Apple Exited OpenAI Investment Talks in 2024: What It Meant for AI Development

Apple’s reported 2024 withdrawal from OpenAI investment talks was a capital decision, not an end to its ChatGPT integration or its own AI plans.

Apple reportedly withdrew from talks to invest in OpenAI in late September 2024, but that was not an exit from its ChatGPT partnership or a retreat from AI. The Wall Street Journal reported that Apple was no longer participating in discussions about a funding round expected to raise up to $6.5 billion; it did not establish Apple’s reason for stepping away. Apple and OpenAI’s product partnership was a separate arrangement, and Apple continued building Apple Intelligence alongside it.

What happened—and when?

The investment story unfolded separately from the product partnership:

  1. June 10, 2024: Apple and OpenAI announced that ChatGPT would be integrated into Apple experiences including Siri and Writing Tools. OpenAI’s announcement described the integration and how users could access ChatGPT.
  2. September 27–28, 2024: The Wall Street Journal reported that Apple had fallen out of talks to join an OpenAI funding round expected to raise as much as $6.5 billion.
  3. October 2024: Apple began rolling out Apple Intelligence, a system that combines Apple’s own models and on-device processing with Private Cloud Compute for more demanding requests. Apple’s launch announcement described the initial rollout and supported hardware.

The reported event was a withdrawal from investment discussions—not a completed investment that Apple later sold, and not a confirmed termination of the ChatGPT arrangement.

Investment, partnership and control are different things

A company can buy a stake in an AI developer, pay to use or distribute its technology, build its own models, or combine those approaches. These choices bring different kinds of exposure:

The available account of the talks does not say Apple agreed to invest and then reversed a completed transaction. Nor does it identify a confirmed reason for Apple’s decision.

Why might Apple have stepped away?

Apple did not publicly confirm its motive in the sources documenting the withdrawal. The explanations below are strategic possibilities, not established reasons.

Keep strategic control and room to choose

A minority stake could give Apple financial exposure to OpenAI without giving it control of OpenAI’s models, infrastructure, or business decisions. A commercial relationship can offer access to useful technology while leaving Apple more freedom to develop its own systems and consider other providers. That flexibility matters when model quality, pricing, privacy terms, and capabilities are changing quickly.

Weigh the economics, not just the technology

Contemporary reporting cited projected 2024 OpenAI revenue of roughly $3.7 billion and an expected loss of about $5 billion, based on reported financial documents rather than a public audited filing. Those estimates illustrate why an investor would have to weigh a technology’s strategic importance against its capital requirements and path to sustainable returns. Avoid conflicts and concentration

Investing in a supplier or potential competitor can complicate negotiations over access, pricing, exclusivity, and future product plans. It can also raise questions about how an investment fits with relationships involving other technology providers. Apple could obtain a ChatGPT feature without making OpenAI the financial center of its AI strategy.

Account for execution and capital allocation

OpenAI had undergone leadership turmoil in 2023 and continued to change structurally in 2024. That history could have been one factor for an investor to assess, but the reporting does not connect it to Apple’s choice. More broadly, having the resources to invest does not make every investment attractive: Apple could instead direct capital toward its own chips, infrastructure, hiring, or other priorities.

What did the decision say about Apple’s confidence in OpenAI?

It shows that Apple did not proceed with the reported investment discussions at that time. It does not, by itself, show that Apple dismissed OpenAI’s technology or believed it had no future. Apple’s continued product integration is evidence that the companies could find commercial value in working together without an equity investment.

Apple’s approach was hybrid rather than exclusive. Its own models and system software could handle integrated tasks, while ChatGPT could serve as an optional external capability for requests where it may help. That arrangement lets Apple offer access without treating one outside model provider as the foundation of everything it builds.

How the partnership could benefit both companies

For Apple, ChatGPT added a widely known assistant to selected system workflows. For OpenAI, integration offered a route into Apple users’ existing device experience. OpenAI said people could use the integration without a ChatGPT account, while those who connected an account could access additional features, subject to the relevant terms and settings. OpenAI’s Apple Intelligence guide describes the arrangement.

Distribution is not the same as ownership: Apple controls the operating-system experience, including how the feature is presented and when a request is handed to ChatGPT. OpenAI supplies the external model capability. Each company can therefore gain something from the arrangement without merging their strategies.

What Apple built alongside ChatGPT

Apple described Apple Intelligence as a combination of its own generative models, processing on Apple devices, and Private Cloud Compute for more demanding workloads. Its announcement listed features such as Writing Tools, notification and message summaries, Siri improvements, and image and document understanding. The precise features available depend on supported hardware, software, language, and region.

Apple’s original partnership announcement identified GPT-4o as the model powering ChatGPT in the announced Apple experiences. That is a description of the launch announcement, not a guarantee that every later feature or software release uses the same model. Apple’s design was to preserve its own interface and platform layer while calling on an external capability where appropriate.

What it meant for OpenAI and AI development

Apple’s absence from the proposed round was symbolically notable: one of the world’s largest technology companies was not reported as joining that financing. But the round’s maximum reported size should not be mistaken for money OpenAI had already secured or definitively lost. Nor does the evidence support the conclusion that Apple’s decision materially halted frontier-model development.

OpenAI’s development depended on a broader set of investors, cloud infrastructure, hardware, and business revenue. Microsoft’s relationship remained important. In a February 2026 statement, OpenAI and Microsoft said Azure remained the exclusive cloud provider for stateless OpenAI APIs under their continuing arrangements. Their statement sets out those terms. Microsoft also described OpenAI as a significant source of Azure commitments while discussing its own models and infrastructure investments in its FY2026 first-quarter earnings materials.

So the direct industry effect was more about the shape of the relationship than a sudden shortage of AI funding: Apple would not be an investor in the reported round, but OpenAI still had other strategic and infrastructure relationships. Apple’s decision also underscored that access to a model, investment in its maker, and control of a consumer platform are separate sources of power.

What it meant for Apple users

The investment news did not itself remove ChatGPT from Apple Intelligence. Apple and OpenAI support pages continue to describe the integration on supported iPhone, iPad, and Mac devices; availability and features can vary with device, operating-system version, language, and region. Users concerned about data handling should distinguish between using the integration without signing in and connecting a ChatGPT account, which brings the account’s applicable settings and policies into play. How to read the decision

  • Capital: Apple reportedly left the investment talks, limiting its direct financial exposure to the proposed round.
  • Distribution: Apple’s separate ChatGPT integration could still deliver value to both companies.
  • Control: Apple continued building its own AI platform and could decide how external models fit into its products.
  • Development: OpenAI’s wider investor and infrastructure ecosystem meant Apple’s absence alone was not evidence of a development halt.
