Apple made a genuine but limited concession in mainland China: from March 15, 2026, its standard App Store commission on covered paid apps and Apple In-App Purchases fell from 30% to 25%. Qualifying Small Business Program, Mini Apps Partner Program and post-first-year auto-renewing subscription transactions fell from 15% to 12%.
The announcement was quiet, arriving in a short developer notice after discussions with the Chinese regulator. It did not announce alternative app stores, external-payment links or a different billing system. Apple reduced its percentage; it did not give up control of iOS distribution or Apple billing in China.

What Apple changed
Apple’s March 12, 2026 notice applies to the China mainland storefront on iOS and iPadOS. The new rates started March 15, 2026. Developers did not have to accept revised terms by that date to receive the lower rates.

Apple’s China-specific developer agreement confirms the 25% standard rate and the 12% categories in Attachment 13: Apple Developer Program License Agreement.
Who receives which rate?
The headline 25% rate does not apply identically to every developer or sale. The applicable rate depends on the transaction and the developer’s eligibility.
- Standard covered sales: A developer outside the reduced-rate categories pays 25% on an Apple-billed digital transaction covered by the agreement.
- Small Business Program: Qualifying transactions move from 15% to 12%.
- Mini Apps Partner Program: Qualifying sales also move from 15% to 12%.
- Subscriptions: A qualifying auto-renewing Apple In-App Purchase subscription is charged 12% after the first year, rather than 15%.
- Physical goods and services: Those sales generally do not use Apple’s In-App Purchase commission structure, so this change does not automatically apply to them.
Developers should check the program rules, the storefront, the product type and the subscription period rather than assume that every Chinese sale is now charged 25% or 12%.
How much difference does five percentage points make?
On a ¥100 qualifying standard transaction, Apple’s nominal commission falls from ¥30 to ¥25. The developer’s gross share rises from ¥70 to ¥75. That is a five-percentage-point reduction, or a 16.7% reduction in Apple’s percentage take compared with the old 30% rate.

For a qualifying transaction previously charged 15%, Apple’s cut on ¥100 falls to ¥12, leaving ¥88 instead of ¥85. These are commission illustrations, not final net income: taxes, refunds, currency conversion, pricing tiers, local accounting and other operating costs can change the amount a business ultimately keeps.
Why did Apple make the cut?
Apple said the change followed “discussions with the Chinese regulator.” That is the clearest confirmed explanation, but the notice does not identify specific demands, concessions or a formal case.
The timing fits a broader period of regulatory and developer pressure:
- February 2025: Reports said China’s State Administration for Market Regulation (SAMR) was examining, or preparing to examine, Apple’s commissions and restrictions on external payments and alternative app stores. Those reports were based on people familiar with the matter, not an announced completed investigation. Coverage appeared in The Standard and ThePrint.
- October 2025: A reported complaint by 55 Chinese iPhone and iPad users alleged that Apple restricted distribution and payment choices while charging high commissions. The account was reported by Yahoo News, citing the Economic Times.
- March 12–15, 2026: Apple announced the new rates and put them into effect three days later.
- June 23, 2026: MacRumors reported that 48 China-based developers filed an antitrust complaint with SAMR, arguing that Apple’s remaining fees were still excessive: MacRumors.
These reports and complaints show pressure around Apple’s China App Store policies. They do not establish that SAMR ordered Apple to cut fees, formally opened a case, or reached a final finding.

Why the announcement felt like “zero drama”
The presentation was low-key: a brief developer-policy update rather than a product launch, legal filing or public confrontation. That may have allowed Apple to accommodate regulatory concerns without portraying the change as a global retreat from its App Store model.
Any explanation beyond Apple’s statement is analysis, not a confirmed account of negotiations. The company has not disclosed what the regulator requested, what it offered in return or whether the arrangement avoided a formal investigation.
What did not change in China
The March notice addresses commission rates only. It does not announce:
- an alternative app marketplace for mainland China;
- a right to use third-party payment processing for covered digital purchases;
- permission to link users to external purchases instead of Apple In-App Purchase; or
- an end to Apple’s centralized control over iOS distribution and billing.
That is why the change is financially meaningful but structurally narrow. Developers receive a larger share of transactions that still run through Apple’s storefront and payment system.

China is not simply the EU model
Apple has described the China rates as no higher than its overall rates in other markets, but a percentage alone is not a complete comparison. Eligibility rules, payment arrangements, external-payment rights, distribution options and fixed or per-installation charges can differ.
In the European Union, Apple changed its terms to comply with the Digital Markets Act. The package includes alternative marketplaces and payment mechanisms alongside different commissions and additional business terms. Apple’s explanation is at Apple’s DMA and apps in the EU page, and its initial announcement is at Apple Newsroom. Those arrangements should not be treated as evidence that mainland China received the same freedoms.

Large developers on the standard rate
They receive the full five-point reduction on covered transactions, improving gross margin or leaving room for investment in development, support and marketing.
Eligible smaller developers and mini-app businesses
Those that meet program requirements move to 12%, a three-point reduction from the previous 15% rate.

Subscription businesses
The 12% rate applies to qualifying auto-renewals after the first year. It does not make the first year of every subscription 12%.
Consumers
Lower commission does not automatically mean lower prices. Developers may reduce prices, keep the difference as margin, reinvest it, or use it to offset China-specific compliance and operating costs.
Apple and regulators
Apple gives up revenue while retaining the storefront and billing relationship. Regulators and developers may continue to seek changes beyond the commission percentage, particularly if they view distribution and payment restrictions as the central competition issue.
What the later complaint means
The June 2026 complaint by 48 developers indicates that the March reduction did not end the dispute. It does not show that the complaint succeeded, that SAMR accepted its allegations or that Apple violated a final ruling. It does show why calling the March change a complete resolution would be premature.

Apple gave Chinese developers a real financial concession: standard covered transactions moved from 30% to 25%, while several reduced-rate categories moved from 15% to 12% on March 15, 2026. The quiet rollout contrasts with the regulatory pressure surrounding Apple, but the policy itself is not an opening of iOS. The commission fell; Apple’s control over distribution and in-app billing did not.
