What BitTitan and 21Vianet announced in 2015
BitTitan said 21Vianet would offer MigrationWiz as part of its cloud computing services. The cloud-based tool was intended to help resellers move customer mailboxes and other data to Office 365 while reducing migration complexity for the reseller channel. BitTitan’s April 29, 2015 announcement described the arrangement as a reseller partnership, not a consumer-facing promotion.
BitTitan CEO Geeman Yip called the deal “a major stepping stone” toward serving resellers and companies in the Chinese market with migration and automation services. That statement described the company’s goal at the time, rather than a measure of the partnership’s later results.
How the partnership expanded
Microsoft reported on May 21, 2019, that BitTitan had broadened its partnership with Shanghai Blue Cloud Technologies, referred to as 21Vianet Blue Cloud. Under the expanded arrangement, the MigrationWiz User Migration Bundle became available in the Chinese cloud-services market. Microsoft’s account of the 2019 expansion is a later milestone, not evidence of current availability.

Why 21Vianet’s role matters
The deal concerned cloud services operated locally for the China market. Microsoft announced that Azure operated by 21Vianet reached general availability in China in 2014. Its announcement reported more than 3,000 customers at that time; that is a historical figure, not a current customer count. Microsoft’s 2014 announcement provides that launch context.
Microsoft later emphasized that this operating model was distinct from its global cloud. In a March 3, 2022 account, Microsoft said, “Azure regions operated by 21Vianet in China are physically separated instances from Microsoft’s global cloud.” The same account dates the launches of Azure operated by 21Vianet to March 2014, Office 365 operated by 21Vianet to 2014, Dynamics 365 to 2019, and Power Platform to 2020. These are historical launch dates, not a current inventory of features or services. Microsoft Azure’s 2022 account describes the separation and timeline.

What the historical growth claims do—and don’t—show
Microsoft’s Azure blog described Azure and Office 365 operated by 21Vianet as having “three-digit growth” for nearly four consecutive years in a 2018 post. That was a historical company statement; it does not define a growth series or establish current market performance. Microsoft’s 2018 post gives the context.
In a separate 2018 partner announcement, 21Vianet Blue Cloud said the BitTitan migration solution could save “up to 10 times” the data migration time. This is an attributed partner claim; the cited passage does not provide a methodology, so it should not be treated as an independently measured result. 21Vianet Blue Cloud’s announcement contains the claim.
What the announcements do not establish
- They do not confirm that MigrationWiz or the User Migration Bundle is currently available in China.
- They do not verify current reseller enrollment, program terms, commissions, or an affiliate relationship.
- They do not establish feature parity, pricing, latency, or compliance guarantees between China-operated services and Microsoft’s global cloud.
For a present-day purchasing or migration decision, confirm product availability and terms directly with the relevant providers. The 2015 and 2019 announcements explain the partnership’s history, not its current status.
