No: the January 20, 2025 presidential memorandum did not set a fixed 30-day deadline. It directed executive-branch agency heads to end remote-work arrangements and require full-time in-person work “as soon as practicable,” while allowing them to make necessary exemptions. A January 23 report said the Office of Personnel Management (OPM) recommended a 30-day target and asked agencies to submit implementation plans by January 24. Those were separate implementation instructions, not a deadline written into the memorandum.
What did the January 2025 memorandum require?
The January 20, 2025 memorandum told heads of executive branch departments and agencies to take necessary steps to end remote-work arrangements and require employees to work in person full time at their duty stations. The opinion in National Treasury Employees Union v. Vought reproduces its operative language:
“Heads of all departments and agencies in the executive branch of Government shall, as soon as practicable, take all necessary steps to terminate remote work arrangements and require employees to return to work in-person at their respective duty stations on a full-time basis.”
The memorandum also says agency heads “shall make exemptions they deem necessary.” That leaves room for agency-level exceptions; the directive should not be read as saying every federal employee, without exception, had to return on the same schedule.

Where did the 30-day figure come from?
The 30-day target came from OPM implementation guidance as described in an Ars Technica report published January 23, 2025. The report said acting OPM director Charles Ezell recommended agencies work toward full compliance within 30 days. It also said OPM requested agencies’ return-to-office plans by 5 p.m. ET on January 24, 2025.
These were two different time frames: the reported January 24 request concerned submission of plans; the 30 days was OPM’s recommended target for implementation. Neither changed the memorandum’s own “as soon as practicable” wording into a fixed governmentwide 30-day deadline.

Who was covered, and what could agencies decide?
The memorandum addressed heads of executive-branch departments and agencies and tasked them with taking the steps needed to end remote-work arrangements. It also expressly left agency heads authority to make exemptions they considered necessary. The text therefore establishes a broad directive with discretion for exceptions, not an exception-free rule applying identically to every employee.
Implementation could vary by agency. A June 2026 Buildremote tracker describes later agency policies and disputes, but it is a secondary account and does not independently establish the governmentwide legal or operational status. Claims about later developments should be checked against the relevant primary agency directives, official guidance, or dispute records.

Did the directive mean federal employees stopped working?
No general work stoppage follows from the memorandum’s return-to-office instruction. The court opinion recounts a separate, CFPB-specific event: an instruction on February 10, 2025, not to perform work tasks. That episode is not evidence that federal employees generally were told to stop working or that such an instruction was an ordinary consequence of the return-to-office directive.

The contemporaneous sources establish what the January 2025 memorandum said and what OPM reportedly recommended at the time. They do not establish the exact governmentwide status as of October 4, 2026. Later agency policies, exemptions, and disputes may differ, so a claim that all agencies currently follow one settled schedule would require current confirmation from primary sources.
