The release does not give a country-by-country rollout schedule or say where the service is currently available.

What the announcement does not disclose
The release was dated June 25, 2025, in Dubai and published on Alibaba Cloud Community on June 27. It is a company announcement, not an independently reported contract. It does not disclose financial terms, exclusivity, implementation milestones, binding service commitments, or named customers. It also does not establish that the announced collaboration has been deployed or that customers have experienced the promised performance benefits.

For a business assessing a regional streaming or cloud arrangement, the announcement alone is not enough to evaluate fit. Ask prospective providers for details on:
- Service availability by country and where customer data will be stored or processed.
- Measured latency and content-delivery performance for the relevant audience locations.
- Network reach, resilience, disaster-recovery arrangements, and service-level commitments.
- Compliance obligations, migration responsibilities, support arrangements, and total cost.
How this fits Alibaba Cloud’s regional presence
Alibaba Cloud’s regional footprint provides context, but it should not be mistaken for a description of Hibrid’s deployment. In October 2025, Alibaba Cloud announced a second Dubai data center and described expanded cloud-native, AI, big-data, database, elastic-compute, storage, and networking offerings. That announcement does not say the Hibrid collaboration uses the second facility. Alibaba Group had previously announced a Dubai data center opening in 2016 alongside YVOLV, which it described as a joint venture between Alibaba Cloud and Meraas Holdings; that earlier announcement does not identify YVOLV as part of the Hibrid agreement.

In a September 23, 2026 company announcement, Alibaba Cloud reported 107 availability zones across 31 regions and said it planned to establish its first cloud regions in Türkiye, Finland, and the Netherlands over the following 12 months, while expanding its data-center footprint in Malaysia, Germany, the UAE, France, and Hong Kong. The footprint figure is company-reported, and the proposed regions and expansions were plans at the time of that announcement—not evidence of Hibrid-specific infrastructure.
