A video feed alone does not establish that a game is fair or that its operator is licensed where you live.
What is a live casino?
A live casino is an online gambling service that connects a physical game setup and human croupier to remote players through live video. The studio may be run by the casino or by a third-party streaming provider. A gambling platform delivers the feed, and players interact through a game interface, commonly on a website or desktop or mobile app.
PAGCOR’s E-Games Licensing Department describes this format in its Guidelines on Live Dealer Game Contents, revision 1, effective 15 November 2023. That definition applies to the Philippine regulatory context; it should not be treated as a universal legal definition.
How does a live dealer game work?
- The studio runs the physical game. A dealer operates equipment such as a roulette wheel or card deck.
- The platform streams the game. Video from the studio is delivered to the casino’s gaming software.
- You use the interface to participate. The screen presents the live feed and betting controls. You select a wager and submit it through the interface, subject to the game’s rules and deadlines.
- The physical game produces the result. In the format described by PAGCOR, the result comes from the live game rather than an RNG algorithm or computer program. The interface displays the outcome and settles the wager according to the game’s rules.
The exact games, controls, betting windows, and rules vary by service and game. Read the rules shown for the specific game rather than assuming every live table works the same way.

How is live dealer play different from RNG casino games?
The key distinction is how the result is generated. A live dealer game uses a physical game and human croupier, with the outcome conveyed through a live feed. An RNG game uses a random-number generator or computer program to produce results. This difference does not, by itself, show that one format is fairer, more transparent, or more favorable to the player.
For live games, the physical equipment and the way it is handled matter. The UK Gambling Commission identifies fair card shuffling, roulette wheel integrity, and dealing processes as factors affecting fairness. Seeing the equipment on screen is not a substitute for controls, oversight, and auditability.

What fairness controls should matter?
Great Britain: standards for live dealer studios
The UK Gambling Commission’s Remote Gambling and Software Technical Standards, RTS 17, state: “Live dealer operations must be fair and independently auditable.” The Commission’s guidance describes controls including casino-quality equipment and integrity monitoring, documented dealer training, appropriate supervision and video surveillance, access controls for secure areas and equipment, and game logs that can be analyzed for patterns. The RTS 17 page was last updated 27 January 2021; consult the regulator’s current materials for the latest requirements.
Physical devices and procedures
The Commission’s separate guide to live dealer casino games says physical game devices are subject to controls relating to supply, installation, and ongoing operation. It specifically discusses card shuffling, ongoing roulette wheel integrity measurement, and dealing procedures. These are examples of controls regulators consider important, not proof that any particular casino or table complies.

How to check whether a live casino is authorized where you are
Online gambling rules are jurisdiction-specific. A licence issued in one country does not automatically authorize an operator to serve players elsewhere, and a software-provider logo or live video stream is not evidence of local authorization.
- Identify the regulator for your location. Check the relevant regulator’s official website and rules rather than relying on an operator’s general claim that it is licensed.
- Search the regulator’s register for the operator. Confirm that the licence applies to the business and service you intend to use.
- Check that the relevant service and game are covered. Authorization may depend on the service and the market; do not infer coverage from another country’s licence.
- Review the operator’s responsible-gambling controls and the game’s rules. Understand what tools and terms are available before depositing or wagering.
Examples of jurisdiction-specific rules
In Great Britain, the UK Gambling Commission says an operator needs a remote casino operating licence to provide remote casino gambling to consumers there. Its licensing objectives include fair and open gambling and protecting children and vulnerable people.

In Greece, the Hellenic Gaming Commission describes its Type 2 B2C online licence as covering other online games, including casino games, live casino, and poker. It says that licence is mandatory for lawful online gambling provision to players in Greece and identifies requirements concerning player protection, responsible gambling, anti-money laundering, integrity, and security. These examples explain local frameworks; neither determines the rules in another jurisdiction.
PAGCOR’s Code of Practice is another local example: it sets responsible-gaming rules for PAGCOR-operated and licensed entities in the Philippines, including minimizing potential harm and prohibiting underage gambling.

What live casinos mean for your finances
Live casino play is wagering, not a way to earn income or make an investment. A human dealer, physical equipment, or real-time interface does not guarantee a win or remove the financial risk of gambling. Do not treat a strategy, fast interface, or visible game setup as a way to overcome the house edge.
