Congress asked the Pentagon to review BOE—what it could mean for Apple displays

The September 2024 BOE letter was a request for Pentagon review, not a ban. Apple has alternative display suppliers, but any future designation could complicate sourcing for new products.

A September 2024 congressional letter asked the Pentagon to consider adding Chinese display makers BOE Technology Group and Tianma Microelectronics to the Department of Defense’s Section 1260H list. That letter was a request for review—not a ban, sanction, import restriction, or order requiring Apple to stop buying BOE panels. The cited reporting does not establish that BOE was later placed on the list or that Apple changed its sourcing.

What the letter actually did

Rep. John Moolenaar, then chairman of the House Select Committee on the Chinese Communist Party, wrote to Lloyd Austin, who was then U.S. secretary of defense, in September 2024. The official congressional page identifies the subject as a request to review Chinese LCD and OLED display companies: the committee’s letter.

The request asked the Pentagon to evaluate BOE and Tianma for possible inclusion on the Department of Defense’s Section 1260H list of Chinese military companies. A congressional request does not itself create a legal prohibition. The available reporting does not establish a subsequent Pentagon designation, sanctions order, import ban, or Apple compliance directive.

That distinction matters for investors and customers. Any effect on Apple would depend on what government action, if any, followed the review and how that action applied to private companies, imports, contracts, technology, or finished products.

What the letter alleged

According to AppleInsider’s report, Moolenaar’s letter argued that Chinese state subsidies had strengthened China’s LCD and OLED industry. It also alleged links between BOE, Tianma, and the People’s Liberation Army.

Those are allegations made in the letter, not findings independently established here. The letter’s inclusion of a company on a review request should not be treated as proof that the company is legally a military entity or that its products are prohibited in the United States. No response from BOE is established by the cited material.

What Section 1260H means for Apple

Section 1260H is a framework under which the Defense Department identifies certain Chinese military companies. Placement can have consequences for government procurement, contracting, investment, or later executive-branch and agency actions. The consequences are not automatically identical to a blanket ban on every product made by a listed company.

For Apple, the practical question would be the exact scope of any later measure. Relevant variables could include:

  • whether the action applied to private-sector purchases or only government procurement;
  • whether it restricted imports, exports, investment, or particular technologies;
  • whether components inside finished Apple products were covered;
  • whether the measure applied globally or primarily to products entering the United States; and
  • whether contracts, waivers, transition periods, or other implementing rules were provided.

Therefore, a future 1260H designation would create regulatory risk without automatically proving that every BOE panel could no longer be used in every Apple product.

What BOE does for Apple

BOE is a major Chinese manufacturer of LCD and OLED panels. Apple’s display supply chain uses multiple vendors across product families, including iPhones, iPads, and Macs. Supplier allocation can vary by model, screen size, production batch, region, and generation; not every Apple device uses a BOE panel.

AppleInsider reported that BOE had supplied Apple in limited quantities, while Samsung Display and LG Display remained the principal suppliers. The same report said BOE could be considered for additional future products, including a lower-cost iPhone category.

Historical volume estimate

As historical context, a July 2022 AppleInsider report described industry estimates—not figures disclosed by Apple—for iPhone 14 OLED orders of approximately 5 million panels from BOE, 60 million from Samsung Display, and 25 million from LG Display. Those estimates describe that period and should not be read as current allocations.

The earlier report also described production problems at BOE and said Apple halted an earlier production request after discovering that display specifications had been changed without authorization. It later reported that BOE received approval for a smaller iPhone 14 OLED order. This history indicates that the relationship has involved qualification and oversight; it does not establish that BOE panels are categorically defective or that Apple permanently abandoned the supplier. The iPhone SE connection is still a report, not a specification

In March 2024, AppleInsider reported that BOE was the leading candidate to supply displays for the then-rumored fourth-generation iPhone SE. That report said Samsung Display had allegedly withdrawn from price negotiations, leaving BOE and Tianma as possible candidates. It was rumor-based reporting, not an authoritative confirmation of a particular iPhone SE model’s display supplier. The report is available at AppleInsider.

Could Apple replace BOE?

Apple already has relationships with Samsung Display and LG Display, so a reduction in BOE’s share would not necessarily require finding entirely new suppliers. Existing scale could make those companies the most obvious alternatives, as the 2024 report noted.

Substitution would nevertheless take engineering and production work. Apple would need to match the required panel size and resolution, OLED yield, brightness, power consumption, refresh rate, calibration, reliability, and delivery schedule. It would also have to complete qualification and validation, renegotiate prices and margins, and secure manufacturing capacity in the relevant regions.

The main trade-off is straightforward:

Apple could also reduce BOE’s share without eliminating it worldwide, or allocate different suppliers by region, subject to applicable law and operational feasibility.

What consumers might notice

Existing iPhones and other devices

A later sourcing decision would not change the display in an iPhone that has already been sold. Existing inventory would generally be affected only if a separate legal action addressed those products directly.

Products already in production

Near-term exposure would depend on panel inventory, purchase commitments, production schedules, and any transition period. A supplier change is not the same as changing a software setting; Apple must receive and validate physical panels.

Future Apple products

Future iPhones, iPads, or Macs are the most plausible area for sourcing changes. Possible outcomes include a different supplier, altered production timing, regional allocation, or higher component costs. None is established as certain from the letter alone.

A supplier change also would not necessarily create a visible difference. Apple normally specifies and validates display characteristics across approved suppliers, although panel performance and calibration can still vary within the company’s tolerances.

What remains unknown

  • Whether the Pentagon formally designated BOE or Tianma under Section 1260H after the letter.
  • Whether any sanctions, procurement restrictions, or import measures followed.
  • BOE’s current share of Apple’s display supply by product, region, and generation.
  • Which future Apple models, if any, were expected to use BOE panels.
  • Whether Apple changed supplier allocations in response to the letter.

What this means for Apple investors and buyers

For Apple, the issue is principally one of contingency planning and regulatory exposure, not an established interruption. BOE’s reported share was smaller than Samsung Display’s and LG Display’s in the historical estimates, and Apple has alternative suppliers. That limits the case for assuming an immediate company-wide shortage.

For customers, the letter alone is not a reason to expect an immediate iPhone price increase, a sudden display change, or a product recall. If a formal designation and implementing restrictions were later issued, the first effects would more likely appear in future sourcing decisions and manufacturing logistics than in devices already in consumers’ hands.

The defensible conclusion is that the September 2024 letter created a possible future complication for Apple’s use of BOE, but it did not itself change Apple’s display supply chain.
