To compile a usable budget, gather recent pay stubs and bills, review several months of bank and credit-card activity, list monthly income and every expense—including irregular costs—and compare the totals. Then track what you actually spend and use the results to revise next month’s plan. A budget is a written plan for income and spending over a period, commonly a month.
1. Gather records before estimating
Start with recent pay stubs and bills, then review checking-account and credit-card transactions from the last several months. Account history helps surface costs that are easy to overlook when relying on memory, such as recurring subscriptions, transport, or occasional medical expenses. You can also keep a written spending log or use a financial-management tool; a paid tool is not required.
For a free starting point, consumer.gov’s budget worksheet provides a monthly format. The CFPB also offers a toolkit of money-management handouts, including spending and cash-flow tools.
2. Add up the income available to spend
List every income source, including wages and money received through benefits or support. Use take-home pay—the amount available after deductions—when comparing income with household spending. If income does not arrive monthly, consumer.gov recommends totaling the prior year’s income and dividing by 12 to estimate a monthly amount. Treat that as an estimate, especially if receipts vary substantially from year to year.

3. List recurring, variable, and occasional expenses
Write down expenses by amount, using bills and account activity where possible. Separate fixed costs, which tend to be similar each month, from variable costs, which can change. Include a miscellaneous category for costs that do not fit neatly elsewhere.
Fixed bills
Common examples include housing and utilities, insurance premiums, and other regular bills. Use the amount due rather than a remembered average when it is available.

Variable spending
Estimate categories such as food, transportation, clothing, and entertainment from recent transactions. If spending fluctuates, review several months rather than treating one unusually high or low month as typical.
Irregular costs
Look beyond monthly bills for expenses that arrive seasonally or only a few times a year. Examples include medical bills, school clothes, tuition, support for family members, seasonal recreation, gifts, charitable giving, and vacations. Include these costs in the plan so they do not appear to be surprises when the bill comes due.

4. Make savings part of the budget
Give regular savings a line in the plan, whether the goal is an emergency fund or another priority. Consumer.gov explains that savings can be treated as an expense in a budget. Putting it in the list makes the intended contribution visible instead of leaving it to whatever money happens to remain.
5. Calculate the monthly balance
Subtract the total of planned bills, spending, and savings from monthly income:

Monthly income − planned expenses and savings = remaining balance
If the remainder is positive, decide deliberately whether to assign it to savings or another priority. If it is negative, revisit categories that can realistically change. Do not make the arithmetic appear balanced by leaving out genuine costs; the point is to see the actual gap and plan around it.

6. Match the format to your needs
A monthly worksheet is useful for seeing the overall plan, while a week-by-week cash-flow budget can help when paydays and bills fall at different times. Paper and digital formats can both work; choose one that makes it practical to record amounts and review them. A paper planner or workbook is optional—the free government worksheets can cover the core task.
The CFPB’s Your Money, Your Goals toolkit includes a cash-flow budget that maps money coming in and going out by week. That view can reveal a tight week even when the month’s income is sufficient to cover the month’s total expenses.
7. Track actual spending and revise next month
- At the start of the month: Set planned income, expenses, and savings amounts.
- As you spend: Record purchases and bills in the same categories as your plan.
- At month end: Compare planned amounts with actual spending and note where the differences occurred.
- For the next month: Use what happened to adjust estimates and priorities. Update the budget when income, employment, or spending habits change.
If monthly totals seem fine but cash is short before payday, map income, bills, and expected spending week by week with the CFPB’s cash-flow budget and bill calendar. The problem may be timing rather than the overall monthly total.
