What did Mastercard say?
In a statement reported by GameSpot on August 1, 2025, Mastercard said: “Mastercard has not evaluated any game or required restrictions of any activity on game creator sites and platforms, contrary to media reports and allegations.” GameSpot’s report
The company framed its role as setting standards for transactions on its network: “Our payment network follows standards based on the rule of law. Put simply, we allow all lawful purchases on our network. At the same time, we require merchants to have appropriate controls to ensure Mastercard cards cannot be used for unlawful purchases, including illegal adult content.” GameSpot’s report
That is Mastercard’s account of its policy and involvement. It does not, by itself, explain why storefront listings or payment options changed.

What did Valve say about the payment chain?
Valve’s statement, reported by GamingOnLinux on August 1, 2025, described concerns being passed through payment providers rather than delivered directly by Mastercard. Valve said: “Mastercard did not communicate with Valve directly, despite our request to do so.” It said payment processors and acquiring banks communicated the concerns to Valve.
Valve said it had explained its policy, in place since 2018, of attempting to distribute games that are legal to distribute. According to Valve, payment providers rejected that position and specifically cited Mastercard Rule 5.12.7 and risk to the Mastercard brand: “Payment processors rejected this, and specifically cited Mastercard’s Rule 5.12.7 and risk to the Mastercard brand.” GamingOnLinux’s report
The distinction matters: Mastercard is a card network; processors and acquiring banks provide services that connect merchants to card networks; Steam is the storefront making decisions about what it lists and how it handles access. Valve attributed the cited concerns to its payment providers. The reporting does not establish that Mastercard contacted Valve directly or ordered the removal of any particular title. What role did Mastercard Rule 5.12.7 play?
PC Gamer reproduced Rule 5.12.7 as applying to transactions that are illegal or that, in Mastercard’s sole discretion, may damage its goodwill or reflect negatively on its marks. The report also described examples of content Mastercard’s rules characterize as patently offensive. PC Gamer’s report

That reported language helps explain why Valve said providers raised both the rule and brand risk. It is not proof that a particular game broke the law or violated Mastercard’s rules. Nor does a payment-network rule, on its own, show which storefront decision was made or who made it.
Why did Itch.io respond differently?
Itch.io’s July 30, 2025 update described uncertainty about payment services while it awaited final determinations from Stripe and PayPal. It said it had suspended Stripe payments for 18+ content “for the foreseeable future” and was contacting other processors: “We are actively reaching out to other payment processors that are more willing to work with this kind of content.” GameSpot’s report on the update

Itch.io also said it was focusing on classification reviews and stricter age-gating. The platform described a particular challenge: its open user-generated-content model included over 2 million product pages, and it could not rely on user-provided tags to be accurate.
