City of Vincent Vacant-Land Rates: What Owners Pay in 2026/27

City of Vincent’s adopted 2026/27 budget raises rates for vacant properties and undeveloped land by 40.9%. The individual bill depends on valuation, category rate and minimum charge.

City of Vincent has adopted a higher rate for vacant properties and undeveloped land in its 2026/27 budget, describing the 40.9% increase as a way to encourage development and new housing supply. That is a category-level policy increase—not a promise that every owner’s bill will rise by exactly 40.9%. Your bill depends on the property’s valuation, applicable rate and minimum charge.

What changed, and when?

The vacant-land rate has changed across two budget years. In 2025/26, the City proposed a 25% increase for the “Vacant – Residential” category. The later 2026/27 budget, adopted on 17 June 2026, describes a 40.9% increase for vacant properties and undeveloped land. The City’s current rates page lists a general “Vacant” category for 2026/27, so the category labels are not identical across the two years.

Because the 2025/26 and 2026/27 category descriptions differ, do not read this table as a direct comparison of identical classifications for every property. For the current category and charge applicable to a particular parcel, check the City’s rates information or contact the City.

Why is the City charging more?

The Council says the higher rate is intended to encourage development and increase housing supply by making it more costly to hold vacant or undeveloped land. That is the stated policy objective; the City material cited here does not establish that the rate change has produced more development.

The broader 2026/27 budget also funds day-to-day services. Mayor Alison Xamon said the community expects “well-maintained roads, safe streets, accessible footpaths and clean public spaces.” The City’s estimate that a median household would pay an additional $1.85 per week, or $96.20 per year, relates to the overall proposed residential increase—not to a vacant-land owner’s bill.

How Vincent calculates a rates bill

For most properties in Vincent, the rating valuation is Gross Rental Value (GRV), an estimate of the property’s annual rental income. A property does not have to be rented out for GRV to apply.

The basic calculation is the applicable rate in the dollar multiplied by the property’s valuation. If that calculation is below the minimum for the category, the minimum rate applies. The City explains its calculation and valuation approach on its rates and valuations page.

How to estimate your own charge

  1. Find the property’s rating valuation and confirm its current rating category with the City.
  2. Multiply the valuation by the applicable 2026/27 rate in the dollar. For the City’s listed “Vacant” category, that rate is 0.12900000.
  3. Compare the result with the applicable minimum of $1,794.97. If the calculated amount is lower, the minimum applies.
  4. Check your rates notice and the City’s current rates guidance for any property-specific circumstances affecting the amount payable.

This calculation explains the rate mechanism; it is not an individual assessment. In particular, applying the 40.9% category-level increase to a prior bill will not necessarily give the exact change for a specific owner.
