What happened in June 2008?
VentureBeat’s June 30, 2008 report focused on Youku and Tudou, then two of China’s leading online-video platforms. An indexed archive describes Youku as approximately tied with Tudou for the country’s largest video site while 56.com, described as the third-largest, had been offline for almost a month. The archived summary identifies the reported rounds as roughly $53 million for Tudou and $10 million for Youku.

Why 56.com’s outage mattered
56.com’s extended unavailability was a warning about the political risk built into the business. At the time, observers widely suspected a government censorship action, while the company reportedly attributed the outage to technical problems. Later coverage described the episode as a several-week government closure, but the precise official cause is not established by the available contemporaneous record. The durable fact is that a major platform could suddenly lose access to its users.
That uncertainty affected operating plans and investment decisions. A video company had to budget for moderation, rapid takedowns, licensing compliance and the possibility of suspension—not merely for servers and sales staff.

The 2008 rules made moderation a core business function
Reporting in January 2008 said websites distributing video or permitting user uploads would need permits. Providers were expected to remove prohibited material and report incidents to the state. The categories described at the time included material involving national secrets, damage to China’s reputation, disruption of social stability and pornography. Contemporary coverage of the rules did not describe them as identical to later Chinese internet regimes.
- Permission to operate could become a condition of the business, not an administrative afterthought.
- User uploads created a continuing review and liability problem.
- Filtering and takedown teams added recurring cost and could remove popular material.
- A suspension threatened traffic, advertising relationships and the value of the platform itself.
Why investors still funded the leaders
A huge audience and limited legal supply
China’s internet population was already large and expanding, while legitimate online entertainment choices were more limited than in the United States. Investors saw a chance to build a national distribution platform before the market settled.

Scale could decide survival
Video required expensive bandwidth, storage, content acquisition and distribution. That made a winner-take-most outcome plausible: a well-funded company could outlast smaller competitors, negotiate better relationships and spread fixed costs over a larger audience. A 2009 account reported that China’s pure-play video field had contracted from roughly 200 sites in 2007 to about 10 in 2008 and only a handful afterward. That consolidation account also identified Youku, Tudou and 56.com as representative survivors.
Strategic value beyond advertising
A market leader could become valuable to advertisers, television and film companies, mobile distributors, portals or a larger technology group. Investors were financing the option to own that position, even though near-term streaming profits were unproven.

The economics were harsher than the funding headlines
Raising capital did not solve the underlying financial problem. Every additional viewer could increase both advertising inventory and bandwidth expense. Platforms also faced licensing payments, copyright disputes, moderation costs and a still-developing online-advertising market.
In 2009, Tudou’s management described the dilemma directly: traffic could produce more advertising revenue, but the associated bandwidth could be financially crippling. The company reportedly throttled traffic because it could not afford unlimited growth, despite having raised about $85 million by May of that year. A later account said Tudou was balancing broadband, content deals, mobile distribution and advertising while aiming for break-even the following year. The 2009 report documents those pressures.

“China’s YouTube” was only a partial comparison
Youku and Tudou began with user-upload characteristics, but their strategy increasingly moved toward licensed television and film, premium programming, original productions, mobile distribution and advertising-supported streaming. By late 2010, coverage compared parts of their businesses more closely with Hulu, HBO or AMC than with a purely user-generated YouTube. The two companies had raised more than $300 million between them, while only Tudou was then believed to be near profitability. That comparison and funding context explain why the simple YouTube label became misleading.

What investors had to evaluate
Regulatory survivability
Could management obtain and retain permits, maintain effective screening and respond quickly to official demands?
Capital intensity
How much bandwidth did each active user consume, and could the company control usage without destroying growth?
Content mix
User uploads reduced some acquisition costs but increased moderation and copyright exposure. Licensed and original programming could attract advertisers and viewers, but required substantial cash.
Distribution and monetization
Investors had to assess relationships with mobile carriers, handset makers, portals and television companies, as well as whether Chinese advertisers would pay enough for video to outrun infrastructure costs.
The historical lesson
Censorship did not make Chinese online video unattractive to investors; it made leadership more valuable and more expensive. Regulation raised barriers that well-capitalized companies might survive, while the same rules imposed existential risk and ongoing operating cost. Youku and Tudou attracted money because investors saw a rare combination of audience scale, scarce legal entertainment, consolidation potential and strategic exit value—not because the underlying streaming model was already safely profitable.
