Why Howells wanted to buy the landfill
Howells, a Newport resident, says a hard drive containing the private key for his Bitcoin wallet was mistakenly thrown away in 2013 and taken to Docksway Landfill in Newport, South Wales. The figure of 8,000 BTC is his asserted amount, recorded in the court’s description of his case—not an independently confirmed amount of Bitcoin he can access. In February 2025, after losing his court case, Howells was reported to be interested in buying the landfill as a way to pursue recovery. The proposal was a reported plan, not a completed purchase or excavation. Fortune reported on the purchase proposal.
What the High Court decided
On 9 January 2025, the High Court dismissed Howells’s claim against Newport City Council. It concluded that the particulars of claim showed no reasonable grounds and that the claim had no realistic prospect of succeeding at trial. The decision concerned the legal claim; it was not a finding that the hard drive had been located or that the Bitcoin could be recovered. LocalGov reported the ruling.

Judge Andrew Keyser KC wrote: “I consider that the particulars of claim do not show any reasonable grounds for bringing this case. I also consider that the claim would have no realistic prospect of succeeding if it went to trial and that there is no other compelling reason why it should be disposed of at trial.” Newport City Council’s spokesperson told LocalGov: “We have been very clear and consistent all along that we are unable to help Mr Howells in this matter.”
What changed after the buy-the-dump proposal
In an August 2025 interview, Howells told The Block that he was no longer pursuing a landfill purchase or excavation. He said he had not given up his wider effort, but was changing direction. The Block’s interview explains the shift.

Decrypt separately reported that Howells was proposing Ceiniog, a Bitcoin Layer 2 and token project. These reports describe his plans; they do not establish that a token launched, that buyers would have an enforceable claim to the inaccessible Bitcoin, or that the private key had been recovered. Is the missing Bitcoin worth $800 million?
“$800 million” is a headline valuation tied to Bitcoin’s market price at a particular time, not a fixed value or a verified recoverable fortune. The value of 8,000 BTC would fluctuate with the market, and the 8,000 BTC figure itself is Howells’s claim as recorded in the case. No current dollar valuation is established here. More importantly, a market valuation does not demonstrate that anyone can access or sell the coins.

What is known—and what remains unconfirmed
