Amazon’s €10 Billion Germany Investment: What the Plan Includes

Amazon’s announced €10 billion Germany plan split €8.8 billion for AWS Frankfurt infrastructure from €1.2 billion for logistics, robotics, and facilities. The later sovereign-cloud investment is separate.

Amazon announced a planned €10 billion investment in Germany on June 19, 2024. The plan allocates €8.8 billion to AWS cloud infrastructure in the Frankfurt region and €1.2 billion to logistics, robotics, and corporate facilities. It is a company investment plan, not a verified tally of money ultimately spent.

How Amazon planned to allocate the €10 billion

Amazon’s announcement divided the planned investment between cloud infrastructure and other German operations:

The company described the total and its components as planned investment. The available announcements do not establish the final amount spent under the 2024 plan.

What the logistics and headquarters allocation covered

Amazon identified logistics centres in Großenkneten in Lower Saxony, Erfurt in Thuringia, and Horn-Bad Meinberg in North Rhine-Westphalia. Its June 2024 announcement said the centres had opened or were expected to open between 2023 and late summer 2024. It forecast 4,000 new jobs at those centres in 2024; that was an announcement-era projection, not a verified current employment count.

The €1.2 billion allocation also included robotics, the company’s headquarters in Munich and Berlin, and an expansion of its Berlin research and development centre. Amazon did not break this portion into separate amounts for each activity or site.

Is the sovereign-cloud investment part of the €10 billion?

No. Amazon’s commitment of more than €7.8 billion to the AWS European Sovereign Cloud in Germany is a separate investment plan, not an additional line item in the June 2024 €10 billion announcement. AWS’s 2025 Germany update discussed the Frankfurt and sovereign-cloud plans separately. The materials available do not provide an audited account of spending to date for the original Frankfurt plan.

AWS says the European Sovereign Cloud is located entirely within the EU and physically and logically separate from other AWS Regions. These are AWS’s descriptions of the service and its controls; they do not make its investment part of the Frankfurt plan.

What Amazon said the plan could mean for jobs and Germany’s economy

AWS estimated in 2024 that its €8.8 billion Frankfurt-region investment plan would add €15.4 billion to Germany’s GDP over the investment period and support an average of 15,200 full-time jobs annually in the local supply chain. Those are AWS estimates, not independently verified economic outcomes.

For the separate sovereign-cloud investment, AWS’s 2026 estimate was that it would support more than 2,800 average annual full-time equivalent jobs and add approximately €17.2 billion to Germany’s GDP. Those company estimates concern the sovereign-cloud plan and should not be combined with the estimates for the Frankfurt investment as if they described one project.

What the €10 billion headline does—and does not—tell you

The headline describes the size and intended scope of Amazon’s 2024 announcement. It does not show how much the company has spent since then, how much of the plan is complete, or the final economic impact. The clearest distinction is between the €8.8 billion Frankfurt cloud plan and the €1.2 billion allocation for logistics, robotics, and corporate facilities; the more-than-€7.8 billion sovereign-cloud commitment is separate.
