What does the Canada–South Korea auto manufacturing agreement commit to?
On January 29, 2026, Canada’s Industry Minister Mélanie Joly and South Korea’s Minister of Trade, Industry and Resources Jung-Kwan Kim signed a memorandum of understanding (MOU) on industrial collaboration for future mobility. The countries said they intend to establish a bilateral forum and cooperate on advancing a Korean automotive industrial footprint in Canada and domestic electric-vehicle manufacturing opportunities. The MOU sits within the Canada–Korea Comprehensive Strategic Partnership and is presented as a way to strengthen supply-chain resilience. Innovation, Science and Economic Development Canada’s January 29 announcement sets out that scope.
The wording matters: an intention to cooperate is not a project-specific investment commitment. The contemporaneous Canadian Press report described the goal as bringing Korean auto manufacturing to Canada, but the announcement did not identify a manufacturer committing to a Canadian vehicle assembly plant, a site, a vehicle model, a new assembly investment amount, a start date or a production target.
Will South Korean automakers build cars in Canada?
The MOU alone does not establish that they will. It signals that the two governments want to pursue cooperation, but the reviewed announcements do not name a Canadian assembly project or confirm that one is proceeding. A future company announcement could change that picture; until then, readers should distinguish the stated policy objective from a confirmed factory plan.

That distinction is especially important when evaluating headlines or estimates. The government-reported industry figures below describe existing economic activity; they do not forecast the scale or likelihood of a new Korean assembly operation.
What South Korean companies already contribute in Canada
South Korean firms are already part of Canada’s battery ecosystem. In its January release, the federal government named LG Energy Solution, POSCO Future M, EcoPro BM and Volta Energy Solutions as Korean companies with billions of dollars in committed investment in Canada’s emerging battery ecosystem since 2020. The same release reported around 250 companies in Canada’s battery ecosystem, without assigning that count a separate reference year.

Battery materials, cells and related supply-chain activity are not the same thing as assembling finished vehicles. The named companies and battery investments provide context for industrial ties, not proof of an automaker’s new Canadian vehicle plant.
Why both countries are pursuing automotive cooperation
Canada’s January 2026 announcement described a substantial existing relationship. The figures below were reported by Innovation, Science and Economic Development Canada using 2024 data unless otherwise noted; they are government-reported statistics, not independent estimates in this article.

These figures show why the governments have economic and supply-chain reasons to pursue closer ties. They do not specify what a future plant would cost, where it would be located, how many jobs it might create or whether it will be built.
In the January 29 release, Industry Minister and Minister responsible for Canada Economic Development for Quebec Regions Mélanie Joly said: “This new memorandum of understanding with Korea strengthens that legacy and positions Canada to lead in the next generation of automotive excellence.”

In the same release, International Trade Minister Maninder Sidhu said: “Our automotive industry contributes $16.8 billion to Canada’s GDP and supports more than 550,000 jobs, and deeper industrial collaboration will help keep the sector competitive as advancements in electric vehicle and battery technologies continue to accelerate.” That is Sidhu’s rounded jobs formulation; the release separately gives the 2024 breakdown of more than 125,000 direct and approximately 427,000 indirectly supported jobs.

Canada announced a broader auto strategy in February 2026. It includes up to $3 billion from the Strategic Response Fund and up to $100 million from the Regional Tariff Response Initiative to support sector investment and adaptation, including assembly and parts production. The package also sets out tax measures, EV affordability support, charging infrastructure investment, trade measures, and worker training and transition support. These are sector-wide policy measures; the cited strategy does not say a specified amount has been awarded to a South Korean automaker under the January MOU. The strategy announcement also described a five-year EV Affordability Program with incentives of up to $5,000 for battery-electric and fuel-cell vehicles and up to $2,500 for plug-in hybrids, subject to eligibility terms. It described a $1.5 billion Canada Infrastructure Bank envelope for charging networks. Those are announced policy details, not evidence of a Korean manufacturing subsidy; consumers should check current program availability and rules before relying on an incentive. The federal announcement provides the program context.
Prime Minister Mark Carney said in the February 5, 2026 strategy announcement: “We are making strategic decisions and generational investments to build a strong Canadian auto sector, where Canadian workers build the cars of the future.” The quote describes the government’s broader strategy, not a project-specific promise to a South Korean automaker.
What happened after the January announcement?
South Korea’s Ministry of Trade, Industry and Resources reported that Jung-Kwan Kim visited Ottawa on May 5–6, 2026, for discussions on expanded industrial cooperation, hydrogen, critical minerals, support for Korean companies investing in Canada and South Korea’s submarine bid. The ministry also noted cooperation MOUs between Korean and Canadian companies in the submarine-bid context. Its account did not announce a Canadian assembly plant for a Korean automaker or identify a vehicle-manufacturing project. The ministry’s May update documents those discussions.
What would confirm a Canadian factory project?
A concrete announcement should identify the company and distinguish a proposal from a final investment decision. Readers assessing a future claim can look for:

- A named automaker and a clear statement of whether it has committed, is studying the idea or is negotiating.
- A Canadian site, proposed vehicle model, production start date and output target.
- The amount and status of the investment, including whether public funding has actually been awarded.
- Supplier commitments, technology plans, and credible employment estimates.
- Whether production is intended for Canadian customers, exports or both.
No specific competing Korean manufacturing proposals are identified in the cited announcements. Without project-level details, estimates of investment, production or jobs would be speculative.
