India’s UPI is not confirmed as available for payments in Russia yet. An October 2, 2026 report says the BRICS Payment Task Force is working on a proposed India–Russia link between UPI and Russia’s Faster Payments System (FPS), with a first pilot intended for travelers. The official BRICS declaration confirms broader work on cross-border payment interoperability, but does not announce a live service or a fixed launch date.
Can Indians use UPI in Russia now?
The sources available do not establish that Indian visitors can currently pay Russian merchants with UPI. The reported UPI–FPS connection is a proposed consumer-to-business pilot, not a confirmed public payment option. No participating banks, accepting merchants, enrollment process, fees, transaction limits, settlement currencies, or refund and dispute arrangements have been announced in the cited materials.
Accordingly, travelers should not assume that a UPI app will work at Russian shops. The October 2026 report describes the intended use case, not a service that visitors can sign up for or rely on today.
What does the proposed UPI–FPS pilot cover?
ANI, in a report republished by The Tribune on October 2, 2026, quotes BRICS International Forum chairman Dr Pawan Josh describing a two-way traveler payment proposal:

The report says work on a business-to-business layer for exporters is also under way. It does not provide technical specifications or confirm that this exporter service is operating. Josh also said discussions on the digital rupee and digital ruble continue; that does not establish that either central bank digital currency will be used in the proposed traveler pilot.
What has BRICS officially confirmed?
The New Delhi Declaration acknowledges the BRICS Payment Task Force’s work exploring practical cross-border payment mechanisms, interoperability between cross-border payment and messaging channels, and trade settlement and investment in local currencies. It encourages continued discussion toward practical payment solutions.

The declaration describes the aspiration for such solutions as “fast, low-cost, more accessible, efficient, transparent, and safe.” This is a stated goal, not a measured result or a guarantee about the UPI–Russia proposal. The declaration does not name a UPI–FPS launch, participating institutions, or a service available to consumers.
When might the link launch?
Josh told ANI that implementation around 2030 is a plan aligned with participating countries. That timing is an attributed plan in a news report, not a fixed launch date established by the official declaration. The sources do not show that governments or central banks have formally adopted a binding timetable, or that a public pilot has begun.

Has India and Russia tested a QR payment connection before?
The BRICS Pay Annual Report 2023/24 says India and Russia conducted a technical assessment for a bilateral pilot, resulting in a mobile payment gateway using QR payments and supporting the UPI format. The report discusses pilot testing and further feasibility work as prospective steps. It is historical evidence of technical assessment, not confirmation of current public availability or proof that the reported 2026 proposal has launched.
The same annual report says a BRICS Pay task force was established under India’s 2021 chairmanship to develop a common payment service. That background should not be read as evidence that a fully launched common BRICS payment system is available.

Is this intended to replace SWIFT or the dollar?
Josh characterized the initiative as facilitating cross-border transactions rather than replacing existing global systems. As quoted by ANI, he said: “We are not talking about de-dollarisation… SWIFT connects 11,000 institutions across 200 countries. That’s the backbone; the world depends on that.” The institutional figure is Josh’s reported statement and is not independently verified here. The broader declaration discusses local-currency settlement, but does not claim that the proposed UPI–FPS link replaces SWIFT or ends dollar use.

Until a public launch is confirmed, the practical details that determine whether the route is useful remain unsettled in the cited sources:

- Which currencies will be used for pricing and settlement, and how any exchange rate will be applied.
- What fees, transaction limits, processing times, refund procedures, and dispute protections will apply.
- Where and when a public pilot will be available, and whether the reported target near 2030 changes.
Those details would need confirmation from relevant operators and authorities, including NPCI, the Reserve Bank of India, the Bank of Russia, Russia’s FPS operator, or the BRICS task force. Until then, the link should be treated as a reported plan rather than a payment method to rely on.
