Making Safety Fun: How to Use Competition in Workplace Safety

Safety competitions can support learning and prevention, but they are not proven injury-reduction tools. Reward hazard reporting and corrective action, not silence.

Workplace safety competitions can make training and prevention activities more engaging, but there is not solid evidence that competition itself reliably reduces injuries. Use a challenge to encourage learning, hazard reporting and corrective action—not to replace hazard controls, required instruction or a comprehensive safety program.

Can safety competitions reduce workplace injuries?

They may encourage participation and learning, but those outcomes are not the same as preventing injuries. NIOSH describes games as training tools; its 2010 summary of a review of randomized controlled trials available at that time reported positive changes in knowledge, skills, attitudes and behavior, while noting that training alone had not been demonstrated to affect injuries or symptoms. Game-based safety tools do exist. NIOSH’s FY2020 report describes serious gaming software for mine safety and health, including systems that assess trainee performance and guide feedback, rewards and penalties. Its FY2023 report identifies the Mining Strong Card Game, developed with the Colorado School of Mines, as a health training tool for miners. What should a workplace safety challenge reward?

Reward constructive actions connected to the hazards workers actually face, rather than simply counting days without an injury. OSHA identifies leading indicators employers can use to monitor safety programs, including worker participation, suggestions, hazard and near-miss reports, response time, and completion of corrective actions. Choose a small set that reflects the work, define what counts, and check whether the measures encourage useful prevention or unintended behavior.   • Hazard identification: Recognize and report a specific hazard, with enough detail for someone to assess it.

  • Learning and participation: Complete a relevant activity and demonstrate the knowledge or skill it is intended to teach.
  • Corrective action: Track whether hazards are addressed promptly and whether the fix is completed.

More reports are not automatically proof of better safety: reporting volume may rise because workers feel safer speaking up, because hazards have increased, or for other reasons. Interpret the measure alongside the workplace context and follow-through on reported issues.

Why injury-count rewards can backfire

There is an important difference between rewarding a low injury rate and recognizing preventive behavior. In its 2012 review, the U.S. Government Accountability Office found little research on workplace incentive programs and their effect on reporting. Of six studies it identified, two analyzed reporting effects and found no relationship; experts and industry officials nevertheless raised concern that rate-based incentives could discourage reports. The evidence does not prove that every such program suppresses reporting, but it makes rewards based on low injury or illness counts a risky design choice. Do not make a team lose points, a reward or recognition because someone reports an injury, illness or near miss. That can give workers a reason to stay quiet and deprive the employer of information needed to address hazards. Set clear expectations that reports are welcome, handle them promptly, and do not equate a report with a failure.

How to design a safety competition responsibly

  1. Choose a real objective. Start with a defined hazard, task or learning need. A generic points contest is not a substitute for assessing risk or selecting appropriate controls.
  2. Pick observable, prevention-oriented measures. Decide what workers can do that supports learning, hazard identification or corrective action. Avoid relying on a long incident-free streak or low injury totals.
  3. Set reporting protections before launch. State that workers should promptly report hazards, near misses, injuries and illnesses, and that doing so will not cost their team points or recognition.
  4. Involve workers in the rules. Ask the people doing the work whether the activity reflects real risks, whether its measures are fair and understandable, and whether it could prompt gaming or concealment.
  5. Connect the activity to action. Assign responsibility for reviewing reports and suggestions, responding to hazards and tracking corrective work. The challenge should help the safety system function, not stand in for it.
  6. Evaluate and revise. Review participation and leading indicators alongside relevant outcome information, including workers’ compensation data where appropriate. OSHA recommends periodic assessment—at least annually—and worker involvement in program evaluation. Share results and adjust measures that create unwanted behavior.

OSHA notes that sharing monitoring and evaluation results and celebrating successes can support further improvement. Recognition should therefore reflect credible preventive work and learning, not a claim that a competition caused fewer injuries. OSHA, Safety Management – Program Evaluation and Improvement

Put competition inside a complete safety program

A contest cannot compensate for unresolved hazards, inadequate instruction or weak management support. NIOSH emphasizes that training is not sufficient on its own; effective workplace safety also calls for management commitment, worker involvement, hazard identification and risk management. Use a game or challenge as one engagement method within that broader effort.

Cost figures can explain why employers care about safety, but they do not show that competitions save money. OSHA’s overview reports that Liberty Mutual’s 2025 Workplace Safety Index put direct workers’ compensation costs for disabling, non-fatal workplace injuries at more than $1 billion per week. It also cites National Safety Council estimates that work-related deaths and injuries cost the nation, employers and individuals more than $1.3 trillion in 2023. The same distinction applies to other examples sometimes used to promote safety programs: a company case study or a comparison between worksites does not isolate competition as the cause of an outcome. Treat such examples as context, not as a forecast of what a contest will achieve.
