The first identified campuses are in Salem Township, Luzerne County, and Falls Township, Bucks County. The clearest direct employment estimate is at least 1,250 new high-skilled, high-paying jobs; the broader “thousands of jobs” claim also includes temporary construction work and supply-chain positions, not thousands of permanent Amazon jobs.
What Amazon actually announced
On June 9, 2025, Amazon said it planned to invest at least $20 billion in multiple Pennsylvania campuses supporting AWS cloud services and AI innovation. The figure is a minimum planned investment, not a final audited cost and not money already spent.
The program is statewide and multi-year. Salem Township and Falls Township were named as the first locations, while Amazon left open the possibility of additional Pennsylvania sites. Pennsylvania officials called it the largest private-sector investment in the commonwealth’s history, a description that comes from the governor’s office rather than an independent comparison of every prior project. Amazon’s announcement and the governor’s announcement describe the plan and its headline figures.
This is not one $20 billion data center. It is a collection of secure facilities, power systems, cooling equipment and related infrastructure developed over several years.

Where the first campuses are located
Salem Township, Luzerne County
The Salem campus is near the Susquehanna nuclear power plant operated by Talen Energy. Amazon’s project materials describe a power-purchase arrangement involving up to 1,920 megawatts of carbon-free electricity at full quantity. That is the potential contractual quantity, not a measurement of the campus’s current consumption or proof that every electron used by the facility can be physically traced to the plant.
The location has made electricity sourcing, grid allocation and “behind-the-meter” arrangements central policy questions. State water-permit records indicate that construction had begun, and Amazon’s project site describes a state-of-the-art facility at the location. Those milestones do not establish that the entire Salem campus is complete, that the full $20 billion has been spent or that all promised jobs have been filled. See the Salem campus information and the Susquehanna River Basin Commission filing.
Falls Township, Bucks County
Falls is planned for approximately 250 acres at the former Keystone Trade Center near Fairless Hills, a redeveloped U.S. Steel site. Pennsylvania describes multiple secure buildings for cloud and AI infrastructure. The state lists the project as “In Progress,” with active construction. The Pennsylvania project page provides the site and status details.
By July 2026, the Pennsylvania Department of Environmental Protection was reviewing an air-quality application submitted in April for 280 natural-gas-fired generator engines and three diesel emergency generators. DEP said the equipment would provide backup power during utility interruptions and would undergo limited testing and maintenance. The agency scheduled a public meeting and comment process; the July notice described a proposed approval, not a final permit. Read DEP’s notice.

| Employment category | Claim | What it means |
|---|---|---|
| Permanent, high-skilled jobs | At least 1,250 | Amazon and Pennsylvania’s stated estimate for new direct roles; these are expected jobs, not positions already verified as filled. |
| Construction jobs | Thousands | Temporary project-phase employment across building, electrical, mechanical and other trades; no single statewide total was specified. |
| Supply-chain positions | Thousands more | Potential work for equipment suppliers, engineers, logistics providers, maintenance contractors and other vendors. |
| Existing Amazon employment | Reported separately | Amazon’s broader Pennsylvania workforce should not be added automatically to the 1,250 new data-center positions. |
That makes the phrase defensible only when it includes construction and supply-chain employment. It is misleading if read as thousands of permanent AWS jobs at completed campuses. The estimates appear in Amazon’s announcement and the Pennsylvania Department of Community and Economic Development release.
What the permanent roles may include
- Data-center and network engineers
- Engineering-operations managers
- Security specialists
- Electrical, mechanical, controls and HVAC technicians
- Facilities and cooling personnel
- Logistics, maintenance and site-support staff
Amazon’s description is a role profile, not a final hiring roster. Construction and vendor jobs will often be contractor-based, while engineering and operations roles may require specialized degrees, licenses or industry experience.
Are the jobs really “good-paying”?
Amazon and Pennsylvania use terms such as “high-skilled,” “high-paying” and benefits-eligible, but the announcement does not provide a complete wage table for the new campuses. Pay will vary by occupation and employer.
- Construction work may be unionized or supplied by contractors, with compensation governed by the trade, agreement and project.
- Operations technicians may need electrical, mechanical, controls or HVAC experience.
- Engineers and managers generally require specialized education or prior data-center experience.
- Security, logistics and facilities positions can have different pay, schedules and benefit arrangements.
Pennsylvania committed $10 million to targeted workforce development connected with the investment. The announced partnerships include educational institutions, workforce organizations, schools, community colleges and union halls. The funding supports training; it is not a promise that every trainee will receive an Amazon job. The governor’s release outlines that commitment.
What is built and what remains pending?
As of the latest available information in August 2026, the expansion has moved beyond a conceptual announcement but is not a completed statewide project. Falls is under construction, and Salem records indicate construction began. No cited source establishes that all planned buildings are complete, that the $20 billion has been fully invested or that the 1,250 jobs have all been hired.

Construction, operating and permitting milestones should be kept separate:
- Falls: active construction and an air-permit review for backup-generation equipment.
- Salem: construction documented in water-permit records, with Amazon describing the campus in operation or development materials.
- Statewide plan: additional sites remain possible, and the full program is multi-year.
For continuing updates, Amazon maintains a Pennsylvania project portal.
Electricity: the largest unresolved policy question
AI-oriented data centers can require extraordinary amounts of electricity. Salem’s proximity to the Susquehanna plant has focused attention on where power comes from, how the campus connects to the grid and who pays for generation, transmission and distribution upgrades.
Those are separate questions from whether the plant produces low-carbon electricity. Policymakers and residents are also asking whether large new loads affect PJM wholesale prices or capacity costs, whether local customers are insulated from project-specific infrastructure expenses and whether a private arrangement changes broader reliability obligations.
A Pennsylvania Joint State Government Commission report cited an estimate that the Salem campus could use electricity comparable to roughly 750,000 homes. That is an attributed estimate, not a measured current load. At a July 2026 Falls meeting, officials acknowledged that large loads can affect electricity rates in the PJM region, while meeting materials characterized the backup generators as limited-use equipment. Neither source proves that household bills will rise. Read the legislative report and the Falls Township meeting summary.

Water, emissions, noise and traffic
Every campus’s impacts depend on its design and operating conditions. Relevant issues include cooling-water withdrawals, wastewater and industrial-discharge arrangements, stormwater and erosion controls, generator emissions, construction traffic and noise from generators and cooling systems.
Amazon says some Pennsylvania data centers use little or no water for cooling during much of the year. That is a company claim, and water use can vary with cooling technology, weather, facility configuration and computing load; it should not be generalized to every building. Amazon’s Pennsylvania impact page explains its position.
Reusing the Falls industrial site may reduce greenfield land conversion, but it does not eliminate local effects. Residents still need site-specific information on water withdrawals, discharges, noise limits, traffic routing and air-permit conditions.
What government is contributing
The documented state support includes the $10 million workforce-development commitment and expedited permitting through Pennsylvania’s Permit Fast Track program. Those forms of assistance are distinct from Amazon’s planned capital spending.
It would be inaccurate to call the entire $20 billion a taxpayer subsidy. Tax treatment, local incentives, utility upgrades, public infrastructure costs and workforce funding must be itemized separately before anyone can calculate a public cost or return.

What local residents are asking
Hundreds of residents attended a contentious Falls Township meeting in July 2026, raising concerns about electricity, water, air quality and the planning process. Those concerns are part of the current public record, not a finding that the project violates environmental law. Falls Township’s report documents the meeting.
- How many permanent jobs will be at each campus?
- How many workers will be employed during peak construction?
- Which positions will be direct Amazon jobs versus contractor jobs?
- What wages, benefits and training pathways will apply?
- Who pays for road, sewer, water and electrical upgrades?
- What are the actual electricity demand, water withdrawals and tax receipts?
- Which permits are final, and what public-comment or appeal rights remain?
What is still unknown
The original announcement does not provide audited outcomes. Meaningful accountability will require later reporting on dollars invested, buildings completed, hires by site, peak construction employment, local-resident hiring, actual power and water use, tax revenue and public infrastructure costs.
Those measurements matter because a large capital figure is not the same as wages paid locally, and a temporary construction boom is not the same as a permanent operating workforce.
Bottom line
Amazon’s Pennsylvania expansion is real, substantial and moving into construction and permitting. The accurate reading of the jobs promise is at least 1,250 expected permanent high-skilled positions, plus thousands of temporary construction and additional supply-chain jobs. Whether the investment delivers a net local benefit will depend on final hiring, infrastructure costs, electricity and water impacts, permit conditions and the distribution of those benefits among Pennsylvania communities.
