Achievo Corporation announced on February 27, 2007, that it had raised $24 million in Series B financing from institutional and private investors. The San Ramon, California-based company used a local-front-end, China-back-end model: customer-facing teams in local markets supported software development and delivery operations in China.
The announcement, distributed through Xinhua-PRNewswire, does not name the investors or disclose valuation, security type, ownership dilution or a detailed spending budget.

A Japanese-language company-related release dated April 5, 2007, also said the Series B had been completed in February, providing contemporaneous corroboration: Value-Press release. Neither source supplies a dollar-by-dollar account of the financing.
How Achievo’s outsourcing model worked
Achievo presented itself as a global offshore software and IT-outsourcing provider. Its “local front-end, China back-end” structure put customer relationships and market access in local offices while Chinese teams handled engineering and delivery. The company said it combined this structure with lower-cost offshore capacity and local familiarity.

Achievo said it had offices and delivery capabilities in 14 cities worldwide at the time of the financing. That wording does not necessarily mean 14 offices. A separate regional economic report described an earlier point in time as approximately 1,000 employees in 12 offices, with about 80% in six mainland Chinese locations; the figures come from different dates and should not be combined. The report is available from the Bay Area Council Economic Institute.
Customers and target industries
According to Achievo’s announcement, its customers included Accela, Audi, BMO Bank of Montreal, Computer Associates, China Mobile, DaimlerChrysler, Hitachi, Honda, Mitsubishi, NETGEAR, Nomura, Siemens, Toyota and Vidient. The company identified financial services, automotive, telecommunications and technology as target industries. These are company-supplied customer and positioning claims, not an independently audited customer list.

Why China mattered to the 2007 strategy
The financing came during a period when China was being promoted as an emerging destination for outsourced software development. The contemporary regional report pointed to China’s expanding engineering workforce, dispersed software-company base and labor-cost advantages, while noting competition from India and other offshore markets.
The same report described why Achievo retained a Northern California base: local operations could help bridge European and Asian time zones and allow customers to contract under U.S. law. The model’s trade-off was the combination of local account management with cross-border delivery complexity, including coordination, language, time-zone, quality-control, data-handling and regulatory concerns. The available sources do not measure Achievo’s return on investment or customer satisfaction.

How Achievo said it would use the $24 million
Chief financial officer Julio Leung said the financing was sufficient for current obligations and future operating needs. He added that Achievo might seek additional financing for major acquisitions or strategic corporate-development initiatives.
That statement is a broad use-of-proceeds description, not a committed acquisition plan. The announcement gives no hiring target, revenue goal, acquisition pipeline or allocation among operations, research, sales and expansion.

Expansion before and after the round
Prior acquisitions
Achievo’s chief executive said the company had grown organically and through mergers and acquisitions during its first five years. The regional economic report cited three earlier transactions: Jeyo Computer Technology Ltd. in Guangzhou, reported in November 2005; VisualSoft in Taiwan, reported in March 2006; and Shanghai Wintech Software Co. Ltd., reported in April 2006. Those transaction details are attributed to the report rather than independently verified deal filings.
Computer Associates engagement
In April 2007, InfoWorld reported that Computer Associates had hired Achievo to provide implementation, customization and maintenance services for CA software in China. The article said the relationship followed Achievo’s work for Huawei and the hiring of CA-certified engineers in Beijing. It demonstrates continued commercial activity shortly after the financing, but does not establish that the $24 million directly funded the engagement.

Recognition cited in the announcement
Achievo’s February release said the company had been named among the International Association of Outsourcing Providers’ top global outsourcing companies for 2007 and ranked No. 2 on the Brown-Wilson Group’s annual Top Ten Offshore Outsourcing Vendors in China list. The announcement is the source for those claims; the underlying ranking publications are not included here. They should therefore be read as attributed recognition, not independent proof that Achievo was a market leader.
What remains unknown
- Which institutional and private investors participated
- Whether there was a lead investor
- The valuation and dilution
- Whether the security was common equity, preferred equity or another instrument
- The exact allocation of the proceeds
- Revenue, profitability and the long-term outcome of the round
- Achievo’s current corporate operating status, which the cited historical sources do not establish
The announcement also uses Silicon Valley and San Ramon, California, language, while one later regional report contains Dublin-related wording. Those historical references should not be treated as proof of a single current headquarters without additional corporate records.
Bottom line on the 2007 financing
Achievo’s $24 million Series B was a company-announced bet on a cross-border outsourcing model that paired local customer access with Chinese engineering and delivery. The strongest evidence is the February 27, 2007 company release, supported by the April Value-Press repetition and contemporaneous reporting on a Computer Associates engagement. The record confirms the amount and broad strategic purpose, but not the investors, deal terms, valuation or eventual financial result.
