“Up to” describes a ceiling or potential maximum, not a guaranteed payment. The retrieved sources do not establish how much has been obligated, ordered, invoiced, or ultimately spent. They also do not establish the timing of funding or whether the full five-year ceiling will be used.

What services are expressly described

  • Commercial cloud access: Navy users can obtain services from AWS’s commercial cloud environment under the agreement.
  • AWS Professional Services: AWS consulting and implementation support is mentioned in the coverage.

Is this the same as the $9 billion JWCC contract?

No conclusion that the Navy BPA is a JWCC order is supported by the available evidence. AWS separately won a portion of the Department of Defense’s Joint Warfighting Cloud Capability (JWCC) contract alongside Microsoft Azure, Google Cloud Platform, and Oracle. The 2022 report discussing the Navy BPA speculated about a possible relationship but did not establish one.

A later Navy announcement in 2026 described separate JWCC task orders to AWS, Microsoft, Google, and Oracle. That announcement concerns the JWCC contract vehicle, not proof that the $723.9 million Navy BPA belongs to it.

What remains unknown

  • the primary contract or BPA identification number;
  • exact ordering, option, and renewal terms;
  • funding obligated at award and subsequent obligations;
  • actual task-order spending or total expenditures;
  • the complete statement of work and participating Navy organizations; and
  • any formal connection to JWCC.

  2. Separate availability from usage: the BPA makes AWS offerings available; it does not show that the Navy has consumed the entire ceiling.
