Is Japan Building a New Passenger Plane After SpaceJet Was Cancelled?

Japan’s aircraft strategy points to gradual international collaboration and capability-building after SpaceJet, not a confirmed new passenger-aircraft program.

Not yet, based on the aircraft-specific evidence available here. Japan’s 2024 strategy sets out a gradual effort to rebuild the capability to participate in complete-aircraft business, including cooperation with foreign manufacturers and a focus on next-generation aircraft envisioned after 2035. It does not announce a selected airplane, funded development program, or launch schedule. SpaceJet, Mitsubishi Heavy Industries’ regional-jet program, was discontinued in 2023.

What Japan’s plan actually says

Japan’s April 2024 aircraft industry strategy is a policy direction, not a public launch announcement for a new passenger plane. In its account to the Diet, the government described a staged approach: collaborate with major foreign aircraft manufacturers, join commercially promising projects—particularly in design and other upstream work—and build the technical and business capabilities needed to take part in complete-aircraft programs over time. The strategy looks toward next-generation aircraft envisioned after 2035; that is a policy horizon, not an entry-into-service date for a named aircraft. What the government has not announced

The cited strategy does not identify a new Japanese passenger-aircraft model, a development team, named industrial partners, a production decision, or a delivery timetable. “Japan plans to make a plane again” therefore overstates what the policy establishes. Its stated goal is to regain and build capability through participation and collaboration, rather than to begin a specified domestic airframe program.

What the NEDO project covered

NEDO’s survey examined issues and work items for future projects: integrating domestically developed systems into aircraft, building certification capability, assessing investment effects for carbon-neutral technologies, and detailing projects under the government roadmap. Its stated project period ran through March 2025. That work is evidence of planning and investigation, not proof that an aircraft was selected or entered development. NEDO, “Next-generation aircraft commercialization and development survey project for decarbonization,” announced March 1, 2024.

MHI’s position in 2024

Mitsubishi Heavy Industries said in its May 2024 results Q&A that it had no specific domestic-aircraft plan in its 2024 medium-term plan and was not leading such a project at that point. Its president said MHI would be willing to support requests from ministries. This is a dated snapshot of the company’s position in 2024, not confirmation of its status in October 2026. What happened to SpaceJet

SpaceJet was MHI’s regional passenger-jet program, originally launched as the MRJ. The Society of Japanese Aerospace Companies records its launch in 2008, first flight in 2015, and development cessation in 2023. MHI’s report says it suspended SpaceJet M90 development activity in October 2020, then discontinued the program after reviewing its technology, product, customers, and financing. MHI concluded that commercial feasibility did not sufficiently justify restarting development. Why Japan says the program was difficult to sustain

In May 2024 Diet testimony, a government official identified several contributing conditions. These are the government’s retrospective explanation, not an exhaustive independent audit of every cause.

  • Certification experience: Japan lacked sufficient experience and know-how in aircraft type-certification processes, according to the official.
  • Regional-jet market conditions: The regional-aircraft market contracted sharply relative to initial expectations, with the pandemic affecting the market and adding uncertainty.
  • Dependence on overseas suppliers: Reliance on foreign suppliers for major equipment, including engines, weakened negotiating leverage.
  • Investment and risk: The official described aircraft development as requiring very large investment, long periods to recover costs, and substantial risk; complete-aircraft manufacturers are concentrated among a small number of foreign firms, including Boeing and Airbus.

What would have to be established before calling it a new-plane program

For Japan’s capability-building strategy to become a specific passenger-aircraft development program, public evidence would need to identify the project and its commercial and technical commitments. The policy and SpaceJet experience point to questions that matter:

  • Commercial case: Is there a defined customer base and market demand that could support the aircraft?
  • Certification and integration: Who will lead type certification and integrate aircraft systems, and what capabilities will Japanese participants develop?
  • Partnerships and suppliers: Which international partners are involved, and how will control of key equipment and supplier relationships be handled?
  • Technology and emissions: What aircraft technologies are being pursued, and how do they relate to the carbon-neutral work NEDO examined?
  • Financing and recovery: Who is committing the investment, what are the project’s milestones, and how long is the expected path to recovering costs?

The sources cited here do not establish whether Japan announced an aircraft-specific program, partners, or schedule after the 2024 strategy. Until such details are documented, the accurate description is a government effort to rebuild participation capability—not a confirmed new passenger-plane build.
