CRTC Wants Telcos to Make Roaming Rates More Affordable

The CRTC wants Bell, Rogers and TELUS to improve international roaming prices and flexibility, while wholesale reforms aim to give regional carriers more options. Here’s what has changed—and what travellers should still check before leaving.

The CRTC is pressing Bell, Rogers and TELUS to make international roaming options more affordable, flexible and easier to find. It has also changed how Canadian carriers negotiate domestic wholesale roaming rates. These measures set regulatory expectations; they do not guarantee that a traveller’s bill will fall immediately or that every carrier will change its prices.

Why Canadian roaming can cost so much

When you use your phone abroad, your Canadian carrier may charge a set daily fee for access to your usual plan. The CRTC reported in October 2024 that travellers commonly faced flat charges of $10 to $16 per day, regardless of how little they used their phones. A small amount of use can therefore trigger the same daily charge as heavier use.

A CRTC-commissioned 2024 comparison by Networks, Economics & Strategy and Tarifica examined Canada, Australia, France, Germany, Italy, Japan, Mexico, the United Kingdom and the United States. It found Canadian bundled roaming rates higher than those in the other countries studied, with limited exceptions involving providers in France and Mexico. The study also found Canadian fixed rates were generally among the highest for trips longer than three days.

The study’s one-day comparison needs context: Canada’s average was $15.30, versus an international average of $16.30. That single-day result does not mean Canadian roaming was cheaper overall. The study found that longer trips and the narrower range of offers could make Canadian service more expensive.

What the CRTC wants Bell, Rogers and TELUS to change

On 7 October 2024, the CRTC asked Bell Mobility, Rogers and TELUS to provide more competitive, flexible and affordable international roaming options, and to make those offers easier for customers to find. The Commission said it was prepared to begin a formal public proceeding if travellers’ concerns were not addressed.

The concern is not only the headline daily price. The 2024 study found that Canadian carriers mainly offered fixed daily plans: Bell’s Roam Better, Rogers’ Roam Like Home, TELUS’ Easy Roam and Videotron’s Traveller Pass. Providers in the comparator countries offered more ways to buy service, such as a set amount of voice, text or data for a chosen number of days, or packages limited to particular services. Those choices can let travellers match what they buy to their usage and trip length.

In a letter dated 7 March 2025, the CRTC asked Bell, Rogers and TELUS to report on progress toward affordable pay-per-use international roaming and clearer, easier-to-find offers. The carriers filed reports in May and November 2025; the CRTC page records further information requests in February 2026. That follow-up shows the issue remains under examination, not that a specific price cut has been ordered or completed.

How domestic roaming reform is different

International roaming is mainly a question of the retail options a traveller can buy. Domestic roaming reform concerns wholesale access: regional carriers need access to national networks to serve customers outside their own coverage areas, and the terms they pay can affect their ability to compete.

In Telecom Decision CRTC 2024-233, the Commission moved away from setting wholesale roaming rates on a cost-based basis. Carriers are expected to negotiate commercial agreements, with final-offer arbitration (FOA) available if they cannot agree. Existing tariffed rates remain interim until the parties negotiate or arbitrate agreements.

Telecom Decision CRTC 2025-245, dated 18 September 2025, expanded the practical network options available to regional carriers. Bell Mobility and TELUS must include the other company’s radio-access network, which they own and operate under their shared-network agreement, in each company’s wholesale-roaming footprint. A regional carrier can therefore seek national coverage from Bell, Rogers or TELUS rather than having only one practical national option. The CRTC expects the additional bargaining choices to support lower wholesale rates, reduce administrative costs and improve retail affordability; those are expected effects, not a guaranteed immediate change to any customer’s bill.

Does the $100 roaming cap protect you?

The Wireless Code caps data-roaming charges at $100 in a single monthly billing cycle. The CRTC’s 2025 clarification says the cap includes fixed daily-rate data roaming and plans that let a customer use a phone abroad as at home. The CRTC also asked providers to confirm that customers explicitly agree before charges go beyond the cap.

This is a cap on data-roaming charges, not a universal ceiling on every possible travel-related charge. Check what the provider counts as data roaming, how the billing cycle applies to your trip and what services or fees are outside the cap. Do not assume that the $100 figure is a trip-wide limit if your travel spans billing cycles.

Is an eSIM cheaper than daily roaming?

There is no universal answer: the cost depends on destination, trip length, data use and the terms of the eSIM and your Canadian plan. The CRTC’s 2024 comparison addresses roaming offers, not whether a particular eSIM is cheaper for your itinerary. Compare the total cost and what each option includes rather than assuming that a daily roaming fee or an eSIM will always win.

  • Coverage: Confirm that the option works in every destination on your itinerary.
  • Pricing period: Compare daily fees with multi-day packages and the number of days covered.
  • Included service: Check the amounts of data, voice and text, and whether the offer is data-only.
  • Canadian number: Check whether you can keep your Canadian number active and what that means for charges.
  • Device and use: Confirm eSIM compatibility and whether tethering is permitted if you need to share a connection.
  • Limits and activation: Look for the maximum bill, pay-per-use rates, activation conditions and overage terms.

Carrier prices, eligible destinations and plan conditions change. Verify the current terms with your provider before travelling; the CRTC-commissioned comparison is a 2024 benchmark, not a current price list.

What the CRTC’s actions mean for your travel budget

The regulatory changes target two different sources of cost: inflexible international retail offers and the wholesale network terms that regional carriers negotiate. The CRTC’s work may increase pressure for better choices and competition, but travellers should budget using the current offer and disclosure from their provider—not an assumption that rates have already fallen. Before departure, compare the total price for your trip and check the billing-cycle and consent terms that apply if data charges reach the cap.
