The quote is from J. Howard Beales III, then director of the FTC’s Bureau of Consumer Protection, in the FTC’s 2002 release. It is relevant context for assessing a large advertised percentage, not a finding that Optifuel specifically is ineffective or fraudulent.
Does EPA approval prove a fuel saver works?
No. The EPA’s aftermarket retrofit evaluation program is voluntary, and participation should not be confused with EPA approval or endorsement. The EPA says it does not approve, certify, endorse, or register products through the program; it also does not approve independent laboratories or their test results. Was Optifuel involved in an FTC case?
The FTC’s 2006 enforcement release concerned FuelMAX and Super FuelMAX, a different magnetic device. The release described allegations and a settlement over claims for those products; it does not establish that Optifuel was investigated, tested, or subject to enforcement.
