The confirmed Leeds comment is a conditional assessment from BBC Radio Leeds’ Adam Pope, while Leicester City’s separate six-point appeal provides context—not evidence of Leeds’ position.
What has been said about Leeds United’s finances?
In a BBC Sport Q&A published on 27 March 2026, BBC Radio Leeds’ Adam Pope said: “As far as I understand it, the club will be fine from a PSR point of view (or Squad Cost Ratio as it will become).” His view was conditional on Leeds remaining in the Premier League; he also said player sales could create headroom, while improved player contracts would have the opposite effect. Read the BBC Q&A.
This was Pope’s dated understanding, not an official Leeds United disclosure or a finding by a football regulator. It should not be attributed to Phil Hay. The available reporting does not verify the specific Phil Hay update described in the original headline.
What happened in Leicester City’s case?
On 8 April 2026, the Premier League said an independent Appeal Board dismissed Leicester City’s appeal against a six-point deduction. The sanction followed a finding that Leicester breached the EFL’s Profitability and Sustainability (P&S) Rules for the period ending in the 2023/24 season. The Premier League’s statement says the applicable loss threshold in the case was £83 million. Leicester’s accounts covered 37 months after the club extended its accounting year-end, but the Commission applied a 36-month assessment period. BBC Sport reported that the Commission calculated Leicester’s losses at £20.8 million above the limit. Read BBC Sport’s report.

The appeal decision concerned Leicester’s accounts and rules, not Leeds’ compliance. Its figures cannot be transferred to Leeds or treated as evidence that Leeds faces the same outcome.
Which financial rules apply to Premier League clubs now?
The rule framework has changed. The Premier League says its Squad Cost Ratio (SCR) and Sustainability and Systemic Resilience (SSR) rules replaced PSR from the start of the 2026/27 season. PSR remained in effect during 2025/26, with SCR operating in “shadow” form; the League also says it retains enforcement powers for earlier PSR periods. See the Premier League’s explanation of the new system.

| Framework | What it measures | Timing and caveat |
|---|---|---|
| PSR | Overall profit and loss | Applied through 2025/26. Earlier periods may still be subject to enforcement. |
| SCR | On-pitch spending against football-related revenue and net profit or loss on player sales | In force from 2026/27. The headline threshold is 85%, with additional headroom provisions; that figure alone does not determine whether a club is sanctioned. |
| SSR | Sustainability and systemic resilience tests | Introduced alongside SCR from 2026/27; it is a separate part of the new framework. |
That distinction matters when interpreting a “PSR update”: a statement about past PSR compliance is not automatically a statement about a club’s current SCR or SSR position. The Premier League’s explanation describes separate tests and enforcement steps, so the 85% SCR threshold should not be read as an automatic sanction trigger.

What Leeds supporters can reasonably conclude
- Pope’s March 2026 comment offered a conditional outlook, not a guarantee or formal compliance confirmation.
- Leicester’s appeal concerned Leicester’s own EFL P&S breach and does not establish anything about Leeds’ finances.
- For 2026/27, the Premier League’s current framework is SCR and SSR, while PSR remains relevant to historical periods and possible enforcement.
