JFK’s New Terminal One Raises $2.55 Billion in Airport-Project Municipal Bond Financing

New Terminal One at John F. Kennedy International Airport concluded a $2.55 billion Green Bond issuance on June 27, 2024. The project issuer called it the largest-ever municipal bond financing for an airport project—not the largest municipal bond financing of any kind. The bonds were intended primarily to finance and refinance construction costs for the terminal’s initial phase.

What is the largest-ever municipal bond financing for an airport project?

The record claim refers to New Terminal One’s $2.55 billion 2024 Green Bond issuance. In its June 27, 2024 announcement, the project issuer described the financing as “the largest ever municipal bond financing for an airport project.” That qualification matters: the announcement does not claim the transaction was the largest municipal bond financing overall. New Terminal One’s issuance announcement is the source of the amount and record description.

The issuer said the bonds were initially marketed at $1.5 billion and increased to $2.55 billion after demand during pre-marketing and the order period. That account comes from the issuer’s announcement; the available information does not provide independent order-book analysis or bond pricing terms.

What would the $2.55 billion bond proceeds pay for?

The 2024 Series proceeds were intended primarily to finance and refinance some of the costs of constructing the initial phase of New Terminal One. The issuer said part of those construction costs had previously been funded through a bank facility raised in June 2022. The transaction therefore relates to a specific terminal project, not to all construction or infrastructure work at JFK.

How large is New Terminal One compared with JFK’s wider redevelopment?

The Port Authority of New York and New Jersey’s April 30, 2024 official statement put New Terminal One’s approximate project cost at $9.5 billion and described it as privately financed through loans and equity investments. The $2.55 billion bond issuance is one financing transaction within that larger project, not its total cost. The Port Authority official statement describes the project’s planned phases.

The terminal is also only one part of the airport-wide program. The Port Authority’s annual report covering 2024 described the broader JFK redevelopment as a $19 billion effort, including $15 billion in private terminal investment and $3.9 billion in Port Authority funding for roadway and infrastructure improvements. Those figures concern the wider airport program and should not be added to, or mistaken for, New Terminal One’s bond amount. See the Port Authority 2024 annual report.

What was planned for the terminal’s initial phase?

In its April 2024 statement, the Port Authority described Phase A as an arrivals and departures hall and 14 wide-body gates on a single concourse, expected to be in use in 2026. It described two later phases adding nine gates, for a planned total capacity of 23 gates. These are plans and schedule expectations stated in the 2024 document, not confirmation that the facilities opened on that timetable.

Was the 2024 bond issuance the project’s last financing?

No. On July 23, 2025, New Terminal One announced a separate $1.367 billion Green Bond issuance, which it said would finance the remainder of anticipated costs related to Phase A. The issuer described that transaction as following the 2024 $2.55 billion issuance. The later announcement is available from the Port Authority’s New Terminal One project page.

Which bond details are established?

The cited announcements establish the issuance amounts, stated purposes and issuer’s airport-project record claim. They do not establish the bonds’ coupon rates, maturities, ratings or investor returns. The $2.55 billion figure is the size of the 2024 issuance, not a measure of what any individual investor earned.
