FirstElement Fuel called its planned station the world’s first designed for high-flow fills of 80 kilograms in under 10 minutes—a company claim about its fast-fill design, not an independently verified global first for every commercial-truck hydrogen station.
What opened in Oakland
The facility was developed by FirstElement Fuel on East Bay Municipal Utility District (EBMUD) property at 2450 Engineer Road. It supports NorCAL ZERO, a California Energy Commission- and California Air Resources Board-funded project deploying 30 Hyundai XCIENT Class 8 hydrogen fuel-cell electric trucks in freight operations around the Port of Oakland and across the Bay Area and Central Valley.
The project connects several partners: Hyundai supplied the trucks, G.E.T. Freight (a Glovis America business) operates them, and Papé Trucks maintains them at a San Leandro facility. The Port of Oakland is the freight hub at the center of the drayage work. The Port said the trucks haul freight and cars to destinations in the Bay Area and Central Valley; Hyundai described container movements from the Port of Oakland and vehicle movements from the Port of Richmond.
Why the “world’s first” label needs context
In October 2023, FirstElement Fuel described the planned Oakland facility as the first in the world to use fast-fill components and protocols capable of fueling a truck with 80 kilograms of hydrogen in under 10 minutes. That is the company’s claim about the station’s design. The cited government and Port sources establish the station’s operation and role in NorCAL ZERO, but do not independently verify an unrestricted claim that it was the first commercial-truck hydrogen station anywhere.

The distinction matters: a claimed fill capability is not the same as an independently measured result for routine operations. The available information supports describing this as a heavy-duty station built around a company-announced high-flow, sub-10-minute fill design.
Dedication and public opening were separate milestones
- Third quarter of 2021: FirstElement Fuel signed a lease with EBMUD for the Engineer Road site and began development, design, and permitting.
- May 2, 2024: The Port of Oakland marked the project’s official dedication.
- August 30, 2024: A CARB project report says the station fully opened to the public.
These dates describe different milestones; the dedication announcement is not the same as the reported public opening date.

The storage and daily-capacity figures are not interchangeable: one is the Port’s stated amount of hydrogen stored at the station, while the other is FirstElement Fuel’s announced daily design capacity. The available sources do not establish actual current throughput.
How the station fits into the freight project
NorCAL ZERO combines vehicles, fueling infrastructure, and maintenance support rather than relying on a station alone. The Oakland site supplies hydrogen for the truck deployment, while maintenance is handled at Papé Trucks’ San Leandro facility. The Port describes the trucks as serving regional freight and vehicle movements; the project’s stated range is intended to support those routes without treating a diesel truck’s range or refueling pattern as an assumed one-to-one comparison.

Hyundai estimated that the project could reduce carbon emissions by more than 24,000 metric tons compared with diesel-powered vehicles. That figure is a projection attributed to Hyundai, not a measured emissions outcome.
Do not confuse it with Oakland’s retail hydrogen station
The NorCAL ZERO heavy-duty facility at 2450 Engineer Road is separate from the retail hydrogen station at 350 Grand Avenue. The California Energy Commission documented the Grand Avenue location in 2022 as a retail station with two fueling positions. That retail-site description should not be used to infer access or fueling arrangements at Engineer Road.

What is not established about current use
The cited project sources document the station’s opening, reported specifications, and intended fleet role. They do not verify its operating status, current fuel availability, access conditions or hours, or actual present-day throughput. The Port’s stated capacity to support more than 200 trucks a day should therefore not be read as proof that that number of trucks is currently being fueled daily.
