill excavation and was describing a proposed tokenization strategy instead. That report did not say the Bitcoin had been recovered or that a token had launched. The High Court had already dismissed his claim for rights to the discarded hard drive and access to it—but did not decide that Newport City Council owned his Bitcoin.

Did the guy who threw away his Bitcoin hard drive find it?

No recovery has been reported in the available account. Howells alleged that he mined 8,000 BTC in early 2009 and that a 2.5-inch laptop hard drive containing the record of the private key was mistakenly discarded in August 2013. The High Court summarized those claims but treated them as assumed allegations for the application; it did not determine that the mining, loss, or location account was true. The judgment explains what was alleged and what the court decided.

The often-repeated sums attached to the story are not a current valuation. The judgment recounts Howells’s account that the holding was worth £9 million in October and November 2013, and notes that he claimed a value of more than £600 million in 2025. Neither figure is a neutral valuation or the present market value of accessible assets; the coins have not been recovered or sold.

What was on the Bitcoin hard drive?

The Bitcoin themselves were not stored on the drive. Bitcoin balances and transactions are recorded on the blockchain; the drive allegedly held a record of the private key, the information used to authorize transactions. As Judge Keyser KC put it, “The only thing that went into the landfill was the Hard Drive.” The judge also wrote that “Bitcoin are not tangible property and cannot be on the Hard Drive or in the Landfill.”

That distinction matters: finding the drive would not automatically restore access. Its data would need to remain readable—or be recoverable by specialists—and the private-key record would need to be usable. Howells’s team said it believed it could attempt recovery even if the drive were damaged, but the judge made no finding that this would work.

Can James Howells still recover his Bitcoin from the Newport landfill?

The court decision closed off the access claim Howells had brought; it did not establish that excavation or data recovery was technically impossible. But the later public account points away from a landfill search: in reporting published August 5, 2025, Howells said he was no longer pursuing purchase of the landfill, excavation, remediation, or dialogue with the council. He instead outlined a proposed tokenization strategy. The Block reported his account of that proposal; it did not establish a launch, legal effect, or recovery of the underlying Bitcoin. No independently verified 2026 update is established here, so the August 2025 plan should not be described as a current or completed recovery.

The excavation proposal

At the December 2024 hearing, Howells’s side presented the plan as a targeted search of a small area, not an attempt to dig through the entire site. His pleaded case placed the drive in “Cell 2 – Area 2” and said his team believed it had a good chance of finding it. Those were his assertions, not findings by the court. The council opposed the proposal, citing ownership and environmental-permit constraints. Contemporary reporting described the council’s objections, including The Guardian’s hearing coverage and ITV’s report.

The judgment describes Docksway as Newport’s main waste facility and recounts evidence before the court that the site held around 350,000 tonnes of waste, with a further 50,000 tonnes added annually. These are figures from the case record, not an independently updated measurement of the landfill.

Why did the court reject the landfill search?

On January 9, 2025, Judge Keyser KC dismissed Howells’s claim against Newport City Council in Howells v Newport City Council [2025] EWHC 22 (Ch). The decision concerned rights to the physical drive and access to it—not ownership of the Bitcoin.

The court accepted the council’s argument based on section 14(6)(c) of the Control of Pollution Act 1974: an item delivered by another person while using the authority’s waste facilities belonged to the authority. That defeated Howells’s claims for delivery of the drive and access to the site. The judge wrote: “In my judgment, the defendant’s argument is correct and provides a complete answer to the claim.”

So the judgment did not rule that the council owned Howells’s Bitcoin, nor did it determine whether the drive was in the landfill or whether the proposed recovery effort could work. It resolved the legal claim over the drive and access under the waste-disposal law at issue.

What the story’s two recovery approaches would require
