It is legal to request a refund on Steam. Whether Valve approves it depends on the purchase, Steam’s refund policy and any consumer rights that apply where you live. For games and software, Steam’s usual policy is to request a refund within 14 days of purchase and with less than two hours of playtime—but those limits are not necessarily the only remedy available under local law.
Steam’s standard refund rule for games and software
Valve says customers can request a refund for nearly any Steam purchase. For games and software applications, its standard offer covers purchases made within the previous 14 days with less than two hours of playtime. These are Steam policy conditions, not a universal legal rule.
Valve also says customers outside those limits may still submit a request for review. An exception is not guaranteed, but being outside the standard window does not make asking illegal or prevent Steam from considering the circumstances. If Steam approves a refund, Valve says it will issue it within a week, either to the Steam Wallet or to the original payment method where supported.

Refund rules depend on what you bought
The game-and-software rule does not apply identically to every purchase. Steam lists separate conditions for several categories:

Can consumer law give you rights beyond Steam’s policy?
Possibly. The legal answer depends on your country or region, the transaction and the reason for seeking a refund. Valve itself notes that consumers in some jurisdictions may have additional rights when a game is faulty. A purchase falling outside Steam’s standard time or playtime limits therefore does not, by itself, settle every legal claim.
In the EU, the ordinary 14-day withdrawal right for many distance contracts has an exception for certain digital content supplied without a tangible medium once performance begins. The exception depends on the consumer’s prior express consent to begin during the withdrawal period, acknowledgement that doing so means losing the withdrawal right, and the trader’s required confirmation. The relevant rules are in Directive 2011/83/EU; the European Commission explains the digital-content conditions in its consumer-rights guidance.

That withdrawal exception is not the same as a claim that digital content is defective or does not conform to the contract. EU consumer guidance recognizes that consumers may have remedies for faulty digital content or services; the available remedy depends on the facts and applicable rules. How to ask Steam for a refund
- Check the purchase details. Identify what you bought and when. For a game or software application, check the recorded playtime; for another category, read its specific Steam conditions.
- Open Steam Support. Go to help.steampowered.com and select the purchase or transaction help option to submit a refund request.
- Explain the circumstances. If the purchase is outside the usual time or playtime limits, describe why you are requesting a refund. Steam says it will consider requests outside its stated rules, though approval is not assured.
- Identify any legal issue clearly. If you believe the content is faulty or that consumer law gives you a right to a remedy, specify your location and explain the issue. The applicable legal outcome cannot be determined without jurisdiction and transaction details.
