Amazon Web Services made its AWS European Sovereign Cloud generally available on January 15, 2026. Its first Region is in Brandenburg, Germany. This is a separately operated AWS environment—not simply a German location option inside the ordinary AWS network—designed for organizations that need tighter control over infrastructure, metadata, personnel, legal governance and resilience.
For most companies that only need application data stored in the EU, a standard AWS European Region may remain simpler. The new cloud is aimed at public-sector bodies and regulated industries whose contracts or risk policies require a stronger, independently governed European boundary.
What AWS launched
AWS describes the European Sovereign Cloud (ESC) as an independent cloud infrastructure physically and logically separated from existing AWS Regions. The launch Region is in Brandenburg, Germany, and AWS says it began with more than 90 services. The announcement is available from AWS; the Region announcement provides additional technical detail in the AWS News Blog.
AWS says customers worldwide can use ESC, although its primary target is European public-sector and regulated organizations. AWS has also announced sovereign AWS Local Zones in Belgium, the Netherlands and Portugal. Those are planned expansion points, not separate full sovereign Regions already operating in each country.

AWS says it plans to invest more than €7.8 billion in the German sovereign cloud and support an average of 2,800 full-time-equivalent jobs. Those figures are AWS projections, not a customer price or a guarantee of local service availability.
What “sovereign” means in practice
Dedicated infrastructure
ESC uses dedicated physical infrastructure and a standard AWS regional design with multiple fault-isolated Availability Zones and redundant inter-Availability-Zone connectivity. Physical separation is stronger than ordinary regional hosting, but it does not by itself settle every legal, personnel or third-party dependency question.
Customer data and metadata stay inside the EU
AWS says customer data and customer-created metadata remain within EU boundaries. The metadata examples include IAM roles and permissions, resource labels, configurations, billing records and usage-metering records. AWS also states that Marketplace billing and transaction data in the ESC partition remains in the EU.
That is broader than promising that an application database is hosted in Germany. Buyers still need to verify the location of logs, backups, snapshots, disaster-recovery copies, support artifacts and data sent to external software. A residency claim is useful only when the complete data-flow map supports it.

EU-based operations, with a transition qualification
AWS says day-to-day operations, technical support, customer service and data-center access are performed by personnel located in the EU. Its FAQ adds that the environment is gradually transitioning to exclusive operation by EU citizens located in the EU; during the transition, AWS uses a blended team of EU residents and EU citizens. Organizations whose procurement rules specify citizenship rather than residence should address that distinction in the contract.
Separate governance and legal controls
ESC has a dedicated European governance model, a new parent company and three German-incorporated subsidiaries. AWS presents corporate governance, subprocessors, data boundaries and law-enforcement requests as separate design areas. These measures can reduce non-EU operational and legal dependencies, but they are not an automatic exemption from foreign law or a substitute for jurisdiction-specific legal advice.
Designed to operate during isolation
AWS says ESC is designed to continue operating indefinitely if disconnected from AWS resources outside the EU. Existing workloads may continue running, but an individual architecture can still depend on global identity systems, cross-Region replication, external APIs, software repositories, monitoring vendors, support workflows or update services. Customers should test those dependencies rather than treating the design objective as a workload guarantee.

The list is not a promise of full commercial-Region parity. New AWS Regions typically begin with core services and expand according to demand. Check the live regional-capabilities information before committing to a design, particularly for analytics, security and observability, AI models, managed control planes, backup features, cross-Region functions, serverless integrations and supported instance families.
How ESC differs from an ordinary AWS European Region

Accounts, Marketplace and procurement
ESC is not a matter of selecting Germany from a drop-down menu in an existing account. Organizations need an account in the separate aws-eusc partition, with distinct governance, IAM, billing and deployment processes. Existing commercial accounts cannot simply be treated as ESC accounts.
The ESC Marketplace catalog is separate from the commercial catalog. A product listed in ordinary AWS Marketplace is not automatically visible or usable in ESC. AWS documentation says the initial implementation supports free, subscription, contract, consumption and private-offer models, with euros as the default transaction currency. It also lists limitations affecting features such as Vendor Insights, SaaS Quick Launch, request-demo workflows, product reviews, similar-product recommendations and AWS PrivateLink functionality. Buyers may need to obtain demonstrations, security evidence and custom terms directly from vendors.
For EU customer accounts, AWS says contracting is through Amazon Web Services EMEA SARL. Pricing is in euros, and AWS says billing supports eight currencies. No universal ESC surcharge or fixed regional price is published in the launch material.

What ESC costs
Total cost remains service- and architecture-specific. A meaningful comparison requires more than an hourly EC2 rate. Ask AWS for a workload-specific quote covering:
- EC2 instance, EBS and snapshot charges
- S3 storage, requests and data transfer
- Inter-Availability-Zone and internet transfer
- Managed database pricing
- Support-plan charges
- Savings Plans, Reserved Instances and Enterprise Discount Program treatment
- Cross-Region replication, backup and disaster-recovery costs
- Marketplace licensing and partner fees
- Migration, compliance and ongoing operating costs
ESC may cost more overall if a smaller service portfolio requires redesign or specialist support. It may be economically justified when avoiding a regulatory exception, separate hosting platform or contractual sovereignty requirement. Only a like-for-like architecture and quote can establish the difference.
When ESC is the right choice
- EU-only infrastructure, metadata and operations are contractual or regulatory requirements.
- The workload serves government, healthcare, defense, finance, energy, telecommunications or another highly regulated sector.
- The organization needs AWS APIs but cannot accept ordinary global control-plane dependencies.
- An independently documented sovereignty framework and audit evidence are procurement requirements.
- The required services, instance types, AI models and third-party products are available in ESC.

Standard AWS EU Regions
Use an ordinary EU Region when the requirement is principally application-data residency and standard AWS encryption, IAM, logging and customer-managed keys satisfy the risk model. This option generally offers more services, integrations and Marketplace products.

Dedicated Local Zones
Dedicated Local Zones can suit a workload that must run in a particular country or facility, needs dedicated infrastructure close to an existing environment, or has sensitive requirements but does not need a separate sovereign cloud partition. AWS says Dedicated Local Zones can connect to the German ESC Region; see the FAQ for the stated model.
Outposts or customer-controlled infrastructure
AWS Outposts may be more appropriate when local hardware custody, disconnected operation or a customer-controlled site is mandatory. It retains AWS-compatible APIs but leaves more physical and operational responsibility with the customer.
Checks to complete before migration
- Confirm every required service, feature, quota, Availability Zone and supported instance family in the current ESC capabilities list.
- Inventory data flows, including logs, telemetry, backups, snapshots, container images, package repositories, DNS, certificates and software updates.
- Identify global identity, monitoring, CI/CD, SaaS and AI dependencies that could leave the EU boundary.
- Design separate ESC account, IAM, billing, Marketplace and deployment processes.
- Verify that each third-party product is explicitly offered for the
aws-euscpartition. - Test authentication, key management, deployment, rollback, monitoring, restoration and incident response during an external-connectivity outage.
- Obtain legal advice on foreign-law exposure, GDPR, the EU AI Act, national cybersecurity rules and sector-specific requirements.
- Request a full commercial quote, including support, transfer, migration, partner and compliance costs.
The bottom line for buyers
AWS European Sovereign Cloud is a meaningful operating-model and infrastructure separation, not merely AWS hosted in Germany. Its separate aws-eusc partition, EU-focused metadata boundary, dedicated infrastructure and European governance make it relevant to highly sensitive workloads. It is not a universal compliance certificate, a guarantee that every dependency stays in Europe, or a drop-in replacement for the broad commercial AWS ecosystem. For ordinary EU residency needs, a standard AWS Region may remain the lower-complexity choice; for strict sovereignty requirements, ESC deserves a workload-level architecture, legal and pricing assessment.

Does ESC automatically make a workload GDPR compliant?
No. GDPR compliance still depends on processing purpose, contracts, access controls, retention, data-subject rights and organizational practices. ESC addresses particular infrastructure, residency and operational-control concerns.
Are the announced Local Zones in Belgium, the Netherlands and Portugal already full sovereign Regions?
No. AWS announced them as planned sovereign Local Zone expansion points. The generally available sovereign Region described at launch is in Brandenburg, Germany.
