China’s Alibaba Joined the AI Battle—Then Built a Full-Stack Qwen Business

Alibaba did not start working on AI in January 2025. Qwen2.5-Max was an escalation that became a broader strategy spanning open models, cloud APIs, multimodal systems and major infrastructure investment.

Alibaba’s January 29, 2025 launch of Qwen2.5-Max was a major escalation in China’s AI competition, not the company’s first work in artificial intelligence. Coming immediately after DeepSeek’s disruptive releases, Alibaba presented a flagship model, aggressive cloud pricing and a broader strategy spanning open-weight models, APIs, enterprise software and infrastructure. By August 2026, “joining” was outdated: Alibaba had become an established Chinese AI contender.

What Alibaba actually announced

Alibaba Cloud launched Qwen2.5-Max in January 2025. The company positioned it as a general-purpose model and compared its results with GPT-4o, DeepSeek-V3 and Meta’s Llama 3.1 405B. Alibaba’s announcement formed part of a wider Chinese price and performance battle rather than a first appearance by Alibaba in AI; the company already had the Qwen family and cloud products. Its earlier cloud materials described Qwen2.5 models ranging from 7 billion to 72 billion parameters and availability through Model Studio (Alibaba Cloud announcement).

The timing mattered. DeepSeek’s low-cost V3 and R1 releases challenged assumptions about the compute and spending needed to produce competitive models. The market conversation shifted toward efficiency, open weights, inference prices and access to usable computing capacity—not only chatbot quality.

What Alibaba claimed, and what the evidence means

Alibaba said Qwen2.5-Max beat GPT-4o, DeepSeek-V3 and Llama 3.1 405B on most of its selected evaluations. That is a company-reported comparison, not proof of universal superiority. Tests depend on prompts, datasets, model versions and scoring rules.

In a February 5, 2025 update, Alibaba said Qwen2.5-Max ranked seventh overall on Chatbot Arena at that time, first in mathematics and coding and second on hard prompts (Alibaba’s ranking announcement). A leaderboard position is time-sensitive: models and rankings change, and a benchmark result does not establish better factual accuracy, safety or reliability for a particular business.

How Qwen evolved after the launch

Qwen2.5-Max

This was the January 2025 flagship escalation and the model most closely associated with the “joining the battle” headline.

Qwen3

Alibaba introduced Qwen3 on April 29, 2025, with dense models from 0.6B to 32B parameters and mixture-of-experts models, including a 235B-parameter model with 22B active parameters. Those figures describe architecture, not a direct quality ranking. Qwen3 added hybrid reasoning: applications can use a thinking mode for harder problems or a non-thinking mode for speed. Alibaba distributed the family through Hugging Face, GitHub, ModelScope and Qwen Chat, and said Qwen had exceeded 300 million downloads and 100,000 derivative models—figures reported by Alibaba, not audited market share (Qwen3 release).

Multimodal, coding and later models

Qwen2.5-Omni-7B accepts text, images, audio and video and can produce text and natural speech; Alibaba listed access through Hugging Face, GitHub, Qwen Chat and ModelScope (Omni announcement). Later Qwen3-Max, Qwen3-Coder and Qwen3-VL lines targeted demanding reasoning, coding and vision-language work. Model Studio’s 2026 release notes list continuing model updates, regional launches, price changes and retirements, so “Qwen” is a family of generations and snapshots, not one fixed product (release notes).

Why DeepSeek turned this into a price war

DeepSeek made low-cost inference a strategic weapon. Contemporary reporting said Alibaba Cloud cut selected model prices by as much as 97%, and that some Qwen pricing reached roughly 1 yuan per million processed tokens during the period discussed (January 2025 report). These were limited model and pricing-period claims, not a permanent discount across Alibaba’s portfolio.

Token prices must be normalized before comparing providers. Input and output tokens can have different rates, as can context-length tiers, regions, batch requests and promotional plans. Hosted API pricing also differs fundamentally from the cost of buying GPUs to run open weights.

Alibaba’s advantage is the stack, not only the model

OpenAI’s comparison is useful at the foundation-model level, but Alibaba is pursuing a broader commercial system:

Alibaba said that by late January 2025 more than 90,000 Qwen-based derivative models had been developed globally and more than 290,000 companies and developers had accessed Qwen APIs through Bailian. Those are company-reported adoption measures, not independently audited customer or revenue figures (Alibaba corporate disclosure).

Infrastructure spending raises the stakes

Alibaba disclosed a three-year AI infrastructure program of RMB380 billion, approximately US$53 billion, in 2025. That is an announced investment plan, not proof that the entire amount has been spent or that it will produce a particular return (investment disclosure). A later Apsara 2025 announcement said Alibaba planned to invest beyond that previously announced amount (later announcement).

Models still depend on available accelerators, networking, data centers and regulatory permissions. U.S. export controls, domestic infrastructure constraints and different service rules for mainland China, Hong Kong and the United States all affect how quickly Alibaba can train and serve models. Strong benchmark results alone do not guarantee enough capacity or profitable utilization.

What businesses should evaluate before choosing Qwen

Hosted Alibaba Cloud API

  • Fastest route to production, managed scaling and current model access.
  • Recurring token bills, region-specific terms, possible vendor lock-in and data-residency questions.
  • Model Studio provides managed access and deployment documentation (deployment guide).

Self-hosted open-weight Qwen

  • More control over data, fine-tuning and private deployment, with potentially lower marginal cost at high volume.
  • You pay for accelerators, engineering, monitoring, security, inference optimization and updates.
  • Check the exact license for the exact model; Qwen models should not be assumed to share identical commercial terms.

Questions to answer

  1. Which model generation and snapshot is required for reasoning, coding, vision, audio or tool use?
  2. Where will prompts and outputs be processed and stored?
  3. What are input and output rates, context limits, quotas, batch discounts and rate limits?
  4. Is a fixed model version available, or can a “latest” alias change behavior?
  5. Does the organization have the compliance, safety-testing and reliability controls required for deployment?
  6. How difficult would migration be if prices, regions or model availability changed?

What pricing looked like in August 2026

Alibaba Cloud’s official page listed separate input and output prices by model, context tier and deployment scope, including mainland China, Hong Kong/global and the United States. On August 16, 2026, one listed Qwen3-Max global tier showed $0.359 input and $1.434 output per million tokens, while a Qwen3.7-Max U.S. list price showed $2.50 input and $7.50 output per million tokens; the page also displayed limited-time discounts (Model Studio pricing). These are dated snapshots, not evergreen quotations. Dedicated deployment billing is a separate hourly or monthly infrastructure cost (billing documentation).

What Alibaba must prove next

The strategic test is conversion: can Qwen’s downloads, derivative models and low prices become durable cloud consumption, enterprise workloads, consumer engagement and developer dependence? Alibaba’s integrated stack gives it more ways to monetize than a standalone chatbot provider, but it also exposes the company to infrastructure spending, policy constraints and intense price pressure.
