Data Center Site Selection: Why Data Centers Are Moving Into Spain

Spain’s data-center boom is real but uneven: Madrid and Barcelona lead on customers and connectivity, while Aragón targets hyperscale scale. The deciding advantage is not cheap land or renewable headlines—it is an energised grid connection backed by diverse fiber, viable cooling water and permits.

Spain is attracting new data-center investment because it combines fast-growing digital demand, extensive renewable generation, submarine-cable and terrestrial connectivity, EU market access, and land suitable for large campuses. The market is not a simple relocation of existing facilities. Madrid and Barcelona remain connectivity and customer hubs, while Aragón is emerging as a hyperscale and AI-campus location. The decisive question for any proposed site is whether it can turn those advantages into firm power, diverse fiber, water-responsible cooling, permits and an energised connection on schedule.

Why Spain is becoming a data-center destination

Spain offers a combination that is valuable to cloud providers, colocation operators and AI developers:

  • Geography: It links Western Europe with North Africa and Latin America and sits on Atlantic and Mediterranean cable routes.
  • Renewable generation: Renewables supplied 55.5% of Spanish electricity in 2025, or 56.6% including estimated self-consumption. Electricity demand rose 2.8%, and nearly 10 GW of wind and solar capacity was added. Red Eléctrica reported these figures.
  • EU operating base: Spain provides an EU jurisdiction for customers subject to GDPR, cybersecurity, energy and environmental rules.
  • Campus-scale land: Inland regions can offer contiguous land for data halls, substations, cooling plants, roads, fiber routes and future phases.
  • Demand and ecosystem: Madrid and Barcelona supply enterprise, government, financial, telecom and cloud customers, plus contractors and specialist labor.
  • Public and private capital: AWS, Microsoft and other operators are planning major facilities, creating an ecosystem effect.

These are structural advantages, but they do not make every Spanish parcel viable. Annual renewable generation is not the same as 24/7 carbon-free electricity; land is not the same as grid capacity; and an announced campus is not an operating facility.

Madrid, Barcelona and Aragón solve different problems

Madrid: the customer and interconnection hub

Madrid’s investment agency describes the region as a Southern European interconnection hub and lists Microsoft, Google, AWS, IBM and Oracle among technology investors. It also promotes more than €6 billion in direct investment planned over five years; that is an investment-promotion claim, not an independent capacity survey. See Invest in Madrid’s data-center overview. Metropolitan proximity remains valuable even when power and land are scarce.

Barcelona: Mediterranean and enterprise connectivity

Barcelona is not interchangeable with Madrid or Aragón. Its value is tied to its commercial economy, international links, Mediterranean cable position and enterprise demand. It can complement Madrid or Aragón in a geographically diverse architecture, but enormous inland campuses are generally easier to assemble elsewhere.

Aragón: the campus-scale story

Aragón hosts the AWS Europe—Spain Region, launched in 2022, and regional plans for Microsoft campuses. The government has treated AWS and Microsoft developments as projects of regional or general interest. AWS’s expansion documentation describes five additional locations with common fiber, high-voltage electricity, potable and non-potable water, wastewater and stormwater systems over phased development. The real bottleneck is an energised grid connection

The relevant question is not whether renewable projects or a substation exist nearby. It is whether the site can obtain its required firm capacity, at the required voltage, by a contractual date.

Red Eléctrica said in February 2026 that 11.8 GW of demand-access capacity had been granted on the transmission grid since 2022, but none of that capacity was yet in service when it published the information. A developer should obtain written evidence covering:

  • Initial and ultimate IT and facility load
  • Voltage level, connection node and substation works
  • Queue position, granted versus reserved capacity and reinforcement obligations
  • Connection cost responsibility and permit expiry dates
  • Interim supply, curtailment or operating restrictions
  • A dated energisation milestone, not merely an application or announcement

Transmission access, distribution access, a land reservation and a project-of-general-interest designation are different things. None alone proves that servers can operate.

Renewable power: useful advantage, incomplete answer

Spain’s 2025 renewable share supports lower-carbon procurement, but a continuously operating data center may still draw fossil-generated electricity during low-wind or low-solar hours. Site diligence should separate:

  • Annual renewable share from hourly matching
  • Physical delivery from certificate-based accounting
  • New generation (additionality) from existing projects
  • Firm capacity from intermittent output
  • Grid congestion and curtailment from nameplate generation
  • Backup-fuel emissions from purchased renewable power

Ask for the PPA delivery point, term, additionality, hourly accounting method, storage arrangements and residual grid consumption. “Renewable-powered” is not a complete technical description.

AI is changing the site-selection equation

AI training and inference can require high rack densities, large contiguous power blocks, liquid or hybrid cooling, substantial network capacity and rapid expansion. Those requirements increase the value of inland campuses with room for substations, cooling systems and multiple buildings. They also make transformer lead times, heat rejection, water availability and commissioning labor more important.

Not every Spanish project is an AI facility. Madrid and Barcelona remain better suited to latency-sensitive services, cloud on-ramps and workloads that benefit from dense interconnection. Lower-density sites can serve AI, batch compute and large regional cloud zones when their power and network paths are demonstrable.

Water, heat and environmental acceptance

Spain’s hot, dry conditions make cooling a core site issue. Evaluate annual and peak water demand, potable versus reclaimed sources, drought restrictions, basin availability, wastewater discharge and summer wet-bulb conditions. Compare air, hybrid, closed-loop and liquid-cooling designs rather than assuming a single technology.

AWS’s Aragón materials identify potable and non-potable water and wastewater infrastructure. AWS also states a goal of becoming water positive by 2030 and has publicised replenishment projects; those are company commitments, not independent verification. Projects can face opposition if a cooling design appears to compete with municipal or agricultural supplies. A credible proposal documents worst-case summer demand, reclaimed-water options, discharge arrangements and performance during drought.

AWS estimates its announced investment will contribute €31.7 billion to Spanish GDP through 2035 and support approximately 29,900 annual full-time-equivalent jobs. These are AWS and government estimates, including modeled direct, indirect and induced effects; they are not independently audited outcomes. A practical site-selection test

Pause or reject a site that lacks any of these:

  1. A documented path to required firm electrical capacity.
  2. A credible, dated energisation milestone.
  3. Appropriate zoning or a realistic planning route.
  4. Physically diverse fiber entrances and routes.
  5. A viable water or non-water cooling strategy.
  6. Expansion land when the workload requires it.
  7. Environmental and community feasibility.
  8. Financing, contractors and construction access.

Change the weights by workload. AI training may place power and expansion above 40% combined; colocation may give more weight to customer proximity, carriers and interconnection.

Common failure modes

  • Land without power: Verify node capacity, queue position, reinforcement and energisation dates with the grid operator.
  • Annual renewable claims treated as 24/7 clean power: Request hourly matching, delivery-point and backup-emissions evidence.
  • Water conflict: Prioritise reclaimed sources, model drought conditions and publish water intensity.
  • Fiber concentration: Demand route maps, separate ducts and independent building entrances; multiple carriers may share one trench.
  • Announcement inflation: Label projects operational, under construction, permitted, grid-approved, in planning or announced only.
  • Heat underestimation: Design for peak dry-bulb and wet-bulb conditions, not annual averages.
  • Job and GDP overclaiming: Separate temporary construction, permanent operations and modeled induced employment.

What the Spanish market means for investors and buyers

Spain is best viewed as a portfolio of markets rather than one destination. Madrid offers customer density and interconnection; Barcelona adds Mediterranean and international network value; Aragón offers room for large, power-intensive campuses; Castilla-La Mancha, Valencia and other regions may provide optionality when a specific substation, fiber path, water basin and planning route work.

For cloud or colocation buyers, compare the actual service location, latency, redundancy, data-residency terms, power procurement and water strategy. A Spanish facility does not automatically mean every workload or backup copy remains physically in Spain, and a renewable certificate does not by itself guarantee hourly carbon-free operation.
