Michael G. Whitaker was President Joe Biden’s nominee to lead the Federal Aviation Administration (FAA). Biden announced his intent to nominate Whitaker on September 7, 2023, when Whitaker was chief operating officer of Supernal, a Hyundai Motor Group company developing an advanced air mobility vehicle. The Senate confirmed him 98-0 on October 24, 2023; he was sworn in three days later. His service ended in January 2025, according to the FAA’s former-official listing.
Who is Michael Whitaker?
Whitaker is an aviation executive and lawyer who brought prior FAA leadership experience to the administrator’s office. The White House nomination biography says he served as FAA deputy administrator from 2013 to 2016 and spent 15 years at United Airlines in roles including director, vice president, and senior vice president. Before his nomination, he was chief operating officer of Supernal.
His career also included leadership at InterGlobe Enterprises and legal work at TWA. He is a private pilot, holds a juris doctor from Georgetown University Law Center, and has served on the board of the Flight Safety Foundation. The FAA identifies him as the agency’s nineteenth administrator.
What experience did he bring to the FAA?
Whitaker had worked both inside the FAA and across private aviation and travel businesses. During his earlier FAA tenure, the White House biography says he helped advance the shift in air traffic surveillance from radar to satellite-enabled technology, including the system known as ADS-B.

That mix of agency, airline, business, and legal experience formed the background to Biden’s choice. His later FAA administrator tenure ran from October 2023 to January 2025.

What did Whitaker say his priorities would be?
At his October 4, 2023 nomination hearing, Whitaker told the Senate Commerce Committee: “My top priority as Administrator will be safety.” His written testimony also addressed the FAA workforce, safety culture, agency oversight, and technological change. These were priorities he stated as a nominee in 2023, not a current administrator’s agenda.
