There is no universal winner: these products serve different workflows, and enterprise platforms can cost far more than lightweight proposal tools.
This guide focuses on software for responding to incoming RFPs—not procurement software for issuing an RFP and evaluating suppliers. Prices and packaging can change; confirm the live offer and full contract terms before buying.

These are not like-for-like offers: a per-user document plan and an enterprise response platform include different workflows, services, and limits. Treat the figures as published signals, then verify current billing terms, included usage, and regional availability directly with each vendor.
What does “RFP software” mean?
The label is used for several different products. A company responding to an incoming RFP needs tools to extract requirements, find approved answers, coordinate contributors, review content, and deliver a compliant response. A procurement team issuing an RFP needs tools to draft and distribute the request, collect supplier bids, score them, and award work. Those are opposite sides of the process.

Category directories may include generating, distributing, receiving, and evaluating proposals under the same RFP-software label, which makes a scope check essential. See Capterra’s RFP software category. This comparison is for supplier-side response work. Some products also create ordinary sales proposals or support procurement workflows, but that does not make their capabilities interchangeable.
What a complete response workflow should cover
A system that generates fluent text is not necessarily an RFP-management platform. Evaluate the full chain, from deciding whether to bid through maintaining the answer after submission:
- Intake and qualification: capture the deadline, mandatory criteria, attachments, and bid/no-bid decision.
- Requirement handling: extract questions and obligations, build a compliance matrix, and identify required forms and deliverables.
- Ownership: assign questions to subject-matter experts (SMEs), set deadlines, and track reminders.
- Answer reuse: search approved content, see its owner and version, and identify expired or weak answers.
- AI drafting: generate a proposed response from internal material, show its sources, and flag uncertainty rather than disguising missing evidence.
- Review and control: comment, approve, manage versions, restrict sensitive projects, and retain an audit trail.
- Delivery: export into the customer’s Word, Excel, PowerPoint, or other required format without breaking tables or templates.
- Learning: record outcomes and use approved changes to keep the content library current.

Best RFP software by use case
Loopio: best fit for a governed answer library
Loopio is built around recurring RFP, RFI, security-questionnaire, and due-diligence responses. It is most relevant when a team already has a meaningful body of approved content and needs people to find, maintain, review, and reuse it. In a demo, test content search, answer ownership, expiry controls, confidential projects, multi-step approvals, translations, and Word or Excel export. Ask how its integrations—including Salesforce and Highspot—are packaged and what they cost.

Foundations starts at $20,000 per year and includes 10 seats, unlimited projects, unlimited library entries, generative AI, 10 customizable themes, and standard support, according to Loopio’s pricing page. Enhanced and Enterprise pricing is custom; translations, onboarding, and integrations may be add-ons. The starting price is a poor fit for many small teams, and a library-centered system takes ongoing ownership and maintenance. Ask the vendor to import a messy real questionnaire and show how it distinguishes a current approved answer from outdated or weak content.

Responsive, formerly RFPIO: best fit for complex response operations
Responsive targets organizations with many contributors, demanding approval paths, integrations, and high response volume. Its offer includes response-management workflows, a content library, AI-assisted drafting, collaboration, and reporting. Test question extraction, source references, confidence signals, Word and Excel workflows, and the fit with your Microsoft 365 or Google Workspace environment.
Responsive advertises Lite plans starting below $10,000 annually, with unlimited projects and sharing and direct export into branded Word and Excel templates. Those are vendor-published plan claims; confirm the exact inclusions and limits at Responsive’s small-business page. “Unlimited” collaboration does not establish unlimited AI usage, storage, automation, or advanced administration. Enterprise pricing is sales-led, and implementation or integrations can add materially to the cost.
A 2025 G2 Enterprise Proposal Grid reported satisfaction signals for Responsive. That is historical customer-review evidence, not a current 2026 score or proof of fit for your workflow; see the Winter 2025 report. RFPIO is the legacy name; Responsive is the current product name used here.

Microsoft dependence may make it a poor fit for a Google Workspace-first organization, while teams that only need to answer questionnaires may find the broader pursuit workflow unnecessary.

Upland Qvidian: consider for large, established enterprise programs
Upland Qvidian is an enterprise proposal and RFP-response platform to consider when scale, governance, or existing investment in Upland products matters. Its price is quote-based; public third-party comparisons may report contract signals, but those are not official list prices. Start with Upland Qvidian’s product page and request a line-item quote covering implementation, migration, integrations, support, and renewal terms. It is less attractive when a team needs quick self-service adoption or published pricing.
PandaDoc: best fit for proposals, quotes, and signatures
PandaDoc focuses on document automation, customer-facing proposals, pricing tables, contracts, tracking, approvals, and e-signature. It can suit a sales team with modest RFP complexity, but it is not a direct replacement for a governed response platform when hundreds of questionnaire answers, SME assignments, compliance matrices, or evidence control are central.
The cited pricing page lists Launch at $9 per month, unlimited seats and 60 documents per year, then an additional per-document charge; Starter at $19 per seat per month; Business at $49 per seat per month; and custom pricing for Enterprise or certain advanced capabilities. Billing terms and feature availability should be checked on the live offer at PandaDoc pricing. PandaDoc promotes a 14-day free trial with no credit card required on its pricing-table feature page; verify trial terms before signing up.
Proposify: best fit for branded proposal creation
Proposify emphasizes polished branded documents, templates, reusable snippets, interactive pricing, client engagement analytics, integrations, and e-signature. It is a lower-complexity option for agencies, consultants, and sales teams sending a manageable number of proposals. It is a weaker fit when source citations, long structured questionnaires, compliance tracking, SME ownership, or audit trails are the main requirement.
Published pricing lists Basic at $19 per user per month billed annually or $29 monthly; Team at $41 per user per month annually or $49 billed quarterly; and Business starting at $3,900 per year. The page also advertises a 14-day trial without a credit card. Sending limits vary by plan even though drafting and collaboration are unlimited; check the current details on Proposify’s pricing page.

AI-native RFP tools: shortlist by evidence, not fluency
Products such as AutoRFP.ai, Conveyor, Inventive AI, Arphie, RFP.ai, DeepRFP, Bidara, Tribble, AutogenAI, and SteerLab focus on extracting questions, searching internal material, and drafting responses. They may be quicker to trial or more transparent about price than established enterprise suites, but a shorter public track record and unclear controls can matter in regulated or high-risk work.

Software prices follow three broad patterns: self-serve published plans, a starting price with higher tiers quoted, and fully quote-based enterprise contracts. AI-native tools may also charge by document, page, response, token, or generated answer. A published monthly subscription can therefore be easier to test without being cheaper at your actual volume.
Do not compare a $19-per-user proposal plan directly with a $20,000-per-year response platform as if they buy the same thing. Estimate the cost of your workflow: annual RFP volume, contributors and reviewers, library size, required integrations, source citations, and the labor of implementation and content upkeep. Ask for costs beyond the license:
- Named, occasional, reviewer, and read-only seats; business-unit or workspace fees
- AI, document, page, response, storage, and export limits, plus overages
- Content migration, library cleanup, onboarding, training, and implementation services
- Integrations, API access, SSO, advanced security, translation, and premium support
- Minimum term, annual escalators, retention, sandbox access, and data export if you cancel
Third-party 2026 pricing roundups can help identify which vendors publish prices, but their contract estimates are not official list prices. Label them as reported or directional and verify directly. How to run a meaningful demo or trial
Use your own files, including awkward ones. A polished demo on a clean sample can conceal the format and governance problems that determine whether the product will work in practice.
Prepare a test pack
- A recent RFP, a security questionnaire, and a spreadsheet with repeated questions
- A small set of approved answers plus several intentionally outdated answers
- A confidential or sensitive sample, if your policies permit its use in a vendor environment
- Your client-branded Word or Excel output template
- Your integration, access-control, retention, and security requirements
Ask the vendor to complete the workflow
- Upload the actual RFP and show what file formats are accepted.
- Extract questions and requirements; create or export a compliance matrix.
- Identify mandatory attachments, forms, and deadlines.
- Search the answer library and show how approved, old, or weak content is labeled.
- Generate a draft from approved material and show source passages or citations.
- Flag unsupported or low-confidence answers instead of filling gaps with plausible prose.
- Assign questions to SMEs, set deadlines and reminders, then run review and approval.
- Check for inconsistent answers across the response.
- Export into the original customer template and inspect complex tables and spreadsheet fields.
- Show how an approved change updates the library, then inspect permissions and audit logs.
- Explain retention, deletion, and whether uploaded content can be used to train shared models.
- Provide an itemized quote including implementation and recurring fees.
Leave with a sample response, a list of unsupported answers, an implementation timeline, a line-item commercial proposal, included and excluded features, and a clear account of what the AI did—and did not—automate. Watch for preformatted demo files, citations that cannot be reviewed, AI features that require a library you do not have, broken exports, hidden usage limits, production features missing from the trial, or a proposal tool being presented as a long-questionnaire response system.
How to choose a shortlist
- Only a few proposals each year, and signatures are the main need? Start with PandaDoc or Proposify; a full enterprise platform may cost more than the labor it saves.
- Does your team already maintain many approved answers? Evaluate Loopio and Responsive for governance, search, and reuse.
- Do you have many contributors, complex approvals, or high response volume? Put Responsive and Loopio on the shortlist, then compare Qvidian if your enterprise requirements or existing Upland environment justify it.
- Do you work primarily in Microsoft 365 and produce pitches, proposals, or value cases? Evaluate QorusDocs and confirm which hub matches the workflow.
- Are you experimenting with AI before committing to a full platform? Trial a transparent AI-native option on real documents, with human review and a security assessment.
- Are security questionnaires or regulated bids central? Prioritize source traceability, controlled answers, evidence expiry, access controls, auditability, and contract terms over attractive templates.
- Are exports, CRM/CLM connections, or regional handling requirements critical? Make these pass/fail demo tests, not post-purchase assumptions.
Government bids may require exact forms, certifications, page limits, socioeconomic documentation, and strict templates. Legal pitches may contain conflicts-sensitive matter information; AEC bids may depend on resumes, project sheets, graphics, and complex Word or PowerPoint output. International teams should verify translation workflow, language coverage, regional hosting, and applicable privacy terms. Low-volume teams can often begin with a carefully managed content library and a document tool; at high volume, workflow, analytics, permissions, and content maintenance become more valuable.
What reviews can and cannot tell you
Customer reviews help reveal recurring usability issues, strengths, and support concerns, but a star score does not establish suitability for your file formats, approval process, or risk profile. When comparing review evidence, record the platform, publication or retrieval date, review count, and whether the measure reflects satisfaction, ease of use, or market presence.
