Apple did not abolish its EU Core Technology Fee on May 2, 2024. It added exemptions and a temporary on-ramp for developers using the European Union’s alternative business terms, including alternative marketplaces and website distribution. The changes were intended to protect free, small, and unexpectedly viral apps from bills they could not realistically pay.
The original announcement concerned apps distributed outside Apple’s App Store within the EU—not a separate “EU App Store.” Apple’s later documentation describes a broader transition from the Core Technology Fee (CTF) to a Core Technology Commission (CTC), so the 2024 rules should be read as a historical stage in an evolving EU fee system.

What Apple changed on May 2, 2024
Under Apple’s initial EU alternative business terms, a developer could owe €0.50 for each first annual install above one million. That liability could arise even when installation happened through an authorized alternative marketplace or directly from a developer’s website rather than through Apple’s App Store. Apple’s revised terms added four important protections:
- No EU revenue: Developers whose apps generated no revenue from EU users under Apple’s definitions were exempt from the CTF.
- Three-year small-developer on-ramp: Developers with less than €10 million in global annual business revenue received three years without the CTF, even if an app passed one million first annual installs.
- Growth transition: If global annual business revenue rose into the €10 million–€50 million range during that on-ramp, CTF liability could begin after the one-million-install threshold, with a stated €1 million annual cap during the applicable transition.
- iPadOS expansion: Apple extended the EU alternative-distribution framework to iPadOS after iPadOS became subject to the Digital Markets Act’s gatekeeper rules.
Apple’s Core Technology Fee documentation also lists separate waivers for approved nonprofit organizations, government entities, and educational institutions.

How the original Core Technology Fee worked
The rate and threshold
The original CTF was €0.50 per first annual install above one million for an app using the alternative EU terms. Ten million qualifying installs, for example, would mean nine million installs above the threshold and a theoretical €4.5 million charge before any exemption, cap, or other contractual treatment.
This was not a €0.50 charge on every lifetime download. Apple’s accounting concept generally centers on the first installation by an EU Apple account during a 12-month period. Reinstalls, updates, restores, TestFlight installations, and distribution across multiple authorized channels can affect the calculation. Developers should use Apple’s fee estimator and contract definitions rather than modeling exposure from a raw lifetime-download number.
Why the fee drew criticism
A free app could become popular in the EU without generating paid downloads, subscriptions, in-app purchases, or other revenue. At €0.50 per qualifying install, a viral app could theoretically create millions of euros in liability while producing little cash to pay it.

Apple says the fee compensates it for the value of its tools, technologies, and services. Developers and critics argued that charging for installations occurring outside Apple-operated storefronts could discourage the alternative distribution that the DMA was meant to encourage. The European Commission continued examining Apple’s economic and distribution conditions; criticism is not the same as a final legal finding. Who benefited from the 2024 exemptions?
A genuinely non-revenue-generating app
The clearest beneficiary was a hobby, student, or community app that generated no revenue from EU users under Apple’s terms. “Free to download” alone is not enough to establish eligibility: advertising, subscriptions sold elsewhere, sponsorships, paid web upgrades, or related commercial activity may affect the analysis. A small developer facing unexpected growth
A developer below €10 million in global annual business revenue could receive a three-year buffer after accepting the alternative terms. That reduced the risk that an unexpected popularity surge would immediately produce a CTF bill.

The buffer was temporary, not a permanent small-business exemption. Revenue, timing, distribution choice, and install counts could change the developer’s later treatment. A developer growing into the €10 million–€50 million band could face CTF exposure subject to the stated €1 million annual transition cap.
A larger free app
A large company cannot assume that a free app qualifies. Its position depends on global and EU revenue, the applicable agreement, the distribution channels used, and Apple’s accounting rules.

The CTF was attached to Apple’s alternative EU business terms, not automatically to every developer that remained on Apple’s original App Store terms. Choosing an alternative route is a business decision with operational costs as well as potential fee savings.

Apple’s EU developer guidance and Web Distribution requirements describe the controlled nature of these channels. They are not equivalent to unrestricted Android-style sideloading.
What “first annual install” means for planning
Do not budget from a single lifetime-download total or assume each marketplace receives its own one-million allowance. Apple’s rules can aggregate installations across authorized distribution mechanisms, and the relevant period is annual rather than lifetime.
- Confirm which Apple account and EU-user conditions make an installation count.
- Check whether iOS and iPadOS installations of the same app are treated as one first annual install under the applicable terms.
- Model separate scenarios for no EU revenue, revenue below €10 million globally, and growth beyond that threshold.
- Recheck Apple’s estimator and agreement whenever distribution channels or monetization change.
What changed for iPadOS
Apple announced that its EU alternative-distribution framework would extend to iPadOS, including alternative marketplaces, Web Distribution, and the alternative business terms. Contemporary coverage reported that the same app installed on both iOS and iPadOS in the relevant 12-month period would count as one first annual install rather than two. Developers should verify the treatment in the contract that applies to their enrollment and date of acceptance.

Therefore, a 2024 article saying that a qualifying developer avoided the CTF may be historically accurate without describing the complete fee regime a developer faces in 2026. The current agreement, Apple’s fee estimator, and the app’s actual sales and distribution pattern matter more than the headline announcement.
A practical decision checklist for developers
- Choose the channel: Decide whether the app will remain exclusively on the App Store, use an alternative marketplace, or use Web Distribution.
- Measure EU monetization: Determine whether the app or developer generates any revenue from EU users under Apple’s definitions.
- Check global revenue: Establish whether global annual business revenue is below €10 million, between €10 million and €50 million, or above that range.
- Forecast installs correctly: Use first annual installs, not lifetime downloads, and account for iOS and iPadOS treatment.
- Price the operating burden: Include payments, refunds, fraud, taxes, hosting, updates, analytics, customer support, notarization, and compliance.
- Review the current model: If the app sells digital goods or services, analyze the CTC rules and any 5% commission provisions as well as the historical CTF exemptions.
Apple’s Developer Program and App Store Connect are foundational tools, but neither removes the contractual fee or operational obligations of alternative distribution.
Security and support considerations
Alternative distribution changes who handles installation, updates, payments, refunds, and user support. Apple warns that apps installed outside the App Store involve different security and support conditions. That does not prove alternative distribution is inherently unsafe, but it does mean a developer should treat it as a second operational stack rather than a simple switch that avoids Apple’s economics.
