Amazon Web Services announced a separate HUMAIN partnership worth more than $5 billion, later described by Amazon as more than $5.3 billion in planned Saudi cloud infrastructure. The deals overlap in Saudi Arabia but cover different facilities, technologies and schedules.

What Amazon actually announced
A cloud region, not a single $10 billion data-center project
AWS and HUMAIN’s arrangement is centered on Saudi cloud infrastructure. Amazon says the first AWS region in Saudi Arabia is on track for December 2026. A cloud region is a geographic AWS deployment made up of multiple data centers and networking, storage and compute services; it is not one building or one server campus.
The announcement also includes an AI Zone connected to the broader cloud plan. That zone is intended for large-scale model training and inference, combining AWS-designed accelerators with NVIDIA systems. Its stated power ceiling is a planning target, not proof that the full capacity is already built or operating.
Why Amazon’s figure changed in public descriptions
The May 2025 AWS–HUMAIN release used “more than $5 billion.” Amazon’s later update described the planned cloud infrastructure investment as more than $5.3 billion, or 19.88 billion Saudi riyal. Those descriptions refer to the AWS–HUMAIN investment, not AMD’s separate $10 billion collaboration.

Who is behind the $10 billion figure?
AMD and HUMAIN
AMD’s May 13, 2025 announcement is the source of the $10 billion figure. It describes a strategic collaboration to develop AMD-based AI computing centers with HUMAIN. The announcement does not establish a matching AWS-style cloud-region launch date, a power allocation or a completed spend schedule. Treat the amount as the announced collaboration value rather than money already spent on operating Saudi facilities.
NVIDIA and HUMAIN
NVIDIA announced a separate HUMAIN relationship focused on AI factories. NVIDIA’s stated plan projects up to 500 MW of capacity and several hundred thousand NVIDIA GPUs over five years. “Projected” and “over five years” are important qualifiers: the figures describe an intended build-out, not an independently verified inventory of deployed GPUs.
Cisco’s role
Cisco joined AMD and HUMAIN in a planned joint venture that would combine HUMAIN data centers with AMD and Cisco technology. The announcement does not provide a separate investment amount, power target or operating date for that venture. Cisco therefore broadens the supplier group but does not turn the AMD or AWS figures into a single pooled commitment.

How to interpret the competing numbers
Investment value is not the same as capacity
Dollar figures describe announced investment or collaboration scope. Megawatts describe potential electrical capacity, while GPU counts describe planned hardware deployment. These measures cannot be added together to produce one Saudi data-center total. A project can have a large announced value without publishing a power figure, and a facility can publish a capacity target without disclosing its cost.
Cloud region, AI Zone and AI factory are different labels
- Cloud region: A regional AWS service location designed to run cloud workloads and meet local performance, resilience and data-residency needs.
- AI Zone: A specialized computing environment within the AWS–HUMAIN program, aimed at intensive AI workloads and using both AWS and NVIDIA accelerators.
- AI factory: NVIDIA’s term for large-scale AI production infrastructure, emphasizing accelerator-heavy computing rather than a general-purpose public-cloud region.
- AI computing center: The term AMD uses for its planned AMD-based facilities with HUMAIN.
What the announcements mean for Saudi Arabia
Taken together, the partnerships point to a supplier-diverse build-out rather than one Amazon-led project. AWS supplies a public-cloud platform and regional operating model; AMD and NVIDIA provide competing accelerator paths; Cisco contributes networking technology through the planned venture. HUMAIN is the Saudi counterpart across these announcements, providing local investment and infrastructure participation.
The projects also have different risk profiles. The AWS region has a stated target date, while the AI Zone and NVIDIA factory figures are future capacity plans. AMD’s announcement establishes the collaboration value but leaves key construction and deployment milestones unspecified. Actual delivery will depend on permitting, power availability, equipment supply, construction and customer demand.

Amazon is investing in Saudi data-center and cloud infrastructure, but it is not the company behind the $10 billion headline. That amount is tied to AMD and HUMAIN. Amazon’s separate AWS–HUMAIN commitment is measured in more than $5 billion, later updated to more than $5.3 billion, with a Saudi cloud region and AI Zone planned on their own schedule. NVIDIA and Cisco represent additional, distinct pieces of the country’s expanding AI infrastructure program.
