Mastercard Denies Requiring Game Restrictions, While Valve Describes Pressure Through Payment Intermediaries

Mastercard denied evaluating games or requiring restrictions, while Valve said payment intermediaries cited a Mastercard rule and brand risk. Here’s what is established—and what is not.

Mastercard said on 1 August 2025 that it had not evaluated games or required game-platform restrictions. Valve, however, said payment processors and acquiring banks told it Mastercard Rule 5.12.7 and concern about brand risk were behind their demands. Those accounts describe different parts of the dispute: Mastercard’s public denial and Valve’s account of what intermediaries communicated.

What did Mastercard deny?

In a company statement dated 1 August 2025, Mastercard said: “Mastercard has not evaluated any game or required restrictions of any activity on game creator sites and platforms, contrary to media reports and allegations.” The statement also said its network allows lawful purchases while requiring retailers to maintain controls to prevent unlawful purchases, including purchases of illegal adult content. That is Mastercard’s account of its own conduct and policy. It does not, by itself, explain what processors or acquiring banks may have told individual platforms.

What did Valve say happened?

A contemporaneous GamingOnLinux report reproduced a statement attributed to Valve on 1 August 2025. Valve said Mastercard did not contact it directly, despite Valve’s request, but communicated with payment processors and their acquiring banks. According to Valve, the processors then contacted Valve, rejected its explanation that Steam had tried since 2018 to distribute games legal for distribution, and cited Mastercard Rule 5.12.7 and risk to the Mastercard brand. This is Valve’s account, as reproduced by the outlet; the report does not independently establish the underlying communications. It differs from Mastercard’s denial in the role attributed to the intermediaries, but does not establish that Mastercard directly ordered Steam to remove or restrict particular games.

Why do payment processors and acquiring banks matter?

A card network, such as Mastercard, sets network rules. Payment processors and acquiring banks are separate participants that handle payment acceptance for merchants and communicate requirements or risk concerns to them. Valve’s account describes a chain of communication through those intermediaries rather than direct contact from Mastercard to Valve.

That distinction matters when interpreting claims that Mastercard “pressured” Steam or banned games. The available accounts support saying that Valve reported intermediaries cited Mastercard’s rule and brand risk; they do not establish every step of the decision-making process or prove a direct Mastercard instruction to the platform.

What does Mastercard Rule 5.12.7 say?

Game Developer’s 4 August 2025 report reproduced language from Rule 5.12.7 barring merchants from submitting transactions that are illegal or that, “in the sole discretion of the Corporation,” may damage Mastercard goodwill or reflect negatively on its marks. The reproduced wording also refers to patently offensive material lacking serious artistic value and other material Mastercard deems unacceptable. Read the contemporaneous report.

What did the FTC do in March 2026?

On 26 March 2026, the Federal Trade Commission announced that Chairman Andrew N. Ferguson had sent warning letters to PayPal, Stripe, Visa, and Mastercard. The FTC said the letters raised concerns about publicly reported denials of financial services based on political or religious views. It warned that certain practices inconsistent with terms of service or customer expectations may violate the FTC Act and could lead to investigation and enforcement. A warning letter is not a final finding that Mastercard violated the law. The FTC announcement also did not determine whether Mastercard was responsible for the game-platform episode described by Valve.

How to read the dispute

  • Mastercard’s position: It denied evaluating games or requiring restrictions on game creator sites and platforms, while describing controls against unlawful purchases.
  • Valve’s account: It said processors and acquiring banks relayed concerns citing Rule 5.12.7 and Mastercard brand risk.
  • The rule: Contemporaneous reporting reproduced broad language addressing both illegal transactions and transactions Mastercard considers harmful to its goodwill or marks; Mastercard cautions that online rule documents may not always be current.
  • The FTC letters: They raised concerns and warned of possible enforcement, but did not establish a violation or resolve this specific dispute.
