North Carolina Appropriates $500 Million for Helene Recovery

North Carolina appropriated $500 million from its Helene Fund for FY 2025–26. The law directs money to roads and bridges, FEMA recovery costs, agriculture, local governments, schools, fire services, parks, and more.

North Carolina enacted a $500 million Helene recovery appropriation for fiscal year 2025–26. It is distinct from the $700 million lawmakers moved into the state’s Helene relief fund: the $500 million is the amount appropriated from that fund for specified programs. The enacted law details those allocations, but the available reporting does not establish the precise late-hour negotiations implied by the original headline.

How much did North Carolina pass for Helene relief?

Session Law 2025-26, House Bill 1012, appropriates $500 million in nonrecurring funds from the Helene Fund for fiscal year 2025–26. “Nonrecurring” means this is a one-time appropriation, not an ongoing annual amount. The appropriation is aimed at state and local recovery programs rather than a single general payment to residents. North Carolina General Assembly

The distinction between the fund transfer and the spending authorization matters. The Associated Press reported that lawmakers moved $700 million into the Helene relief fund and appropriated $500 million from it. The $700 million is not the same figure as the $500 million appropriation, and the latter is the amount allocated by HB 1012. AP also described separate federal water and sewer grants and state transportation funds focused on Helene repairs; those amounts should not be added to the $500 million as though they were part of this appropriation.

What does the $500 million appropriation fund?

The law distributes funding across infrastructure, agriculture, local government, emergency response, schools, parks, and other recovery needs. The largest agency allocations include $208 million to the North Carolina Emergency Management division (NCEM), $96.25 million to the Office of State Budget and Management (OSBM), and $63 million to the Department of Agriculture and Consumer Services.

The law also provides $3 million for a disaster-recovery constituent portal and $1 million for the North Carolina School for the Deaf, and includes provisions for public-school capital and state transportation recovery financing. These items sit alongside the larger allocations above; the program rules and timing are governed by the enacted text.

Major NCEM recovery programs

  • $75 million for the Private Road and Bridge Repair Program.
  • $70 million for North Carolina’s nonfederal share of FEMA disaster-recovery programs.
  • $25 million for aerial-asset accessibility.
  • $20 million for the Helene Flood Mitigation Grant Program.
  • $18 million in reconstruction grants to organizations that are members of Voluntary Organizations Active in Disaster (VOAD).

Selected agriculture and environmental allocations

  • The agriculture department’s $63 million includes $25 million for farm-infrastructure losses, $15 million for streamflow rehabilitation, $15 million for wildfire assets and preparedness, and $8 million for agricultural manufacturing and processing projects.
  • The Department of Environmental Quality’s $13 million includes $10 million for dam-safety grants and $3 million for landslide-hazard mapping.

Is this a direct payment to households or property owners?

HB 1012 primarily funds agencies, local governments, institutions, infrastructure, and grant programs. Its allocations do not establish a single $500 million household-payment program. Some programs may benefit residents or property owners through repairs and recovery work, but eligibility, application steps, award timing, and whether a specific person qualifies depend on the individual program’s statutory and administrative rules.

This appropriation is also separate from North Carolina’s March 2025 Helene package, which AP reported as a distinct $524 million measure. Its figures and programs should not be folded into the HB 1012 breakdown.

What is known about the “eleventh-hour” Republican deal?

The enacted law establishes the appropriation and its program allocations. AP’s June 2025 coverage provides the broader session context, including the $700 million fund transfer and $500 million appropriation, but the available sources do not verify the specific late-hour negotiation mechanics suggested by the headline. They do not establish a private agreement, a precise sequence of vote-time events, or a named negotiator, so those details should not be inferred.
