Cisco CIO Fletcher Previn on Culture: “They Can Steal Your Technology, but Not Your Philosophy”

Fletcher Previn sees culture as a strategic asset—and IT as one way to turn that philosophy into better employee experience, trust and responsible innovation.

Cisco CIO Fletcher Previn’s point is that competitors can copy products and systems, but they cannot easily reproduce the beliefs and everyday behaviors that shape how a company works. In Cisco’s case, that philosophy makes IT responsible not only for secure, reliable technology, but also for employee experience, productive work and careful adoption of AI.

What Previn means by “they can steal your technology, but not your philosophy”

Previn’s line, published by CIO on February 28, 2025, draws a distinction between what a company buys or builds and how it chooses to operate. A competitor may reproduce a technical feature. It is harder to copy an organization’s habits, priorities and standards for treating employees and customers.

For Previn, culture is therefore more than internal messaging. Cisco’s newsroom described his view of culture as a competitive advantage and IT as a steward of hybrid-work culture, purpose, security and AI adoption. Make employee experience part of the design process

Previn’s roadmap gives user experience a formal place in IT leadership. CIO reported that he created a function covering design and user experience that reports directly to him, so employee feedback can inform development teams. Cisco’s internal applications and email are expected to pass through this experience-focused channel. The point is to consider how systems work for people before treating a deployment as complete.

Use IT to improve how work gets done

Previn has described IT as a service function with strategic consequences, not simply a cost center. In an October 8, 2024 Cisco blog post, he wrote: “Gone are the days when IT was seen as a cost center. Today, when done properly, IT is a servant function and a strategic business imperative.” Cisco blog, October 8, 2024

That service role is captured in the IT department’s mission statement, which Previn gave in a Heavy Strategy interview transcript hosted by Packet Pushers: “Our mission statement at Cisco in the IT department is to make it possible for everyone else at Cisco to do the best work of their lives.” Packet Pushers, Heavy Strategy interview The measure of IT’s value, on this account, is not just whether systems run; it is whether they help employees do their jobs well.

Pair innovation with resilience

Previn’s roadmap also addresses the tension between moving quickly and keeping the business dependable. The 2025 interviews covered AI, changing regulation and the need to preserve room for innovation while preparing for uncertain conditions. That makes resilience part of the strategy rather than a reason to reject new technology outright.

Why everyday IT support affects trust in bigger transformations

Previn’s approach to so-called shadow IT starts from the possibility that employees may turn to unauthorized tools when official services do not meet their needs. He argues that the gap between what people need and what their organization provides is the deeper problem. This is not an argument that every tool should be approved without review. It is an argument for making official IT useful enough to earn trust, then handling requests through a conversation about benefits and risks. Previn connects credibility on major projects to the quality of routine support: “If they can’t even fix my laptop, why would I let them take over the transformation of my line of business?”

For CIOs, the sequence matters. Reliable help with ordinary work can build confidence before a large ERP or business transformation asks employees to change established processes. Restriction alone may control a tool, but it does not fix the underlying service gap that led people to seek it out.

How AI governance fits a global operating model

In the interviews, AI regulation, data residency and privacy are treated as operating constraints across markets, not solely as European concerns. Previn said Cisco evaluates whether workloads belong on the public internet, in hyperscale cloud environments or in its own data centers. Network World reported that Cisco operated in more than 100 countries, and that it uses an “Access to Market” division to ensure products meet the certifications and regulations required in each market.

These are Previn’s account of Cisco’s process, not a complete guide to AI law or a claim that one control works everywhere. The practical lesson is that decisions about AI and data placement need to account for where a business operates, what information a workload handles and which local requirements apply. Innovation and governance are connected: choosing where a system runs is one way to decide how its risks are managed.

What other organizations can take from Previn’s approach

  • Treat employee experience as an operating requirement. Gather user input early enough to influence systems, rather than relying on training to compensate for poor design.
  • Make IT accountable for work outcomes. A service is strategic when it improves employees’ ability to do their jobs, not merely when it is delivered on time.
  • Investigate the need behind shadow IT. A request for an outside tool may reveal a useful capability missing from the official service.
  • Earn trust through basics. Dependable support for routine needs affects whether employees will trust IT with larger changes.
  • Build governance into technology choices. For AI and data, consider privacy, residency, market-specific certification and resilience alongside potential productivity gains.

The context is Cisco’s own: it was described as marking 40 years in the 2025 Cisco Live coverage, and Previn joined the company in 2021 after serving as IBM’s CIO, according to Cisco’s 2023 newsroom announcement. Those details situate his argument but do not establish that the same operating model will suit every organization.
