The rate applies to eligible transactions, not automatically to every purchase in the host app.
What Apple announced
Apple’s program is for a native host app that delivers self-contained mini apps or mini games, generally built with web technologies such as HTML5 and JavaScript. Apple says the program is intended to support developers hosting these experiences, expand their availability on the App Store and improve purchase and safety controls. The announcement was published on November 13, 2025: Apple’s announcement.

The model has three distinct parts:
- Host app: The native iOS or iPadOS app distributed through the App Store.
- Mini app or mini game: A self-contained experience delivered inside that host app.
- Digital goods or services: Items, currency, subscriptions or other digital content sold inside the qualifying mini app.
This is not a general discount for websites displayed in a web view. It is also different from an App Clip, an ordinary native feature, or an internal module built and controlled solely by the host company.
What counts as a qualifying mini app
Apple’s rules describe mini apps as software experiences added to and executed within a larger app, using technologies such as HTML5 or JavaScript and subject to the Apple Developer Program License Agreement and App Review Guidelines. The provider must be independent of the host developer.

A qualifying provider cannot be directly or indirectly controlled by the host developer, nor under common control with it. Apple’s concept of control can include ownership, voting rights, registered capital, contracts or other means of directing management policy. A company therefore cannot assume that its subsidiaries, related brands or internal products qualify merely because they are presented as separate mini apps.
Possible host businesses include marketplaces, social and creator platforms, commerce services and game hubs. Apple approval—not the host’s own classification—determines eligibility.
Who can apply
The host app must be available on both iOS and iPadOS through the App Store and host mini apps that comply with Apple’s license and review rules. It must also provide an Apple-approved manifest describing the hosted experiences and identify qualifying and non-qualifying purchases.
The Apple Developer Program Account Holder submits the request. The application asks for information about the host app, its mini apps and eligibility, and requires agreement to the program terms. Applying does not guarantee acceptance or Advanced Commerce API access.

Which purchases receive the reduced commission
Qualifying purchases are digital goods and services sold within a qualifying, independently operated mini app. Apple lists four possible purchase types:
- Consumables, such as in-app currency, lives or items.
- Non-consumables.
- Auto-renewable subscriptions.
- Non-renewing subscriptions.
Consumables cannot be shared or consumed across multiple mini apps if they are to receive qualifying treatment. Purchases serving the host platform itself are not automatically qualifying. The host must give Apple metadata that distinguishes every mini-app purchase, including purchases that do not qualify.
How the money works
Under the general program terms, the developer receives 85% of qualifying In-App Purchase proceeds and Apple’s commission is 15%. Taxes, refunds, currency conversion, regional business terms and other contractual adjustments can change the amount ultimately received.

Apple’s China update is available through its developer news. Brazil’s terms are described in Apple’s Brazil announcement. The business case should compare the saving with engineering, moderation, provider revenue-sharing, tax, refund and support costs—not simply with a headline 30% rate.

Required Apple technologies and data

Advanced Commerce implementations also rely on StoreKit 2 and Apple’s server technologies. Apple describes requirements for a product catalog managed as individual SKUs, subscription management (including showManageSubscriptions where applicable), the App Store Server API, App Store Server Notifications V2, and an in-app refund path. SKU and naming rules
Apple’s mini-app SKU documentation sets a 30-character limit for mini-app display names and product display names. A SKU must be unique within the host app, and a mini-app SKU can be up to 128 characters. Apple documents this format:
[Mini App SKU Identifier]|[Mini App Partner Name]|[Mini App Partner ID]
For example: boost_pack_id|Apple_Seed|WC123. A display name can identify both the mini app and product, such as “Anne’s Game – Boost Pack.” Check the current SKU documentation before implementation because Apple can revise technical limits.

Application and App Store submission sequence
- Confirm the host app is distributed on both iOS and iPadOS and review Guideline 4.7 and the program terms.
- Catalogue providers, ownership relationships, mini apps, products and non-qualifying purchases.
- Generate the manifest and required metadata in Apple’s format.
- Have the Account Holder submit the Mini Apps Partner Program request. If necessary, request Advanced Commerce API access at the same time.
- Implement and test StoreKit 2, the Advanced Commerce API, age-range handling, server notifications, transaction history and refund-related data submission.
- Submit the app binary and the generic mini-app In-App Purchase product ID in App Store Connect.
- In App Review notes, state that the app uses Advanced Commerce API and offers mini apps.
- When adding mini apps later, update the manifest during the relevant submission. For another host app, obtain the required API access and submit a manifest describing that app and its associated mini apps.
Safety, age ratings and review obligations
Apple’s November 2025 guideline changes place HTML5 and JavaScript mini apps and mini games within Guideline 4.7. Hosted content remains inside Apple’s review framework; it is not unrestricted remote code.
- Mini-app manifests must accurately describe hosted content.
- Content above the host app’s age rating must be identified and restricted appropriately.
- The Declared Age Range API must support age-appropriate experiences.
- Native platform APIs cannot be freely exposed to hosted software without Apple’s permission.
- The host needs provider vetting, moderation, removal and ownership-change procedures.
- Refund workflows must supply the consumption information Apple requests.
Who benefits—and who probably does not
Strong candidates
- A platform hosts many independently operated mini apps or games.
- Third-party creators sell digital items or subscriptions inside those experiences.
- The company can identify each provider, product, SKU and revenue category.
- The team already operates StoreKit 2, server notifications, catalog and moderation systems.
Weak candidates
- All mini apps are owned or controlled by the host or a commonly controlled entity.
- The business primarily sells physical goods or offline services.
- The company wants external web checkout for digital goods while claiming the program rate.
- Provider, age, refund or purchase metadata cannot be maintained reliably.
- The engineering and operational cost exceeds the commission benefit after revenue sharing with creators.
Apple says an approved app may also participate in programs such as the App Store Small Business, Apple Video Partner and News Partner programs, but transaction categories and benefits vary. Do not assume that multiple reductions stack on the same transaction.
What to check before applying
- Document every provider’s ownership and control relationship.
- Separate host-platform products from mini-app products.
- Design a durable SKU and manifest service rather than entering metadata manually.
- Build age classification, moderation and removal controls before launch.
- Test subscription status, App Store Server Notifications V2 and refund consumption submissions.
- Model regional commissions, taxes, refunds, currency conversion and creator revenue shares.
- Use Apple’s current program and API documentation as the final authority on limits and eligibility.
The Bottom Line
Apple’s Mini Apps Partner Program is a specialized framework for approved platforms hosting genuinely independent mini apps—not a blanket App Store commission cut. The 15% general rate can be valuable, but only when a host can satisfy Apple’s provider-independence, commerce, metadata, age, refund, safety and review requirements.
