Track what happens, then adjust the next month’s budget. If essential costs consistently exceed income, that is a real shortfall—not a budgeting failure that willpower alone can fix.
What living below your means actually means
It means your spending is sustainable on your income, with a realistic amount left for priorities such as savings, debt repayment, or flexible spending. It does not require a particular lifestyle or a fixed savings percentage. The first task is to find out whether your finances have a monthly surplus, a cash-flow timing problem, or a persistent gap between income and necessary costs.
A budget is a plan, not a judgment. Consumer.gov defines it as “a plan you write down to decide how you’ll spend your money each month.” Use it to make decisions before money is spent, then revise it when actual expenses or circumstances change. Consumer.gov’s budgeting guide includes a worksheet and instructions.
How do I make a budget?
1. Work out your usable monthly income
Gather recent pay stubs, benefit records, and information about other income. Use take-home pay—the amount available after payroll deductions—when planning spending from your bank account. Include all sources, but do not count money that is uncertain as though it were guaranteed.

If your income varies, Consumer.gov suggests estimating monthly income by adding what you earned last year and dividing by 12. Treat that as a planning estimate, not a promise that every month will match it. If income arrives in uneven amounts, also make a calendar of expected deposits so you can plan around lean weeks.
2. List bills and everyday spending
Review bills, account transactions, and receipts rather than relying on memory. Write down recurring costs such as housing, utilities, insurance, and debt payments, along with variable spending such as food, transportation, clothing, and entertainment. Separate essential obligations from more flexible purchases if that helps you decide what can change.
Include expenses that do not happen every month, such as annual fees or periodic maintenance. Estimate a monthly amount for them so they do not become surprises in the budget. The estimate should reflect your own costs; a worksheet can help organize them, but it cannot supply missing information about your household.

3. Compare income with expenses
Subtract planned expenses from monthly income. If the result is below zero, Consumer.gov recommends looking for changes in the budget. Start with flexible categories and expenses you can realistically reduce, and check whether any recurring bill or due date can be adjusted. Do not assume every expense is optional.
If the result is positive, assign that amount deliberately. You might divide it among savings, additional debt payments, and discretionary spending according to your needs and priorities. Avoid allocating the same dollars twice.
4. Match the plan to the dates money moves
A monthly budget can look balanced while still leaving you short before payday if several bills fall due at once. Make a simple calendar with expected income dates and bill due dates, then check the balance you expect to have during each week. This is especially useful for irregular pay or bills clustered early in the month.

If timing is the problem, ask a creditor or utility company whether it can move a due date to better match your income. A date change may ease a temporary squeeze without changing the total amount owed. The CFPB explains cash-flow budgeting and other planning tools in its budgeting guide.
5. Track, review, and revise
Choose a tracking method you can maintain: a notebook, spreadsheet, bank transaction review, or the free Consumer.gov worksheet. Check spending daily or weekly, then compare your plan with actual spending at month-end. Adjust the next month’s figures based on what happened, not on guilt or an unrealistic target.

How much should I save?
There is no universal savings amount that fits every household. The CFPB recommends considering your circumstances and the unexpected expenses you have faced before. Repairs, medical bills, or lost income can turn into debt when there is no reserve to draw on; even a modest, sustainable contribution can begin building a buffer.

Make savings a line in the budget rather than waiting to see what remains. If cash flow allows, set a manageable recurring transfer for a date that follows an income deposit. If you need to use the reserve, make a plan to rebuild it when circumstances permit. Consumer.gov notes that savings can help with emergencies or larger purchases; the CFPB’s emergency-fund guide offers further planning guidance.
If income does not cover essentials, do not set a savings target that forces you to miss basic bills or borrow to meet it. First identify the size and persistence of the gap. Budgeting can clarify the problem and help prioritize bills, but it cannot by itself make inadequate income cover necessary costs.

The CFPB’s 2016 worksheet presents 50/20/30 as a common rule of thumb for allocating take-home pay: 50 percent to needs, 20 percent to savings and debt payments, and no more than 30 percent to wants. The worksheet also says people can create a personal rule that fits their financial situation. Treat those percentages as a starting point, not a test you must pass.

Use percentages only if they make your choices clearer. If your essentials take more than half your take-home pay, for example, forcing them into the guideline can obscure the real constraint. A customized plan is more useful when it reflects your actual obligations and cash-flow dates.
What if I keep spending more than I make?
First distinguish a spending pattern from a cash-flow problem. If the monthly totals are affordable but money runs out before a deposit arrives, focus on dates, bill timing, and the weekly balance. If spending exceeds income across the month, identify which categories can change and whether any bill can be renegotiated or rescheduled.
If necessary costs remain higher than income after realistic adjustments, recognize that as a persistent shortfall. A budget can show the amount and help you prioritize; it cannot solve an income gap through restraint alone. The CFPB’s Your Money, Your Goals toolkit includes cash-flow budgeting, debt logs, and debt action plans that can help organize next steps.
Saving habits and bill-paying difficulty are related in CFPB research, but that relationship should not be read as proof that saving alone causes better financial outcomes. The CFPB’s report, Perceived Financial Preparedness, Saving Habits, and Financial Security, reports an association between not saving monthly and greater difficulty paying bills across income levels. A reserve can help with shocks, but the amount you can save depends on your circumstances.

- Give savings and debt payments a place in the plan when cash flow allows.
