Apple said its App Store fraud-prevention systems blocked more than $1.5 billion in potentially fraudulent transactions during 2020. The figure was published on May 11, 2021, and reflects Apple’s own analysis—not an independently audited total of confirmed fraud losses or money refunded to customers.
What Apple reported for 2020
Apple’s May 11, 2021 announcement covered activity during calendar year 2020. It said a combination of payment controls, account monitoring, app screening and investigation protected customers from more than $1.5 billion in transactions Apple classified as potentially fraudulent or suspect. Apple did not say that customers had lost that amount, or that it reimbursed them that amount. Apple’s announcement also gave several operational counts:

These figures describe different screening and enforcement activities; they should not be added together or treated as counts of proven crimes. In particular, “risky or vulnerable” is broader than “fraudulent,” and a banned account is not necessarily an account shown to have successfully defrauded someone.
What the $1.5 billion does—and does not—mean
Apple’s wording was “potentially fraudulent transactions.” It did not publish a formula for the dollar estimate, the number of attempted transactions behind it, or a breakdown by type of suspected abuse. The announcement discussed stolen-card attempts, abusive accounts, and risky apps, but did not show how much of the $1.5 billion belonged to any one category.

A transaction may be flagged because it matches risk indicators, even if investigators have not proved fraud or the payment might otherwise have been declined. Nor does the figure establish that every blocked transaction would have succeeded without Apple’s intervention. The defensible reading is that Apple estimated the value of suspect transaction activity its systems prevented or intercepted—not confirmed losses avoided dollar for dollar.
- It is not a tally of money Apple recovered or refunded.
- It is not a figure for the amount users lost to App Store fraud.
- It is not an independently verified total: Apple disclosed no outside audit, confidence range, or reproducible calculation.
- It does not show the number of people protected, geographic distribution, or comparison with other app stores.
How Apple said it identified and blocked abuse
Apple described several layers of controls rather than one fraud filter. Its account of the system included:

- App Review: Human reviewers and review policies assess apps and updates for privacy, security, spam, and other rule violations.
- Automated detection: Apple said its tools use machine learning, heuristics, and accumulated App Store data to flag suspicious behavior.
- Developer screening: Apple monitors developer identities and related accounts, and said it rejected enrollments and terminated accounts over fraud concerns.
- Payment controls: Apple said it prevented stolen cards from being used for potentially fraudulent purchases and restricted repeat transactions by banned accounts.
- Payment infrastructure: Apple pointed to Apple Pay and StoreKit. It said Apple Pay does not share full card numbers with merchants, while StoreKit supports Apple-controlled in-app purchases.
Apple also cited apps that allegedly changed behavior after approval or were used for harmful purposes, including real-money gambling apps, predatory loan services, pornography hubs, in-game signals facilitating drug purchases, and services rewarding users for broadcasting illicit or pornographic content. Those examples illustrate enforcement concerns; Apple did not identify them as a complete list of fraud types counted in the $1.5 billion.
Why the announcement drew attention
The release came amid broader scrutiny of App Store rules, commissions, app review, and Apple’s dispute with Epic Games. Apple presented fraud prevention as part of the case for a controlled ecosystem. Contemporary coverage connected the timing with that policy debate, but timing alone does not establish that the Epic litigation was the announcement’s sole purpose. The security argument also has a business dimension: centralized distribution and payments can make it easier for Apple to apply common screening and transaction controls, while concentrating power over app access and payments in Apple’s hands. In the Epic case, the court addressed arguments about scams slipping through review; it did not treat anecdotal examples as proof that fraud would be lower without App Review. The court’s findings do not turn Apple’s $1.5 billion estimate into an audited result or settle every dispute over App Store policy.
What the claim says about App Store safety
The numbers indicate that Apple detected and blocked substantial activity it regarded as suspect. They do not prove that every malicious app was stopped before reaching users, that no customer lost money, or that App Store review eliminates scams and deceptive subscriptions. Apple itself acknowledged that it cannot catch every act of fraud or ill intent before it happens.

Apple later reported that it protected customers from nearly $1.5 billion in potentially fraudulent transactions in 2021. That follow-up shows Apple continued publishing similar estimates, but it did not supply the missing method for reproducing the 2020 figure. Apple’s 2021 figures should therefore be read with the same distinction between company-reported estimates and independently verified outcomes.

- Read trial and subscription terms before signing up, including when billing starts and how often it recurs.
- Review active subscriptions in Apple account settings and cancel those you no longer want.
- Avoid entering payment credentials into suspicious apps or websites.
- Report an app that appears suspicious using the App Store’s “Report a Problem” feature or contact Apple Support, as Apple directed in its announcement.
- For an unwanted or disputed charge, use Apple’s official support process to seek help; the prevention estimate itself is not a refund program.
