Apple warned by EU over alleged geo-blocking on the App Store and other services

The European Commission and national consumer authorities said Apple may be restricting cross-border storefront access, payment cards and app downloads. The November 2024 action was a preliminary notification—not a final violation or fine.

On November 12, 2024, the European Commission and national consumer authorities notified Apple that practices on six Apple Media Services may constitute prohibited geo-blocking. The allegations concern country-specific storefront access, payment cards and App Store downloads. This was a preliminary consumer-protection action—not a final finding, order or fine.

What the EU announced

The European Commission coordinated a Consumer Protection Cooperation (CPC) Network action involving Belgium’s Directorate General for Economic Inspection, Germany’s Bundesnetzagentur and Ireland’s Competition and Consumer Protection Commission. The network told Apple that it should address “potentially prohibited geo-blocking practices” affecting consumers in the EU/EEA.

The Commission’s announcement is available at the European Commission’s November 12, 2024 release. The authorities gave Apple one month to respond and propose commitments. The announcement itself imposed no fine and did not establish that Apple had violated the law.

Which Apple services were named?

The list above is the Commission’s stated list; it should not be expanded to every Apple product simply because the release uses the umbrella term “Apple Media Services.”

What Apple allegedly restricted

Country-specific interfaces

The CPC Network said Apple directs users to the Apple Media Services interface associated with the country registered to their Apple Account. It said consumers face significant difficulty switching to another EU/EEA country’s storefront.

For someone travelling or temporarily staying abroad, that can mean seeing only the home-country catalogue or store even when a different country’s version is relevant. The allegation concerns access to another country’s interface, not a claim that Apple completely disables every service when a user crosses a border.

Payment cards tied to the account country

Authorities also alleged that paid purchases may require a credit or debit card issued in the country linked to the Apple Account. These are separate concepts:

  • the Apple Account’s registered country;
  • the country where the user is physically travelling;
  • the country that issued the payment card; and
  • the consumer’s legal country of residence.

The notification focused on Apple’s alleged link between the account’s storefront country and the card’s issuing country. It did not order Apple to accept every card issued anywhere in the EU/EEA.

Access to another country’s App Store

The authorities said users cannot access the App Store version for another EU/EEA country and therefore may be unable to download apps offered there. The consumer-protection concern is especially relevant when people travel or temporarily stay in another country.

That does not mean every app must be offered throughout the EU/EEA. Licensing, national regulation, developer distribution decisions and other legitimate factors can still affect whether an individual app is available in a particular country. The allegation was that Apple’s storefront structure prevents access to another country’s store, not that all territorial differences are unlawful.

Why this matters to people travelling in the EU/EEA

Using an existing Apple Account abroad is different from permanently changing its country or region. A permanent change can affect subscriptions, account balances, payment details and purchased content. The CPC action focused on barriers to cross-border use, including temporary travel, rather than only on people moving their permanent residence.

The Commission’s wording refers to the EU/EEA. It does not establish that the United Kingdom is covered by this particular action, and “Europe” is therefore too broad a description.

What EU geo-blocking rules do—and do not—require

EU anti-geo-blocking rules generally seek to prevent unjustified discrimination based on nationality, residence or location when consumers access or purchase goods and services online. They do not require every digital service to provide identical prices, catalogues, subscriptions or apps in every country.

Digital content can legitimately differ because of copyright and licensing arrangements, national cultural or broadcasting rules, tax and consumer-law requirements, developer choices, or staged commercial launches. The issue identified by the authorities was narrower: whether Apple unjustifiably makes it difficult to use another EU/EEA storefront, pay with a card from another country, or access apps offered through that storefront.

What Apple was asked to do next

  1. Respond within one month. Apple was asked to address the concerns and propose commitments.
  2. Enter possible discussions. Depending on the response, the CPC Network could continue dialogue with the company.
  3. Face possible national enforcement. National authorities could consider further action if the concerns were not resolved.

This was not an Apple Digital Markets Act fine

The geo-blocking matter proceeded through the CPC consumer-protection network and concerns EU anti-geo-blocking principles. It is separate from Apple’s obligations and investigations under the Digital Markets Act, including scrutiny of App Store rules and payment practices.

The timing placed the announcement alongside other EU disputes involving Apple, but the legal regimes, authorities and potential remedies are different. A reference to the DMA does not turn this notification into a DMA penalty.

What the announcement does not mean

  • It does not prove that Apple had already broken EU law.
  • It does not mean Apple must provide identical catalogues or prices in every EU/EEA country.
  • It does not guarantee access to every app while travelling.
  • It does not require immediate, consequence-free switching of an Apple Account’s country.
  • It does not ban regional pricing.
  • It does not show that Apple accepted the allegations or admitted wrongdoing.
  • It does not announce a fine, settlement or completed remedy.

What is known about the later outcome

The verified material for this article establishes the November 12, 2024 notification and its one-month response request. It does not establish a later final decision, Apple remedy, settlement or penalty as of August 16, 2026. The 2024 notice should therefore be described as a preliminary request for commitments, not as a completed enforcement result.
