A 57-apartment and three-townhouse development proposed opposite Westfield Booragoon was approved by the Metro Inner Development Assessment Panel (MIDAP) on 15 April 2025. PerthNow reported that the panel voted 3–2, against the City of Melville’s recommendation to reject the application. The approval was contested over the project’s scale, street access and potential effects on nearby residents.
Where is the approved development?
The application covers Lot 585 Bragor Place and Lots 274 and 275 Almondbury Road in Ardross, across from Westfield Booragoon. PerthNow described the proposal as three blocks containing 57 apartments and three townhouses, with a rooftop garden. It reported a proposed development value of $38.5 million. Those figures describe the proposed scheme, not a confirmed construction cost or completed project. PerthNow’s report
Why did the panel approve it?
The majority’s reasoning, as reported by PerthNow, was that the proposal fit the planning framework and that the site’s position opposite the shopping centre made it appropriate for greater density and height. Presiding member Francesca Le Fante said: “It is the most appropriate location for high density and height being directly opposite the shopping centre which has heavy traffic movement.” Her statement explains the majority’s location-based rationale; it does not resolve the objections raised about the project’s particular design or access.

The applicant’s presentation memorandum, dated 11 April 2025, argued that the design met the Melville City Centre Structure Plan objectives and R-Codes, that its height and design were appropriate, and that the transport network could accommodate it. What concerns did residents and the City raise?
PerthNow reported objections to the building’s appearance and to locating access on Bragor Place, a cul-de-sac. City representatives raised concerns about child safety, traffic, visual impact and the scale of the community benefits. These were objections and concerns presented in the planning debate, not established findings that the development would cause harm.

Melville councillor Daniel Lim framed the safety objection in strong terms: “It presents a serious safety risk for children in Applecross and Ardross and it is based on what I believe is a flawed assumption that they will navigate traffic like adults.” This is Lim’s stated view; the reporting does not provide an independent safety analysis or traffic-count evidence establishing that conclusion.
How were the community benefits valued?
Urbis associate director Rebecca Travaglione told PerthNow that the applicant’s calculation put the community benefits at around $3.5 million. She said: “The benefits of this development to the community, we put a value to that, which you would have seen is around $3.5m under our calculation.” The figure is the applicant’s valuation as reported by PerthNow, not a verified independent estimate. What the approval does—and does not—establish
The recorded decision establishes that MIDAP approved the application on 15 April 2025, despite the City of Melville’s recommendation to reject it. The material cited here does not establish whether construction has started, whether the approval has since been amended or appealed, or what final operative conditions apply. The approval should not be taken as evidence that the development has been built or that all construction details are settled.
