Agriculture, Energy and Conservation Groups React to Doug Burgum’s Interior Confirmation

Burgum’s confirmation drew support from ranching, biofuel, oil and minerals groups, while clean-power and conservation organizations emphasized protections, habitat and balance.

The Senate confirmed Doug Burgum as Interior secretary on January 30, 2025, with an official vote of 80–17 and three senators not voting. Reactions were not a unified endorsement from “agriculture” or “energy”: ranching and biofuel groups welcomed his priorities, oil and gas organizations sought expanded development, and clean-power and conservation groups stressed balance, protections and accountability.

How the Senate vote was recorded

The Senate’s official roll-call page records Burgum’s confirmation as 80 yeas, 17 nays and three senators not voting. What agriculture and energy groups welcomed

Ranchers and federal grazing permittees

The National Cattlemen’s Beef Association (NCBA) and Public Lands Council (PLC) jointly congratulated Burgum. Kaitlynn Glover, PLC executive director and NCBA natural resources lead, said he had “a proven record of supporting rural communities and promoting a balanced approach to energy development and conservation.” The organizations framed ranchers as partners in stewardship, grazing-allotment regulation, ecosystem health and rural livelihoods. Successful Farming described PLC as representing 22,000 cattle and sheep producers with federal grazing permits in the West.

Biofuels

Monte Shaw, executive director of the Iowa Renewable Fuels Association, praised Burgum’s support for biofuels alongside petroleum. Shaw said, “As governor, Doug Burgum was a great champion behind biofuels and petroleum.” The association also pointed to nationwide, year-round E15 and a larger role for biofuels, and said its members looked forward to working with him.

Oil and gas

American Petroleum Institute (API) president and CEO Mike Sommers called Burgum a champion for American energy leadership. API said it wanted to work with him on federal leasing, reducing barriers to development on federal lands and waters, and a new five-year offshore program. Domestic minerals and energy security

SAFE congratulated Burgum and emphasized domestic mining and partnerships with allied countries to strengthen mineral supply chains, pairing those priorities with responsible stewardship and energy security. SAFE’s statement

What clean-power and conservation organizations emphasized

Clean power and an all-of-the-above approach

American Clean Power CEO Jason Grumet welcomed a whole-of-government approach, while arguing that agencies should align around an “all-of-the-above” energy strategy for a secure, reliable and sustainable future. His statement called for clean power to be part of the energy mix, rather than treating the confirmation as a mandate for one source alone.

Wildlife, habitat and Tribal rights

National Wildlife Federation president and CEO Collin O’Mara highlighted wildlife recovery, habitat restoration, Tribal treaty rights, appropriately sited low-emission energy, and reductions in pollution through carbon and methane management. Pheasants Forever and Quail Forever said they looked forward to working with Burgum on hunting access and habitat conservation, while describing public-resource management as a balance among recreation, energy, water and other uses.

Public-land protections and agency capacity

Conservation Lands Foundation CEO Chris Hill argued that energy production and protection need not be opposites: “no one has to choose between energy production and protecting the public lands we all love and need.” The foundation urged Burgum to maintain existing protections and secure resources for the Bureau of Land Management (BLM). Hill said outdoor recreation on BLM lands contributes more than $11 billion to the economy; that figure was attributed to Hill by Successful Farming, not independently established here.

Jennifer Rokala, executive director of the Center for Western Priorities, called for Interior funding to keep moving and said, “Secretary Burgum has to decide if he will be a force for chaos or consistency on America’s public lands.” These were demands for follow-through and predictable management, not a blanket endorsement of all policies associated with Burgum.

Why the reactions matter for Interior

Interior administers federal lands and waters, including decisions affecting grazing, leasing, mining, habitat and recreation. The competing statements reflect different stakes in those decisions: some groups prioritized access and resource production; others supported collaboration while calling for habitat safeguards, Tribal rights, pollution controls or continued land protections.

The policy tension was visible in Burgum’s January 16, 2025 confirmation hearing and written answers to senators. In his answers, he repeatedly said he would implement laws enacted by Congress, and the record addressed renewable incentives, energy development, public lands, water and Tribal responsibilities. In AP’s account of the hearing, Burgum argued that energy development could promote peace and lower consumer costs and questioned renewable-power reliability; AP also reported Senator Brian Schatz criticizing the administration’s fossil-fuel direction. After he was sworn in, Burgum’s Interior Department statement presented energy development and stewardship as complementary goals: “We will achieve Energy Dominance by sustainably developing our natural resources while championing clean air and clean water, protecting our most beautiful lands, and expanding outdoor recreation!” He also said natural resources should be treated as “national assets” for the benefit and use of the American people. How to read the endorsements and warnings

  • Support was interest-specific. Grazing organizations highlighted working lands and stewardship; biofuel advocates highlighted E15 and fuel-market opportunity; API sought leasing and fewer development barriers.
  • Conservation responses mixed cooperation with conditions. Wildlife and land groups identified areas for partnership but also named protections, habitat, Tribal rights and agency capacity as priorities.
  • Confirmation did not settle policy outcomes. The statements show what organizations wanted from the incoming secretary, not a consensus across entire sectors or proof those priorities would be adopted.
