No—not all low-cost internet is about to disappear. The Affordable Connectivity Program (ACP), the broad federal discount many households relied on, ended on June 1, 2024. Lifeline still offers a smaller subsidy, and internet providers continue to run their own discount plans. The Federal Communications Commission (FCC) has proposed changes to Lifeline, but those proposals are not final rules or a termination order.
What changed—and what has not
The headline’s “soon” is out of date if it refers to the ACP. Congress did not provide additional funding, and the program ended on June 1, 2024. There is no automatic ACP renewal or scheduled 2026 expiration. The Congressional Research Service summarizes the end of the program and its former benefits at Congress.gov.
| Program or option | Status | What it can provide |
|---|---|---|
| Affordable Connectivity Program (ACP) | Ended June 1, 2024 | Previously offered up to $30 per month, or up to $75 on qualifying Tribal lands. It is no longer an available benefit. |
| Lifeline | Active; under FCC review | Up to $9.25 per month for qualifying broadband or bundled service, or up to $34.25 on qualifying Tribal lands. |
| Provider affordability plans | Offered by individual internet companies | Discounted plans with provider-specific eligibility, prices, speeds and coverage. |
| State, local and mobile options | Varies by location and provider | Some areas offer local assistance, while Lifeline providers may offer discounted mobile service. Mobile data is not necessarily a replacement for home broadband. |
These options are not interchangeable. ACP was a larger federal bill credit; Lifeline is a smaller subsidy available through participating providers; company discount plans have their own terms. Neither eligibility for a program nor a low advertised price guarantees service at a particular address.
What the FCC is considering for Lifeline
In February 2026, the FCC issued a Notice of Proposed Rulemaking on Lifeline. It examines eligibility verification, duplicate enrollment, program integrity and other administrative requirements. A notice proposing rule changes starts a process; it does not itself change current eligibility, end the benefit or establish a final cutoff date. The FCC’s proposal is available at FCC.gov.

Critics warn that stricter verification or narrower eligibility could make the benefit harder for some eligible people to keep or obtain. That is a concern about possible changes, not proof that those changes have taken effect.
Standards and voice-only support are not ending immediately
Separately, on July 1, 2026, the FCC’s Wireline Competition Bureau paused planned changes to Lifeline minimum-service standards and the phase-out of voice-only support until December 1, 2027. Under the applicable schedule, the pause delays those changes through November 30, 2027, with the relevant support continuing through December 1, 2027. USAC describes the current standards and schedule at USAC. This pause does not resolve the separate proposed reforms; no final Lifeline termination date is established in the information available here.

Who may qualify for Lifeline
A household may qualify through either an income test or participation in a qualifying assistance program. USAC lists the current income limit as at or below 135% of the 2026 Federal Poverty Guidelines. The dollar ceiling varies with household size, so use the current eligibility information rather than an older threshold.
- Qualifying programs include SNAP, Medicaid, Supplemental Security Income (SSI), Federal Public Housing Assistance, Veterans and Survivors Pension Benefit, and certain Tribal assistance programs.
- Only one Lifeline benefit is allowed per household. Sharing an address does not always mean people count as one household; follow the program’s household rules when applying.
- The enhanced benefit applies only under Lifeline’s qualifying Tribal-land rules. Living in a rural area or near Tribal territory is not by itself enough.
Check program details at USAC’s Lifeline eligibility page or begin with LifelineSupport.org. Qualifying does not guarantee that a provider serving your address accepts Lifeline.

How much Lifeline covers—and what service means
| Eligible service | Standard support | Qualifying Tribal-land support |
|---|---|---|
| Broadband or qualifying bundled service | Up to $9.25 per month | Up to $34.25 per month |
| Voice-only service | Up to $5.25 per month | Program rules may vary |
These are maximum monthly subsidies, not a promise of free home internet. The customer may owe the difference between the provider’s price and the benefit. The current amounts and program information are listed in the Lifeline FAQs.
USAC’s current reimbursement standards list fixed broadband at 25 Mbps download and 3 Mbps upload, with a 1,280 GB usage allowance. For mobile broadband, the standard is 3G or better with a 4.5 GB usage allowance. These are program standards for qualifying service, not a guarantee of identical real-world speeds, equipment, coverage or network performance. A discounted mobile plan can also have limits on data, hotspot use or coverage that make it unsuitable for a household that depends on home broadband for school, work or telehealth.

Provider discount plans that may be available
Private plans can help fill part of the gap left by ACP, but coverage and eligibility are local. Prices below are the figures stated in the supplied provider information; confirm current terms, plan details and address availability directly before enrolling.
| Option | Published price or benefit | Important limits |
|---|---|---|
| Xfinity Internet Essentials | $14.95 per month, advertised up to 75 Mbps; Internet Essentials Plus is $29.95 per month, advertised up to 100 Mbps. | Eligibility may be based on qualifying assistance or income at or below 200% of the federal poverty level. Not available everywhere. Xfinity says it does not participate in Lifeline, so do not assume its bill can receive the Lifeline discount. Check restrictions, including those related to an outstanding Comcast balance. Details: Xfinity Internet Essentials. |
| AT&T Access | No single nationwide price or speed is stated; enter an address to see available service and terms. | Eligibility may include qualifying government assistance or household income below 200% of the federal poverty guideline. Coverage and plan depend on the address. Details: AT&T Access. |
| Spectrum Internet Assist | Spectrum advertises a $20 monthly reduction on the relevant plan. A described bundle example shows $30 per month for Internet Advantage after the discount; Advanced WiFi may add $10 per month unless included through a qualifying bundle. | Eligibility is tied to specified programs, including the National School Lunch Program, Community Eligibility Provision and SSI. The example price depends on the plan and bundle; check actual terms and availability. Details: Spectrum Internet Assist and Spectrum program information. |
Provider eligibility can use a different income threshold from Lifeline: for example, a plan with a 200%-of-poverty test is not the same as Lifeline’s 135% test. A company plan may cost more or less than the household’s Lifeline-supported option, and a federal subsidy is not automatically stackable with every provider discount. Compare plans available at your address rather than treating any one company’s offer as a national replacement.

Steps to find help without risking a service gap
- Check Lifeline eligibility through an official channel. Start at LifelineSupport.org or review USAC’s eligibility rules. Avoid unverified sites promising “free government internet.”
- Confirm provider participation and coverage. Ask whether your current or prospective provider accepts Lifeline and serves your address. Approval for the benefit does not automatically lower every internet bill.
- Check private plans separately. Ask about the provider’s income or program criteria, service footprint, debt restrictions and whether the plan can be combined with Lifeline.
- Compare the full monthly cost. Include equipment rental, Wi-Fi, installation, taxes, data-overage charges, bundle requirements and any promotional price expiration. Ask whether there is a contract or credit check.
- Keep the current connection until the replacement works. Do not cancel existing service until the new plan is approved, scheduled and activated.
- Keep documents and meet verification deadlines. Save application confirmations and eligibility records. Lifeline generally checks eligibility annually, with exceptions involving state administration; follow any recertification notice promptly. See the Lifeline FAQs.
What households should take from the warning
The major federal broadband discount is already gone, not about to expire. Lifeline remains a smaller federal option while the FCC considers reforms, and the July 2026 pause delays certain service-standard changes into late 2027. Low-cost service still exists through Lifeline and provider programs, but a household’s actual options depend on its eligibility, address, provider participation and total bill.
