In 2014, Google shared advertising revenue with Apple in return for being the preset search provider across important Apple search access points, including Safari on iPhone, iPad and Mac. The figure became public through reporting on testimony in Oracle v. Google in January 2016.
Where the $1 billion figure came from
The amount was not announced in a Google or Apple press release. It emerged from testimony and a transcript connected to Oracle’s copyright lawsuit against Google, then was reported by Bloomberg and technology news outlets in January 2016. Contemporary coverage described Google’s 2014 payments to Apple as approximately $1 billion.
MacRumors’ account of the testimony and contemporaneous reports from The Guardian and TechCrunch made clear that the number was approximate and that the contractual details were commercially confidential.
One frequently repeated detail was a “34 percent” share. The reports did not establish conclusively whether that percentage described Apple’s share or Google’s retained share. It should therefore not be presented as an unqualified description of the contract.

How the Google–Apple arrangement worked
- Apple preset Google as the search provider in Safari and related Apple search-access points.
- Users conducted searches through those preset interfaces.
- Google earned advertising revenue from qualifying searches.
- Google remitted an agreed share of that revenue to Apple.
That structure made the 2014 figure principally a revenue-sharing payment, rather than a fixed annual fee or a check for the right to own iPhone users. The amount could change with search volume, advertising value, covered products and contract terms.
The U.S. government later described Google as the exclusive out-of-the-box default on iOS and macOS Safari in its search-monopoly case (DOJ trial brief). “Default” did not mean users were legally prevented from switching. Safari users could select another provider in settings, and alternatives could be available in particular contexts. The dispute concerned the preset choice and the economic conditions attached to it.
What the 2014 agreement changed
2014 was not necessarily the beginning of the Google–Apple search relationship. Court records identify a Joint Cooperation Agreement dated May 15, 2014 in the government’s trial-exhibit index (DOJ exhibit index). Later court materials describe the broader arrangement as the Internet Services Agreement (ISA) and refer to a 2014 amendment involving default bookmarks and payments for traffic initiated through Google Search bookmarks (court-material summary).

The contracts changed over time. Amendments could adjust revenue shares, covered Apple products, query categories and default-placement provisions. Consequently, a description of the 2014 terms should not be treated as a complete description of every later version of the ISA.

Google’s benefit: distribution at enormous scale
Search advertising is valuable only when people search. Being the preset provider on Apple hardware gave Google a large flow of queries without requiring users to download an app or make an active choice. The U.S. Justice Department alleged that Google used profits from its search business to secure major distribution channels and thereby reinforce its scale (DOJ complaint announcement).
Apple’s benefit: recurring, high-margin revenue
Apple could offer a familiar search experience while collecting a share of the resulting advertising revenue, without operating a general-purpose search engine itself. Later antitrust evidence found that those payments could reduce Apple’s financial incentive to replace Google or launch a competing search product (DOJ appellate filing). That is a court-supported economic explanation, not proof that Apple had no interest in alternatives.
The user and rival perspective
Google argued that users preferred its results and that default arrangements improved convenience and experience; Associated Press coverage records that defense. Rivals including Microsoft Bing, Yahoo Search and DuckDuckGo could be selected, but being selectable is different from receiving default distribution. A competitor also needs sufficient queries, data, advertiser demand and revenue to operate at scale.
What alternatives did Apple consider?
Apple had bargaining leverage because it controlled the default on its devices. Evidence discussed in coverage of the trial described negotiations with Microsoft and Bing and Apple’s ability to consider switching providers (AP report). The existence of alternatives did not automatically make them economically equivalent to Google’s position: a provider can be available in a settings menu yet lack the default traffic needed to compete.
How the payments grew
Do not confuse the 2014 estimate with later figures. Government court materials estimated that Google paid Apple approximately $20 billion in 2022 in worldwide revenue sharing for relevant queries (findings summary). That is a different year, geographic scope and contractual context.

Higher figures reported for intervening years can reflect growing Apple usage, more valuable advertising, changed percentages and differences in which queries or regions are counted.

The antitrust question was not simply whether Apple received a large payment. It was whether paying for preset access to critical distribution channels made it harder for rivals to obtain the scale required to challenge Google.
In August 2024, the district court found Google liable for unlawfully maintaining monopolies in general search services and general search advertising. A DOJ appellate filing said the court’s analysis attributed 28% of general-search-market foreclosure to the Apple ISA (filing). That later finding should not be projected backward as though the 2014 contract had already been declared unlawful.

The government’s original case described the agreements as part of a self-reinforcing system: Google paid for default placement, default placement delivered queries and data, and that scale supported search advertising profits. Google disputed that theory and emphasized user preference and convenience.
What happened after the liability ruling?
The remedy process continued after the 2024 decision. The Justice Department announced a final judgment imposing restrictions on certain exclusive distribution agreements and on conditioning revenue sharing on keeping Google Search as the default for more than one year (DOJ announcement). The DOJ case page lists subsequent 2026 compliance reports, status filings and orders; appellate proceedings and compliance work remained active as of August 2026 (case page).
How to state the claim accurately
- Accurate: “Court testimony reported that Google’s revenue-sharing payments to Apple totaled roughly $1 billion in 2014 in exchange for default-search placement.”
- Too broad: “Google officially paid Apple a one-time $1 billion fee for iPhone search.”
- Also too broad: “Apple users could use only Google.” Users could change the preset provider.
The Bottom Line
Bottom line: The $1 billion claim is grounded in real court evidence, but the precise description is a roughly $1 billion 2014 revenue-sharing payment tied to Google’s default position across Apple’s search ecosystem—not a standalone purchase of iPhone users or a publicly itemized one-time fee.
