CRTC Rules on Rogers–Quebecor MVNO Rates: What the Decision Means

The CRTC selected Quebecor’s wholesale MVNO offer in its 2023 dispute with Rogers. The ruling addressed carrier access terms, not consumer wireless plan prices.

The CRTC selected Quebecor’s wholesale rate offer in its 2023 arbitration with Rogers and directed the companies to sign an MVNO access agreement consistent with that offer. The ruling concerned what carriers pay each other for network access—not the price of wireless plans sold to customers.

What did the CRTC decide about Rogers and Quebecor’s MVNO rates?

On July 24, 2023, the Canadian Radio-television and Telecommunications Commission (CRTC) selected Quebecor Media Inc.’s offer in a final-offer arbitration with Rogers Communications Canada Inc. over wholesale mobile virtual network operator (MVNO) access rates. It directed the parties to enter into an access agreement consistent with Quebecor’s offer. The CRTC said this would allow Quebecor to expand competitive mobile wireless services as quickly as possible. (CRTC Telecom Decision 2023-217)

In practical terms, Rogers was directed to contract on the terms reflected in the offer the CRTC selected. This was a regulatory decision about a carrier-to-carrier agreement, not a judge setting a consumer wireless price.

How did the dispute reach final-offer arbitration?

The CRTC’s 2021 policy required certain incumbent carriers, including Rogers, to provide wholesale facilities-based MVNO access under regulated terms and conditions. Carriers were expected to negotiate rates commercially; if negotiations failed, either side could use final-offer arbitration. (CRTC Telecom Regulatory Policy 2021-130)

In final-offer arbitration, the parties submit competing proposals and the arbitrator selects an offer rather than designing a compromise rate. In this proceeding, the CRTC chose Quebecor’s offer and required an agreement consistent with it.

What happened to Rogers’ court challenge?

Rogers challenged the CRTC decision. Rogers’ Q3 2025 disclosure reports that the Federal Court of Appeal dismissed the appeal on May 28, 2025. (Rogers Q3 2025 MD&A) The court register identifies the proceeding and records a hearing on that date. (Federal Court of Appeal register)

Rogers’ 2025 annual report says Rogers, Bell, Telus, Cogeco and Videotron applied to the Supreme Court of Canada for leave to appeal on August 7, 2025. (Rogers 2025 Annual Report) The reviewed information does not establish a later Supreme Court disposition, so it should not be treated as evidence that leave was granted or denied.

Does the ruling mean wireless customers will pay less?

Not by itself. The CRTC arbitration set wholesale access terms between carriers. It did not order Rogers to reduce retail plan prices or guarantee savings for wireless customers. Retail prices, coverage and plan features are separate matters; the decision alone does not establish their effect.
