Pasture, Rangeland, and Forage Insurance for Cattle Producers

USDA PRF can help manage precipitation risk on eligible perennial forage, but payments follow a grid-based rainfall index—not an individual ranch’s loss or a drought declaration.

USDA’s Pasture, Rangeland, and Forage (PRF) Rainfall Index insurance can help eligible cattle producers manage the financial risk of low precipitation on perennial forage. It does not insure your ranch’s measured forage yield or pay simply because drought is declared: payment depends on a rainfall index for the grid and two-month intervals selected in the policy.

What PRF insurance covers—and what it does not

PRF is an area-based federal crop insurance policy for eligible perennial pasture, rangeland, or forage used to feed livestock. Its Rainfall Index is intended to address precipitation risk to forage production, as the USDA Risk Management Agency (RMA) explains.

The policy compares precipitation in a selected grid and two-month interval with the historical normal for that same grid and interval. It does not measure an individual operation’s forage production, rainfall gauge, or on-ranch loss. A drought declaration by itself does not trigger payment. RMA’s FAQ says the covered peril is lack of precipitation; PRF is not comprehensive insurance against every cause of forage loss, such as high temperatures or wind.

How the rainfall index can lead to a payment

  1. Acreage is assigned to grid or grids. The Rainfall Index uses NOAA Climate Prediction Center precipitation data and grid cells described by RMA as 0.25 degrees latitude by 0.25 degrees longitude—approximately 17 by 17 miles at the equator. The dimensions are approximate and vary geographically.
  2. You select two-month intervals. Each interval is evaluated against its own historical normal for the grid. You choose the intervals that matter to your forage growth and grazing or haying calendar.
  3. You choose a coverage level and productivity factor. RMA’s September 2025 fact sheet lists coverage levels from 70% through 90%. The productivity factor is another policy setting used in calculating protection; discuss its effect and cost with an agent.
  4. RMA compares the final index with the policy trigger. If an insured interval’s final grid index falls below its trigger, an indemnity may be payable. RMA calculates the result and the insurer processes payment; the index trigger does not require an individual forage-loss adjustment.

Because the index represents an area rather than one ranch, it creates basis risk: the grid can show a low index when your acreage received useful rain, or your forage can suffer even when the grid index does not fall below the trigger. An individual rain gauge or drought declaration is not a substitute for the policy’s grid index.

How to assess whether PRF fits your operation

Confirm eligible acres and your insurable interest

Start with the acres’ crop, county, perennial status, and intended livestock use. Ownership, lease, grazing permit, share, and acreage documentation can affect insurability. RMA’s August 29, 2025 2026 crop-year bulletin says land is not insurable without ownership, a lease, or documentation verifying share; lease or lease-certification documents must be signed and submitted by the acreage reporting date and be effective for the crop year. Check current policy provisions and deadlines rather than relying on a prior year’s paperwork.

Match intervals to forage needs, not just calendar habit

Use RMA’s Grid ID Locator and historical-index tools to identify the relevant grid or grids and review how their past intervals performed. Compare those histories with your production records and the seasons when precipitation usually matters to forage growth. There is no universally best interval: local growing patterns and the relationship between grid history and your operation matter.

Compare protection settings with costs and the value at risk

Decide which eligible acres to insure, then discuss the 70%–90% coverage-level choices, productivity factor, premium, and potential protection with a crop insurance agent. Premiums, rates, and index outcomes depend on location and policy choices; the available information does not support a universal price or expected payment. Historical indices help you evaluate fit, but they do not predict future rainfall or guarantee an indemnity.

Check crop-year rules and records

For the 2027 crop year, RMA’s September 8, 2026 bulletin announces a grazing-use livestock interest threshold of at least 25% of average stocking rate, a requirement to retain stocking-rate records for three years after the crop year, and a limit of 25% of value for the January–February interval. These are announced changes for 2027; confirm the final applicable policy language and documentation requirements with RMA or an agent.

RMA’s Rainfall Index overview says programs with an August 31 contract change date use NCEI weather data starting in crop year 2027 and gives separate timing for Annual Forage. Check current PRF-specific materials for the data source and rules that apply to the crop year you are considering.

Where PRF is available and what alternatives to compare

RMA’s September 2025 fact sheet describes PRF availability in the contiguous 48 states, subject to exceptions for some grids that cross international borders. Confirm the applicable crop-year availability for your acreage. RMA also notes that other livestock plans and Annual Forage insurance are available. Annual Forage is for acreage planted each year; PRF addresses eligible perennial forage. Which, if either, suits an operation depends on its acreage, use, risks, and policy terms.

Practical steps before enrolling

  1. Locate the acreage in RMA’s grid tool and confirm the county, eligible crop, intended use, and insurable interest.
  2. Review historical grid indices and compare interval timing with ranch production records and the forage season.
  3. Choose the acres and intervals to evaluate, then ask a crop insurance agent to explain coverage-level and productivity-factor options, premiums, and basis risk.
  4. Verify current crop-year provisions, reporting deadlines, lease or permit records, stocking documentation, and the applicable rainfall data source.

Use RMA’s decision-support tools to inform the comparison, not as a forecast or promise of payment. The policy’s index—not your weather station reading, a drought declaration, or an individual observed loss—determines whether the rainfall trigger is met.
