The contract covered design, development, delivery, training and sustainment, with priced production options that could have raised its total potential value above $100 million if exercised. That potential ceiling was not the same as money initially awarded.
What Boeing actually won
The announcement, made in Orlando, Florida, concerned a specific LOS-S targeting system—not an Air Force-wide C4ISR architecture or enterprise network. Boeing Defense, Space & Security received the award from the U.S. Air Force, with Boeing subsidiary Argon ST identified in the contemporaneous material.

What LOS-S was designed to do
LOS-S was described as a lightweight, compact, handheld laser-targeting device. Its purpose was to combine several tasks that battlefield airmen need when supporting Close Air Support:

- Target detection: finding potential targets.
- Target recognition: helping identify what has been observed.
- Laser designation: marking a target for aircraft or other fires.
- Friendly-fire avoidance: supporting identification of friendly forces and reducing the risk of engaging them.
These functions made LOS-S a human-operated targeting and situational-awareness tool. It was not described as an autonomous weapon, a precision munition, an aircraft or a complete command-and-control network. The Argon ST release characterizes it as a handheld laser-targeting system: Argon ST’s contemporaneous release.
How C4ISR fits the description
C4ISR is shorthand for command, control, communications, computers, intelligence, surveillance and reconnaissance. Boeing used “Integrated C4ISR Targeting Solution” to frame LOS-S as a device that brought sensing, recognition and targeting-related functions together for actionable battlefield information.

In this context, “integrated” is best understood functionally: detection, recognition, laser designation and friendly-force avoidance were combined in one portable unit. The public announcement does not specify the sensors, communications interfaces, software architecture, geolocation method, laser class or interoperability standards.
Why the system mattered to Close Air Support
Battlefield airmen supporting Close Air Support must locate and identify targets, pass usable information to aircraft or other forces, designate targets when required and maintain strict control over the risk to friendly troops. A single portable device could reduce the need to carry and coordinate several separate pieces of equipment.

That design also involved trade-offs. Multifunction equipment can simplify a loadout, but it can increase training, software and maintenance demands and make the loss of one device more consequential. Compactness can improve mobility while potentially constraining battery endurance, optical performance, display size, thermal management or ruggedness. The 2013 releases provide no measured specifications or field-test results for those factors.
Integrating detection and designation might shorten the path from observation to actionable information, but it could not replace positive identification, rules-of-engagement compliance, communications discipline or human judgment. “Friendly-fire avoidance” should therefore be read as a supporting capability, not a guarantee against fratricide.

Contract scope and the meaning of “more than $100 million”
The $3 million figure was the announced initial award. It funded the development and support work listed in the releases. Boeing also announced priced options for production systems, creating a potential total above $100 million if every option were exercised.
That wording matters in defense procurement: an option ceiling is conditional authority, not confirmed revenue. The public announcement does not establish how many systems were ordered, whether all options were exercised or what the final program value became.

Relationship to the Battlefield Air Operations Kit
LOS-S supported the Air Force’s Battlefield Air Operations Kit program, which Boeing described as an effort to upgrade the equipment suite available to battlefield airmen. The announcement establishes the relationship between the device and the broader kit effort, but it does not provide the kit’s complete equipment list, procurement schedule, unit price or total budget.
Boeing and Argon ST
The 2013 announcement identified Argon ST as a Boeing subsidiary and associated its general manager, Mike Hettmann, with Boeing’s Tactical Intelligence, Surveillance & Reconnaissance organization. Argon ST’s release described LOS-S as an evolution of an earlier acquisition. Those statements describe the corporate and program context at the time; they do not establish that the structure or product status remained unchanged in 2026.
What the 2013 announcement does not prove
- It does not show that all production options were exercised.
- It does not establish the final number of delivered systems or the final contract value.
- It does not document operational deployment at scale, battlefield effectiveness or quantified accuracy.
- It does not provide verified weight, dimensions, range, battery life, laser wavelength, precision or communications architecture.
- It does not establish whether LOS-S was later upgraded, replaced, cancelled or remains in sustainment.
Historical significance
The award illustrates an early-2010s Air Force effort to give battlefield airmen more portable and integrated targeting tools. Its significance lies in the combination of capabilities in a handheld system and in the procurement model: a relatively small development award linked to conditional production options. Any assessment of the program’s ultimate success or current status requires later documentation than Boeing’s February 2013 announcement.
